Background

Violence against Women and Girls (VAWG) is one of the most systematic, widespread human rights violations faced globally. About 1 in 3 women worldwide have experienced either physical and/or sexual intimate partner violence or non-partner sexual violence in their lifetime. It occurs on a systematic basis and it may occur against any woman or girl, regardless of her country of origin, age, or socio-economic status. In Ethiopia, 52 percent of the population is under the age of 18 and faces several challenges putting them at risk of failing to achieve optimal growth; these challenges include violence, poverty, illness and exploitation. Women and girls face physical, emotional and sexual abuses that undermine their health and ability to earn livelihoods; disrupt their social systems and relationships; and particularly for girls, robs them of their childhood and education.

According to the Ethiopia Demographic and Health Survey (EDHS) 2016, at least one out of every three women in Ethiopia has been beaten, coerced into sex, or otherwise abused in her lifetime, by an intimate partner. The impact of violence ranges from immediate to long-term physical, sexual and mental health consequences for women and girls, including death. It negatively affects women’s well-being and prevents women from fully participating in society including overall lost educational, employment, social, or participatory opportunities. Furthermore, there are insufficient rehabilitation service centres available in the country to provide effective and multi-sectoral services of high quality to women and girls survivors of violence in accordance with international human rights standards.

The National Coordination Body (NCB) on prevention and response to violence against Children and Women was established in 2009 under the leadership of the Federal Attorney General (FAG). The NCB comprises of members from government line ministries and departments, UN agencies, civil society organizations and research institutions with the aim of preventing and responding to violence against children and women in a coordinated manner. The NCB developed the Action Plan and Strategy on coordinated prevention and response to violence against children and women for the period of 2011- 2015. The NCB led by the Attorney General has now planned the review and revision of the Action Plan, Strategy and the Memorandum of Understanding (MoU) to be updated for a five-year period (2021-2025).

The new Action Plan and Strategy needs to reference new laws and policies at the national level and international commitments such as the Sustainable Development Goals in particular SDG 5 target 5.1 on ending all forms of discrimination against all women and girls everywhere and target 5.2 on eliminating all forms of violence against all women and girls in the public and private spheres, including trafficking and sexual and other types of exploitation; SDG 16 target 16.1 on significantly reducing all forms of violence and related death rates everywhere, target 16.2 on ending abuse, exploitation, trafficking and all forms of violence against children; target 16.3 on promoting rule of law at the national and international levels and ensure equal access to justice for all, and General Recommendation No. 35 of the UN Committee on the Elimination of Discrimination against Women in 2017.

UN Women as part of its continued support and collaboration with the Federal Attorney General to strengthen coordination, prevention and response to VAWG, aims to support the revision process engaging a national consultant who will be supporting the lead consultant recruited with UNICEF’s support.

Duties and Responsibilities

OBJECTIVE OF THE CONSULTANCY

UN Women is supporting revision of the Action plan, Strategy and MoU of the NCB with the objective of revitalizing the body to ensure effective and efficient coordination in preventing and responding to VAWC.

The specific objectives include the following:

  • To assess any progress made by the NCB thus far and build on achievements gained
  • To enable the NCB, conduct its regular meetings with member institutions, review progress and identify areas of improvement
  • To strengthen accountability of member institutions in implementing the action plan and strategies
  • To replicate similar coordination structures in other regions of the country
  • To ensure the action plan, strategy and MOU are accessible in local languages

SCOPE OF THE WORK

Working closely with the lead consultant to assess and update the 2011-2015 National Action Plan, Strategy on Violence against Children and Women, and Memorandum of Understanding of the NCB, the national consultant will report regularly to UN Women and the Federal Attorney General Office as a coordinating institution. The consultant will be responsible for the following specific tasks:

  • Support the lead consultant to undertake an assessment of the implementation status of the 2011-2015 National Action Plan and Strategy on Violence against Children and Women.
  • Review the existing 2011-2015 National Action plan and strategy on VACW and consult with the relevant ministries in the NCB (FAG, MOWCY etc.) and other relevant stakeholders to identify the gaps in the current action plan and strategy vis-à-vis relevant national and international standards and recommendations (including CEDAW Committee Recommendations, Essential services Package for women and girls subject to Violence).
  • Based on the review findings, support the revision of the 2011-2015 National Action Plan and Strategy on Violence against Children and Women through a consultative process with the stakeholders
  • Revise and update the MoU signed by members of the NCB during its establishment. The MoU should be drafted in a way it allows more institutions to become members.
  • Facilitate validation process in coordination with Federal Attorney General with the relevant line ministries and other partners to collect inputs, finalize and endorse the updated National Action Plan, Strategy on Violence against Children and Women and the MoU of the NCB.
  • Prepare the final version of the strategy, Action Plan and the MoU in Amharic language

  • translation of technical documents in the areas of gender equality and violence against women and children from English to Amharic
