Decades of war and conflict in Afghanistan coupled with natural disasters such as drought has impacted the country’s economy and destroyed the country’s infrastructures. The humanitarian response in 2020 has been reshaped by the COVID-19 pandemic. The pandemic has touched every facet of life for the people of Afghanistan, in many cases exacerbating complex, existing humanitarian and development needs. While the overall situation is uncertain, the security outlook for the immediate future remains characterized by high levels of civilian casualties due to suicide and non-suicide IED attacks in civilian populated areas, continued air strikes, indirect fire during ground engagements, and deliberate attacks against civilians and civilian sites. Violence continues to disproportionately impact children and women. From 1 January to 31 March 2020, UNAMA documented 417 child casualties (152 killed and 265 injured) and 168 women casualties (60 killed and 108 injured).

This situation has particularly impacted the South of Afghanistan causing massive displacement from surrounding provinces and districts to provincial capitals Kandahar and Helmand. Similarly, more families returned from Iran due to drop of Iranian currency, reduction in labour works in Iran while because of the sanctions on Iran during 2019 and 2020 the return and deportation from Iran has rapidly increased through Milak border located in Nimroz province. Kandahar, Helmand and Zabul provinces are also have borders with Pakistan and during last three years around 25 % of the returnees from Pakistan are settled in the south.

The ongoing armed conflicts in Kandahar, Helmand, Zabul and Uruzgan and the drought undermined the efforts on child protection system strengthening. The intense armed conflict and influx of displacement has exposed children to various forms of violence, abuse and exploitation including being forced to do hazardous child labour, illegal migration, child marriage, join AOGs and other forms of exposures to physical, psychological and other related risks while deportation and returnees adding further pressure on the limited child protection services available.

How can you make a difference?

Scope of Work

The overall objective of this consultancy is to provide technical support on case -management child protection system strengthening, effective coordination of CP AoR and MRM and information management. In addition, capacity building and support to the CP counterparts and further enhancing communication and networking with the relevant stakeholders including CPAN and DoLSA.

The key results of this consultancy are as follows:

Under the overall guidance of the Chief of Field Office and direct supervision of the Child Protection officer the National Consultant will be responsible to enhanced capacities of the technical extenders, social workers and other counterparts for effective programme implementation, case management and child protection case response/follow up. The consultant will also have to provide technical support to the coordination of the AoR and MRM mechanism and the overall emergency response including COVID19 integrated prevention programme. The consultant will also conduct travel to support in monitoring of the child protection interventions and will provide recommendation for improvement.

Specific outputs, linked to this deliverable package, comprise:

  • Conduct technical support to the relevant counterparts for co and capacity building for system strengthening
  • Develop technical support plan to partners INGO/NGO and Government partners on quality child protection services and establishment of effective monitoring mechanisms.
  • Develop mechanism for capacity building of CPAN/ DoLSA in all five provinces provided to improve the quality of coordination, case management, documentation, and timely response to child protection issues in relevant provinces.
  • Develop mechanism of response on child protection programme targeting families, and communities through community dialogues in the targeted districts/provinces.
  • Review to improve data collection for the results for MRM and CP AoR results.

Work Assignment Overview

Task/Milestone 1:

Review the necessary technical support to the technical extenders, social workers, and other counterparts for effective programme implementation, monitoring and reporting.

Deliverables/Outputs:

  • Develop mechanism for technical support to partners for timely data collection and report generation developed.
  • Develop plan for implementation of case management and conduct review of case follow up and report writing
  • Develop mechanism for monitoring of CPAN, CPU and Birth registration and formulate reports and shared with ACO
  • Develop mechanism for building the capacity coordination on CPAN
  • conduct build capacity and develop mechanism for collection birth registration data from NSIA/DoPH

Task/Milestone 2:

Develop plan for the follow up of the cases monitoring, reporting, response, and coordination for achieving results for the child protection in emergencies including response to the COVID 19.

Deliverables/Outputs:

  • Develop plan for child protection response to the current emergency including response on COVID 19 targeted areas implemented and report submitted
  • Develop plan for child protection response to the current emergency including response on COVID 19 targeted areas implemented and report submitted

Task/Milestone 3:

Develop plan for consolidating information, periodic or ad-hoc, received from the different partners and generate documents for MRM and CP AOR.

Deliverables/Outputs:

  • Develop plan for child protection response to the current emergency including response on COVID 19 targeted areas implemented and report submitted
  • Develop plan for child protection response to the current emergency including response on COVID 19 targeted areas implemented and report submitted
  • Conduct documentation for CP AOR and MRM coordination meetings.

Task/Milestone 4:

Conduct technical support for field project sites for collecting information and required inputs for visibility and human-interest cases stories to promote knowledge sharing.

Deliverables/Outputs:

  • Formulate action plan and review and conduct data collection for visibility and human-interest cases stories.
  • Final report of the consultancy submitted and approved.

To qualify as an advocate for every child you will have…

  • An bachelor's degree in social sciences or a relevant field.
  • A minimum of five years of relevant professional experience in child protection, child rights or humanitarian field.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
  • Knowledge of local social, cultural, political, economic context is highly desired.
