For every child, Protection UNICEF Jakarta is looking for a national consultant who will provide the day to day support in the integration process between simfoni and primero . Therefore he/she will work closely with the Data and Information Bureau of KPPPA in coordination with the UNICEF Primero Team (Child Protection, T4D & IT).

Title: National Consultant: Child Protection, Strengthening KPPPA Data and Information System (Simfoni) Duty Station: Jakarta (Government Office - KPPPA) Type of Contract: Individual Contractor - Special Service Agreement Duration: January – December 2021 (approx. 11.5 months)

How can you make a difference? UNICEF is currently supporting the Ministry of Women Empowerment and Child Protection (MOWECP) to design child protection service as part of its new function mandated by the President. This support includes:

  • Development of the service delivery framework to address the priority areas as mandated by the President pertaining to child protection.
  • Design capacity building framework to strengthen MOWECP staffs and child protection service providers to undertake the new function of service delivery. This includes development of core training modules for capacity building.

Strengthening the service provision on child protection requires case management and information management system as core elements. MOWECP has existing information management system, Simfoni that functions to register and record cases reported across Indonesia but lacking the case management function. In this regard, MOWECP requested UNICEF support to integrate primero into Simfoni.

The purpose of this consultancy is to support the MOWECP in the integration of Primero to Simfoni

Scope of Work The consultant will provide the day to day support in the integration process between simfoni and primero. Therefore he/she will work closely with the Data and Information Bureau of KPPPA in coordination with the UNICEF Primero Team (Child Protection, T4D & IT). Tasks will include among others:

  • to carry out technical software development activities
  • assisting in preparing the SIMFONI-Primero application technical documents
  • Support maintenance
  • Support training for data operators and case workers at national and sub national

Detail of Work Assignments and Outputs: 1. Technical software development activities, which includes system development, testing, and preparation for implementation. Outputs: - Mapping of SIMFONI and PRIMERO processes in term of architecture, and workflow. - Data integration module required between SIMFONI and PRIMERO - Software configuration, data integration /conversion, synchronization, and reporting. - Standards and activities in each stage of software development are achieved accordingly 2. Assist in preparing the SIMFONI-Primero application technical documents. Output: complete and structured information to be compiled into System User Manual (a technical document about the system and its development, installation and operation manual, and maintenance manual). 3. Support maintenance. Outputs: - Maintenance and repair policies and procedures - with Maintenance Q&A - Reports on fulfillment of maintenance requests during testing and the initial period after application launch 4. Support training for data operators and case workers at national and sub national. Outputs: - Development of online training, self-pace training materials - Facilitation and technical support for the implementation of training. 5. Final Report outlining the overall implementation and status of Simfoni – Primero integration

To qualify as an advocate for every child you will have… • A minimum bachelor’s degree in computer science or related field • Minimum 2 years of professional experience relevant to software design, utilization of information / communication technology tools, network-based technology (web), and databases. • Excellent communication and people skills. Ability to communicate with various stakeholders and to express concisely and clearly ideas and concepts in written and oral form. • Fluent in oral and written English.
