To manage, under the supervision of the Education Manager, P4, the Block Grant program, established under the WB project: “Education Emergency Response in Afghanistan” in terms of identifying, screening, managing and monitoring the support to beneficiaries under this program.

Scope of Work:

UNICEF is the executing agency for the World Bank funded Education Emergency Response in Afghanistan (EERA) project, which will be implemented from October 2023 to March 2024 (18 months). Under this project, one component aims at supporting individuals, small CSOs, NGOs or larger organizations working in the field of providing learning and skills development opportunities to children out of school,. Each of those individual, CSO, NGO or other, selected by a Committee, would receive a “Block Grant”, which is a certain amount of funding aimed at supporting a set of agreed activities. Under the guidance and supervision of the UNICEF Education Manager for the World Bank EERA project, the consultant will ensure the overall operational management of the Block Grants component of the project.

The scope of work for the consultant would involve the following:

1. Identify potential beneficiaries eligible for funding under Block Grant

1.1. Engage with networks and reaching out to potential beneficiaries

1.2 Collect and systematize the proposals: this might involve getting in touch with organizations submitting proposals to collect additional information.

1.3 Review and short-list eligible proposals for the Block Grants allocation, using agreed criteria for pre-screening , based on the pre-identified funding windows for allocation (per Program description).

2. Manage the review and screening of proposals

Present the short-list of eligible proposals (pre-screened) to the UNICEF internal rating committee and ensure timely rating of proposals from Committee members.

3. Provide secretarial functions for the Block Grants Committee representing UNICEF

3.1. Establish and communicate the agenda for each Block Grants Committee meeting

3.2. Present proposed short-listed candidates and organize joint-reviews/approval/no objection

3.3. Take notes and minutes of each meeting and sharing with all committee members

3.4. Review decided action points from one meeting to the next

4. Contracting and operational management of the selected beneficiaries/recipients of the Block Grants

4.1. Draft contracts, Humanitarian Program Documents, or other partnerships/procurement documents, depending on size of the block grants and following UNICEF’s procedures for contracting individuals/CSOs/NGOs/INGOs etc

4.2. Coordinate with the Program Management Unit, the Financial Management unit, the Supplies Unit, and Zonal Offices, as relevant, to contract and process payments to the recipients.

5. Monitoring, Ensuring Accountability and Assessing Performance for Block Grants recipients

5.1. Strengthen monitoring and ensure accountability, including (i) collection of regular progress reports from the selected beneficiaries of the block grants; (ii) carrying out occasional monitoring visits or coordinating with UNICEF Zonal Offices for coordination of monitoring/support missions to assess performance; (iii) engaging with both UNICEF Third Party Monitoring and Third-Party Monitoring Agent for the Project for oversight and support; and (iv) internal monitoring and reporting for the recipients of the block grants.

5.2. Support project implementation and coordination, including by supporting: (i) Recipient’s Indirect Costs; (ii) direct project management and supervision costs required to support implementation of the Project, including among others, Project monitoring and coordination; and (iii) establishment, maintenance of a grievance redress mechanism (GRM) for the Block Grants recipients, including in-office coordination with relevant experts (Prevention of Sexual Exploitation and Abuse/Gender Based Violence, Environmental and Social Safeguards, GRM) to provide guidance and/or capacity building on the same to the recipients of the Block Grants.

5.3. Reporting: prepare monthly and quarterly reporting on Block Grants to the World Bank on progress and funds utilization.

As the Block Grants component progresses, in addition to the above scope of work, the Consultant may be required to perform either of the following functions (subject to agreement with UNICEF and the World Bank):

  1. In case the Committee decides to support a large number of small-scale initiatives: an Implementing Partner will be contracted to play the role of Block Grant Administrator, which would cover contracting, payments, performance monitoring and coordination, including for regular reports, for multiple initiatives. In that case the consultant will be expected to manage/oversee the operational aspects of managing the Grant Administrator to play that role.
  2. In case the number of selected initiatives to be supported is deemed manageable by the Block Grants Committee, then the consultant will be expected to directly manage the administration of all Block Grants recipients directly and coordinate with relevant units within the Kabul Office (PMU, FM, Supplies and Procurement) to ensure operationalization of all supported initiatives.

To qualify as an advocate for every child you will have…

Education: Master's degree in Education, Social Work, Gender, Emergency work or related field

Work Experience: Expert knowledge of Afghanistan gender and education context; Expert knowledge of UNICEF contracting/partnership/operational procedures, including cash transfers in emergency settings; Experience in running/managing similar programs; Experience in chairing/participating in multi-partner committees and ensuring secretarial roles; Experience with performance monitoring of small to large scale education programs; Excellent presentation, writing and synthesis skills.

Language Requirements: Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
