Background

The Terrorism Prevention Branch (TPB) of UNODC is one of the United Nations key providers of counter-terrorism technical assistance in the legal and related areas. The Global Project enables the UNODC/TPB to respond promptly and efficiently to country requests for counter-terrorism legal assistance in accordance with the guidance provided by the Commission on Crime Prevention and Criminal Justice, the Economic and Social Council, the General Assembly and the Counter-Terrorism Committee (CTC) of the Security Council. The objective of the technical assistance activities of the TPB is to strengthen the legal regime against terrorism. It does this by providing legal advice to States to become parties to the universal legal instruments related to terrorism, by assisting States to incorporate their provisions into national legislations, by providing training to criminal justice officials and assistance to strengthen national institutions dealing with terrorism. As more countries have adopted appropriate legislation, the need for sustained capacity-building assistance for implementation to requesting countries has increased. UNODC/TPB is therefore increasingly focusing on training criminal justice officials to strengthen the capacity of criminal justice systems for implementing the provisions of the international legal instruments against terrorism, in addition to continuing to provide assistance for ratification and legislative incorporation.

Duties and Responsibilities

The purpose of the consultancy is to assist Terrorism Prevention Branch in ROMENA in the implementation of three major TPB technical assistance projects in the Middle East and North Africa by providing support to member states to enhance the specialized expertise and improve the capacity of national criminal justice officials of the region to implement the international legal framework against terrorism. In specific the consultant will work on: • Assisting in supporting the governments of Egypt, Iraq and Lebanon in strengthening their capacity to fight against terrorism through effective criminal justice responses. In addition to the development and implementation of a functioning legal regime against terrorism in accordance with relevant international legal instruments and Security Council resolutions and in compliance with rule of law and human rights. • Assisting in strengthening the capacity of the previously mentioned countries to prevent and fight terrorism and strengthen criminal justices against the potential recruitment and infiltration of terrorist militants among the refugee population • Assisting in strengthening the capacity of the previously mentioned countries to prevent and counter violent extremism leading to terrorism. The National Consultant will perform the following Milestones: 1. Perform assessment of the national legislation and criminal justice statistics on Terrorism prevention related matters in each of the countries aforementioned 2. Prepare and coordinate the presentation of the final evaluation reports of the Egypt, Iraq, Jordan Lebanon and Yemen projects with national counterparts, arrange the relevant meetings in cooperation with respective governments, 3. participate in the presentation of the final evaluation report to the donors 4. Prepare survey assessments on countering terrorism. 5. Assist in the preparation of the documentations prepared for semi-annual and annual reporting on the ongoing implementation of the project 6. Assist in the preparation of power point presentations of topics on Terrorism 7. Assist in the Preparations and the implementation of project activities, meetings and delivery of technical assistance, including development of assessment plans, preparation of background documentation and agenda in Arabic, contacting international experts, coordination of meetings and follow up with the countries, in regard to activities under the project work plan. 8. Prepare national reports based on the assessments, analysis of the information collected, including the identification of the weaknesses in the implementation of the United Nations conventions and protocols on countering Terrorism. 9. Preparations of workshop Questionnaires for the overall assessment of activities during the contract period. 10. Assist in the review of national laws. 11. Drafting of workshop concept notes 12. Assist in the preparation of the new funding proposals.

Required Skills and Experience

Academic Qualifications:

  • Bachelor’s degree. Advanced university degree in law is required. Specialization in international aspects of crime and justice or international terrorism desirable.

Years of experience:

  • 2 years of progressively responsible and directly relevant professional level experience in the legal or criminal justice aspects of terrorism prevention or in crime prevention, criminal justice, rule of law or closely related fields, particularly in legislative, judiciary or prosecutorial matters.
  • Work experience in programme development, programme planning, technical assistance delivery, reporting, implementation monitoring, coordination and management. Work experience both at the national and international levels.

Technical experience:

  • Have knowledge and understanding of the universal legal framework against terrorism; regional and global terrorism threats; UNODC/TPB mandate and different counter-terrorism aspects addressed by UNODC/TPB while providing its technical and capacity building assistance.

Language requirements: Fluency in Arabic, English and French is required. Excellent drafting skills are required.
