The major purpose of the consultancy is to enhance coordination amongst the humanitarian agencies including the government and capacity building of humanitarian actors on Cash and Voucher Assistance (CVA). It is also expected that the consultant will generate evidence and support knowledge management including alliance building and networking at regional and global cash working groups. As UNICEF is COLead of the Cash Working Group it is expected to raise UNICEF profile on pressing issues and thematic areas such as Cash framework, Market, Private Sector Engagement/FSPs, SRSP/FbA and institutionalizing cash and voucher assistance in Nepal.

How can you make a difference?

The Consultant will work with the CCG, Core Group and its co-leads and will lead the advocacy and coordination activities in the country. The coordinator will work closely with all cash stakeholder relevant ministries, donors, NGOs, the Red Cross Movement, and UN agencies) to provide an effective, timely and strategic collective response to developing needs in Nepal, particularly in humanitarian contexts, help articulate the vision for unconditional digital cash transfers and/or value vouchers, and coordinate advocacy efforts with the Government of Nepal (GoN). With a broader objective of Cash Coordination and advocacy mentioned above, following key activities, but not limited to, will be incorporated in the CCG core areas and outcome.

● Work closely with Ministry of Federal Affairs and General Administration (MoFAGA), NDRRMA, MoHA, and I/NGOs, UN system for institutionalization and effective implementation of CVA modalities.

● Institutionalize the role of the CCG as the inclusive platform for coordination and learning related to CVA.

● Ensure relevant CVA information and activities are consistently tabled within the appropriate coordination fora including the Humanitarian Country Team (HCT), Inter-Cluster Working Group, IMWG, Humanitarian Forums, and the State Coordination Forum – at both state and national levels.

● Work closely with Information Management Working Group (IMWG) for data management and dissemination and to promote transparency between CCG, clusters, I/NGOs, and national and sub-national authorities.

● Coordinate the harmonization of CVA tools and approaches within the humanitarian community.

● Support the establishment of a common understanding of CVA and support inter-agency strategic preparedness and response discussions.

● Facilitate a common approach to Multi-purpose Cash (MPC) within the Humanitarian Response Plan (HRP).

● Develop strategies and annual workplan, in conjunction with the Core Group and CCG’s co-leads, to ensure best practices are systematically implemented and updated in Nepal cash transfer interventions.

● Drive the CCG strategy within the humanitarian architecture and take a leadership role in efforts to map the Government’s Social Protection System and drive forward linkages.

● Work closely with CCG Sub working groups (Digital and Market working groups).

● Work closely with HCT lead to integrate cash-based intervention in the first phase of response.

Technical oversight

● In coordination with the co-leads and the core group, take overall leadership of CCG activities as guided by CCG Terms of Reference and work plan.

● Prepare knowledge products and documents supporting coordination in cash and voucher activities, mapping CVA related activities, and communication products of CCG.

● Drive quality, standardization, and coordination of CVA modalities across the cluster and agencies such as modality, transfer values, duration, frequency, targeting and Information Management etc.

● Facilitate sharing sessions among humanitarian actors and the government and provide technical as necessary especially to local and Provincial stakeholders

● Collaborate with CCG partners to conduct relevant assessments, present evidence on the effectiveness of cash transfers and advise on best practices.

● In coordination with HCT and Cluster Co-leads facilitate and promote evaluation and lesson learned to review the impact of cash interventions.

● Support CCG digital sub working group for regular updating of the web portal developed.

Administrative coordination

● Organize and update key CCG foundational documents, information management and upload on CCG platform for easy access for all members.

● Plan, set agenda and manage regular CCG and working group meetings in discussion with co-leads, prepare meeting notes, share and archive

● Maintain an updated CCG membership list- of active members and wider ancillary members, those just needing to be included in key developments

● Collection of 4W information to be submitted to respective clusters and government stakeholders.

Influence & Networking

● Build linkages and enhance relationships between humanitarian actors/interventions and recovery/durable solutions programming, through participation and representation in working groups and forums already present in the country (such as the Social Protection Forum, Forecast Base Action-Community of Practice).

● Represent CCG members within the humanitarian architecture and advocate for resources/support.

● Develop relationships with key governmental bodies to advocate for the promotion and scale up of cash transfer programming and establish linkages with social protection schemes.

● Maintain regular communication with other INGOs, local NGOs, Red Cross Movement, donors, and government working on cash transfer interventions.

● Work with the Asia-Pacific Regional Cash Working Group (APRCWG), CaLP Network, Anticipation Hub, and other relevant organizations/networks.

Accountability to beneficiaries

● The Consultant ensures that all the CCG members put their efforts toward accountability, specifically to the program participants and to international standards guiding international relief and development work, while actively engaging with communities as equal partners in design, implementation, monitoring, and evaluation of HCT interventions.

Duration of Contract: The total duration of the contract is for 7 months tentatively starting from 15 June 2023.

  • Advanced university degree in Social Sciences, Economics, Social Research, Management, or a similar field is required.
  • Minimum five (5) years of experience of working in humanitarian affairs, disaster preparedness, cash based transfer, digital solutions and technological incubation, engaging with private sector, market analysis and interagency/inter-sectoral coordination. •
  • Good knowledge of the policies and institutional frameworks in Nepal relevant to the disaster management, social protection, and cash transfer.
  • Excellent communications, report writing and analytical skills.
  • Languages: Excellent written and oral communication and presentation skills are required in both in English and Nepali.
