KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of head of school feeding unit, the incumbent will be responsible and accountable for: • Developing a desk review of literature on the National School Feeding Programme (policies, legislation, strategies, guidelines, SABER reports, project and programme reports, etc.) as well as documents from other in-country actors about school feeding. • Reviewing and collecting data on the key questions required to develop the case study including: o Arranging for and conducting Interviews with government partners who have been instrumental in the school feeding agenda across the timeline of the evolution of the programme (Ministry of Education Science and Technology, Ministry of Agriculture and Livestock Development and Ministry of Health and Population). o Arranging for and conducting Interviews with relevant WFP teams and staff in the Country Office, the WFP Regional Bureau and Headquarters who have supported the National School Feeding programme. o Arranging for and conducting Interviews with other key stakeholders who may have played a role in the shaping of the National programme (FAO, UNICEF, USAID, World Bank, INGOs/NGOs, parliamentarians, academics, private sector partners). • Producing and submitting notes for the records from the interviews, answers to key questions required for the case study, and a report synthesizing findings highlighting lessons and best practices including success factors and challenges for the National School Feeding Programme and the role of international agencies. • Collaborating with a writer to draft the case study and secure endorsement of the final product from different actors.

KEY DELIVERABLES

The consultant will deliver the following outputs: Item Deliverable 1 Inception Report (5 days): This report should outline the consultant’s understanding of the assignment, including timelines, and should provide preliminary insights of the scope of the study, methodology (including key informants) and outline of the report (5 workdays) 2 Desk review and secondary sources of information (10 days): Conduct an in-depth review of the National School Feeding programme (policies, legislation, strategies, guidelines, SABER reports, project and programme reports, etc) as well as other relevant documents 3 Key Informant Interviews (10 Days): Conduct interviews with relevant key government and partner informants who have been instrumental in the evolution of the National School Feeding Programme.

4 Report and NFR Drafting (10 days): Drafting the report and submitting a first draft. 5 Collaboration with Writer and reviewing the final case study (10 Days)

JOB PURPOSE

The purpose of this consultancy is to develop a case study to identify lessons learned from the school feeding programme till date. The case study will include information that explores how WFP may have supported and engaged with other partners with established upstream engagement roles to support the National School Feeding Programmes. The exercise will also seek to explore how and when countries strengthened their own capacities along the “Systems Approach for Better Education Results – School Feeding” benchmarks for quality school feeding programmes.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced degree in Social Protection, Social Policy Economics, Education, Agriculture, Development Studies, Nutrition or other related qualifications.

WORK EXPERIENCE

Experience: Required: • At least 3 years of prior engagement with government units responsible for project management, coordination strategic planning and programme implementation on formulating policies, plans, strategies, guidelines, and standards, in National context • Experience required in research including in designing and conducting qualitative research, strategic planning, and policy and/or programming Desirable: • Familiarity with the national school health and nutrition/school feeding programme and WFP programmes • Experience in researching or conducting programmes in school health and nutrition / school feeding programmes • Experience as former government official working in MoEST or any ministry of government office that have an important role on the coordination or implementation of school meals programme in Nepal.

KEY COMPETENCIES

Required: • Excellent report-writing skills • Thematic knowledge in school feeding, or broader in school health and nutrition in the Nepal and Asian region • Strong research and analytical skills • Strong communication and knowledge management skills • Experience working in team and with multi stakeholders, with good coordination skills, being able to give his or her own perspective remaining open for learning diverse opinions.

Desirable: • Ability to work independently in a timely and organised manner • Proficiency in Windows MS Office (Microsoft Word, Excel, PowerPoint, Outlook) • Ability to plan and organize work; resourcefulness, initiative, maturity of judgment, tact and ability to establish and maintain effective working relations with other UN agencies, Government departments, Cooperating partners and communities of different national and cultural background.

LANGUAGE

Fluency in English and Nepali language is essential. Proficiency/level C of English.
