Background

Lao PDR has one of the youngest populations in the region. Close to 60 per cent are estimated to be less than 25 years of age. Projections show a rapid increase in the working-age population and a falling dependency ratio. Thus, in the medium-term, Lao PDR is set to benefit from the “demographic dividend” to the economy. However, the full benefits of the demographic dividend will be realised only if new jobs allow to keep pace with the working-age population's growth and only if young women and men are better equipped with the appropriate skills and knowledge. This issue is all the more critical for the disadvantaged youth groups, including ethnic groups and female, in rural and most remote areas.

The project, with support from the Russian Federation, is an attempt to comprehensively and systematically address the inter-related barriers to youth empowerment. Which establishes an enabling environment for youth (nationally defined aged for youth – 15 to 35 years old) to realise their potential and undertake an important role in the socio-economic development of the country through enhanced social and economic opportunities, with a special focus on youth employability and social participation.

UNDP is collaborating with the Lao Woman’s Union (LWU), Lao’s People Youth Union (LYU), and the Ministry of Information, Culture, and Tourism (MoICT). As a result of the project implementation, a need for capacity building on writing a concept note, proposal, and report for a specific activity and project is necessary to be provided to LYU so that they can improve the quality of the report and self-mobilize development funds from potential financial sources such as international development organizations or embassies.

In addition, the four training textbooks and one new curriculum in handicraft for the LWU training centres were newly completed of development by a national consultant in March 2022. Therefore, the trainers at those three training centres are necessarily required to have TOT refreshing and in deep training session to a better training service.

Duties and Responsibilities

Sopce of Work:

The consultant is being sought to train LYU’s staff on skills of writing a concept note, proposal and report for an activity and project. Furthermore, the consultant will provide the training of trainer (TOT) for LWU in Huaphanh province. The consultant will design and provide a 5-day training session for LYU and 10-day training session for LWU. The consultant enhance the competencies of individual trainee by designing and conducting training session that will boost trainee writing performance in alliance with the project’s requirement and also posibily existing donor’s fund criterias. The consultant will be responsible for performing training needs assessments, designing and delivering relevant learning materials.

Duties and Responsibilities:

  • Identify training needs by evaluating strengths and weaknesses;
  • Translate requirements into trainings that will groom individual for the next step of their work performance contributing to the project impletmentation and sustain their organization’s development strategy;
  • Build training program and prepare teaching plans;
  • Develop or oversee the production of training handouts, instructional materials, aids and manuals;
  • Direct structured learning experiences and monitor their quality results;
  • Deliver training to government staff with different background and positions;
  • Assess training effectiveness to ensure incorporation of taught skills and techniques into individual work behavior;
  • Periodically evaluate ongoing programs to ensure that they reflect any changes.

Required Skills and Experience

Education and Experiences:

  • Bachelor or Higher Degree in Education, Training, Social Sciences, International Development or related field required.
  • At least five years’ experience as training specialist/ or national and international development projects similar to works planned for this assignment;
  • 3 years or more of professional experience regarding fundraising proposal and project report development consultancy. Experience in vocational training curriculum, teaching and learning material development is desired;
  • Proven experience in designing multiple training events in a corporate setting;
  • Extensive knowledge of instructional design theory and learning principle;
  • Proven ability to master the full training;
  • Adequate knowledge of learning management software;
  • Familiarity with traditional and modern training methods, tools and techniques;
  • Familiarity with talent management and succession planning;
  • Proficiency in MS Office
