Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. UN Women provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women in Bangladesh supports the government to implement commitments to international normative standards on gender equality and women’s human rights. The new UN Sustainable Development Cooperation Framework (UNSDCF) for 2022-2026 was launched in 2021 and the corresponding UN Women Bangladesh Strategy Note (2022-2026), defining UN Women’s strategic engagement in Bangladesh, has also been finalized. The country strategy focuses on strengthening the national structures and mechanisms for gender mainstreaming in policies, plans and budgets; supporting efforts to prevent and eliminate violence against women; promoting women’s access to decent and safe work; promoting policies and government investment in women’s empowerment and resilience building in the context of climate change, humanitarian crisis as well as other threats to peace and security. UN Women works with a range of stakeholders in Bangladesh including the government, civil society and women’s organisations, youth, UN agencies and donors, to promote gender equality and women’s empowerment.

UN Women in Bangladesh works on promoting gender equality in migration through providing policy support to the Government of Bangladesh (GOB), increasing evidence through research, developing tools, and building capacity of key stakeholders leading to empowerment of women migrant workers.

Governance of Labour Migration in South and Southeast Asia (GOALS) programme

Governance of Labour Migration in South and Southeast Asia (GOALS) is a joint programme between the International Labour Organization (ILO), the International Organization for Migration (IOM) and UN Women supported by the Swiss Agency for Development and Cooperation (SDC). The programme aims at ensuring that labour migration is safe, orderly and regular for all women and men from the Colombo Process Member States through strengthened collaboration and effective governance. The Colombo Process is the regional consultative process on overseas employment and contractual labour for countries of origin in Asia, aiming to foster safe, regular and managed migration. Working with the Colombo Process Member States, guided by the Colombo Process Thematic Area Working Groups (TAWGs), the programme conceptualizes the links between countries of origin and destination countries, and strives to strengthen governance from policy to practice, regional to national, and vice versa. With its focus on the implementation in South Asian member states, GOALS is working in partnership with civil society, trade unions and other social partners in the region to achieve the following outcomes:

• Outcome 1: Colombo Process Member States develop and progress actionable commitments for strengthened labour migration governance and policy coherence through multilateral dialogue

• Outcome 2: Selected Member States in South Asia have improved labour migration policies and practices, in particular on skills development and qualifications recognition, fostering fair and ethical recruitment, and sustainable reintegration

• Outcome 3: the evidence on labour migration is strengthened to inform knowledge, dialogue, policy making and actions

Assessment background

In regard to the Outcome 3, the programme particularly works towards increasing reliable and accessible data and knowledge to inform and improve migration policies and their implementation, monitoring and evaluation among Colombo Process Member States in South Asia.

Recognizing gender-responsiveness which is one of the guiding principles of the Global Compact for Safe, Orderly and Regular Migration (GCM), the GOALS programme has adopted a gender-responsive approach to the production, analysis and dissemination of gender statistics. This will respond to the Global Compact Objective 1: “Collect and utilize accurate and disaggregated data as a basis for evidence-based policies”. Also, it will respond to the 2030 Agenda for Sustainable Development which recognizes that international migration and gender equality are important to sustainable development. Promoting disaggregation of migration data by gender and other variables e.g., age, education, occupation, location, and ethnicity can enhance the ability of governments and stakeholders to understand specific needs and concerns of all migrant workers, especially women, leading to gender-responsive policies and practices.

Bangladesh is one of the major labour sending countries of the Asia-Pacific region. Remittances generated by all migrant workers is one of the major sources driving the growth of the country’s economy. In the past years, Bangladesh saw an increase of women’s migration up to 36% in 2015. However, from 2016 to date, the growth trend has been shifted to a decline, with the number of women migrant workers only increasing by 3.4% in 2019 . With the emergence of the COVID-19 pandemic, the number of women migrant workers is seen to be decreasing . Also, Bangladesh is one of the “Champion countries” for the implementation of the GCM and a member of the Colombo Process. The country’s migration policy is strongly oriented towards maximizing the benefits of overseas employment for national development. The 8th Five Year Plan (2020 – 2025) and the United Nations Sustainable Development Cooperation Framework (UNSDCF) for Bangladesh (2022 – 2026) recognizes both internal and international migration as drivers of national economic growth. The country has taken several measures to ensure safe, orderly, and regular migration for all workers, including legislative and regulatory reforms and programming and collecting data on migrant stock, out-flows, and remittances. However, availability of gender-disaggregated data by migratory status remains low. These data are essential to understanding the different realities and experience of the subcategories of migrant workers, especially women in order to help address inequalities and discrimination they face during migration.

The Bangladesh Bureau of Statistics (BBS) is the central official bureau for regular collection of official statistics on the country’s demographic situation, economic trends, and other social factors. This national statistical office is mandated to generate, analyze, and disseminate official statistics on key areas as stipulated in the country development plans and programmes. The Bureau of Manpower, Employment and Training (BMET) collects and documents administrative data on international labour migration for both men and women workers on a regular basis. Administrative records are available by sex, destinations, home districts, and monthly data is updated in the BMET webpage. To enhance comprehensive disaggregation of data by gender, skills, age and other variables in migration, it is necessary to review the nature of data collected by BMET and identify what are the gaps and explore solutions how those gaps can be addressed.

Through the GOALS programme, UN Women is seeking to hire a consultant to assess gender disaggregation of migration data in Bangladesh.

II. Objective

The overall objective of the consultancy is to assess the extent to which available data, nationally prioritized SDG targets and indicators in Bangladesh (at national and sub-national levels), are disaggregated by gender and other variables e.g., age, education, job category, occupation, location and ethnicity as required by the SDGs and specifically related to women migrant workers.

The findings will inform recommendations on enhancing a gender-responsive approach in data production, collection, and analysis on women and migration. This will contribute to identifying areas for gender-responsive policy formulation, monitoring and evaluation, and contribute to the Government of Bangladesh in reviewing its progress on the implementation of the GCM.

Duties and Responsibilities

Scope of Work

Under the supervision of the Regional Programme Specialist – Migration, in close consultation with UN Women Bangladesh Office’s Programme Coordinator – Women’s Economic Empowerment, and overall guidance from Programme Analyst – Gender Responsive Governance, the National Consultant will carry out the work in line with the below scope of work:

- Assess the extent to which gender is captured through national and sub-national level data collection mechanism and procedures focusing on migration;

- Assess existing mechanisms and processes of BMET, BBS and relevant government offices to generate gender statistics in the area of migration considering nationally prioritized SDG targets and indicators;

- Carry out interviews with key stakeholders including but not limited to BMET, BBS, Ministry of Expatriate Welfare and Overseas Employment (MoEWOE), District Employment and Manpower Offices (DEMOs), A2i ICT Division, Ministry of Women and Children Affairs (MoWCA), civil society organization and women’s organizations, universities, international financial institutions (IFIs) such as World Bank and UN agencies on gaps and ways to enhance gender and migration data;

- Based on the findings above, identify existing practices and gaps in the mechanism and processes of collection of migration data disaggregated by those suggested variables and to draw recommendations on how those gaps can be addressed and identify stakeholders that can play key role to develop/further strengthen migration data from a gender perspective at national and sub-national level;

- Develop a draft statistical brief on incorporating gender perspective in migration data promoting gender-disaggregation of migration data, gender indicators and gender-based methods in data production/standard protocol and guidance for collection, analysis, including possible gaps that could be filled through capacity strengthening; and

- Facilitate a seminar to share the findings of the assessment to relevant stakeholders and explore collaboration for improving disaggregated data collection on migration.

Specifically, the consultant will work closely with UN Women, in close collaboration with BMET and BBS and other relevant stakeholders to complete this assessment.

V. Contract period and work location The time required for the consultancy is from 28 March to 30 June 2022. The National Consultant will be based in Dhaka, Bangladesh with possible domestic travel if required. The working modality is home based with either online or face-to-face meetings with UN Women personnel and relevant stakeholders, as necessary and in compliance with the UN protocol and government rules and regulations.

Supervision and Performance Evaluation:

Under the overall guidance of UN Women Regional Programme Specialist – Migration, the selected consultant will also work in close collaboration with UN Women Bangladesh Office’s Programme Coordinator – Women’s Economic Empowerment and Programme Analyst – Gender Responsive Governance.

VI. Travel and Daily Subsistence Allowance (DSA): No DSA will be paid at the duty station, Dhaka, Bangladesh or while working remotely. If unforeseen travel outside the duty station is required for this assignment, upon prior agreement/approval from UN Women such travel expenses shall be borne by UN Women and the individual contractor/SSA shall receive a per-diem not to exceed United Nations daily subsistence allowance rate in such other location(s) and actual travel cost (subject to COVID-19 protocol for movement)

Required Skills and Experience

Education

  • Master’s degree in social sciences, statistics, migration, gender studies, governance, public policy/administration, or similar fields

Technical Experience

  • At least 5 years of relevant experience with a demonstrable ability to undertake research and statistical review in the areas related to gender equality and women’s empowerment and migration
  • Creativity in performing quantitative and qualitative analysis in areas where such quantitative data is limited and scarce
  • Very strong analytical skills
  • Demonstrated experience in developing technical/statistical brief/policy recommendations on issues related to gender equality and women’s empowerment and migration
  • Previous working experience with the UN system and relevant government offices is preferable

Language and reporting writing skills

  • Excellent proficiency in written and spoken Bangla and English is required

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, only and any other applicable cost to be incurred by the SSA in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages

Evaluation Method and Criteria: Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as: 1. Responsive/compliant/acceptable; and 2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Only candidates obtaining a minimum 100 mark in technical evaluation will be considered eligible for financial evaluation. Technical Criteria for Evaluation (Maximum 70 points out of 100)

Criteria-01; Educational Qualification - Max Point 15

Criteria-02; Number of relevant experience with a demonstrable ability to undertake research and statistical review in the areas related to gender equality and women’s empowerment and migration. Max-35 pts

Criteria-03; Demonstrated experience in developing technical/statistical brief/ policy recommendations on issues related to gender equality and women’s empowerment and migration. Max-25 pts

Criteria-04; Previous working experience with the UN system and relevant government offices is preferable. Max-05 pts

Criteria-05; Excellent proficiency in written and spoken Bangla and English is required. Max-20 pts

The total number of points allocated for the technical qualification component is 70. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points (70) will be considered as technically-qualified candidate.
