Background and Description

The Pintig Lab is a multidisciplinary network of data scientists, economists, political scientists, and epidemiologists, with the goals to ensure that: 1) Data-driven policymaking is promoted, 2) Government, CSO, and UNDP Country Office capacity to use data for decision-making is increased, and 3) SDG Data ecosystem is strengthened. Within three years, it is envisioned that policy research insights are communicated or shared to create discussions among a wide audience towards policy considerations or change, data platforms with analytics and visualization are developed and/or enhanced, and local and national government, academe, NGO/CSO and CO programme teams increase in knowledge on data governance and its applications for development planning and decision-making.

The Pintig Lab needs to operate by having a whole-of-society approach where a diverse set of stakeholders and partners (including UN agencies, INGOs, NGOs, CSOs, the private sector, etc.) are consulted, engaged, and involved, ensuring that no one, including the most vulnerable, are disregarded. In this light, in every area of work, a gender lens also needs to be applied, to ensure that issues concerning women and girls are understood and tackled.

To achieve its goals, UNDP Pintig Lab needs a Chief Technical Adviser to provide strategic advice and technical guidance on its research and knowledge products. She/he will provide technical leadership of the lab's data research and analytical processes and technical lead for all socioeconomic initiatives, projects, and policy papers.

Duties and Responsibilities

Scope of Work and Outputs

The Consultant shall perform the following:

  • Study the problems faced by Pintig Lab’s partners and translate these problems into solutions that use data and evidence through at least six (6) proposals. This includes the following:

  • Develop clear problems statements, which would involve:

    • Conducting needs assessment sessions to understand the problem, its root causes, and any parallel issues. Meetings with Pintig Lab partners from government, non-government, civil society, private sector, and the UNDP CO Programme Teams will also provide inputs for the consultant.   1. Determine the most appropriate data-driven solution and design the methodology. The primary outputs here are at least (6) proposals for use cases and policy briefs that start with a clear problem statement. The consultant will also present the proposed solution to partners for comments and feedback.

  2. Secure the support of partners to conduct planned use cases and policy research.

  3. Provide advice, guidance, and technical leadership for the Lab’s use cases, policy notes, and other knowledge products. This includes but is not limited to:

    1. Providing technical guidance and advice to Pintig Lab’s data team and partners on data solution initiatives and on the development of at least two (2) use cases and policy notes/briefs.
    2. Conduct analysis and author sections for key projects and knowledge products of the Lab in at least one (1) knowledge product
    3. Conduct quality assurance checks on at least six (6) outputs and deliverables of the Lab’s data team, consultants, contractors, and partners.

The estimated levels of effort identified above are indicative and may be adjusted based on the situation and needs, but with prior decision by UNDP.

Governance and Accountability

  1. Overall direction and guidance shall be provided by the UNDP Impact and Advisory Team Leader.

  2. Though the Consultant’s outputs and deliverables shall be reviewed, quality-assured, and accepted in consultation with the consortium or its key members and partners, this contract is executed and managed under the operations policies and procedures of UNDP. The Pintig Lab Project Manager or Impact Advisory Team Leader shall formally accept outputs and cause the processing of payments.

Expected Duration of the Contract

The consultant will be hired for an estimated 66 person-days over 6 months. The target start of work date is 5 January 2022 and the maximum end date is 30 June 2022.

Duty Station

  1. The duty station is in the UNDP Philippines Country Office in Mandaluyong, Metro Manila. The Contractor is not expected to be present at the UNDP Philippines Country Office and a flexible work schedule will be mutually agreed upon. The Consultant is expected to have his/her own workspace, computers/laptops, software, and other facilities and equipment to deliver his/her outputs remotely.
  2. Due to various Community Quarantine (CQ) measures, the Contractor is expected to implement this project with a Work From Home (WFH) arrangement for its personnel based in the Philippines in compliance with the rules and guidelines set by the Philippine Government’s Inter-Agency Task Force on Emerging Infectious Diseases (IATF). For out-of-country personnel, the Contractor is expected to implement the appropriate working arrangements that comply with the rules and guidelines of the respective jurisdictions where its personnel reside, especially those on physical distancing and home quarantines. Hence, meetings and coordination, whether regular or irregular, shall be conducted through digital collaboration and conferencing tools by default.
  3. Should rules and guidelines on physical distancing and home quarantines be recalled or modified in the respective jurisdictions where personnel involved in this project reside, the UNDP and the Contractor shall exercise flexibility and prioritize the physical and mental well-being of all project personnel and stakeholders with a view to attending meetings with government counterparts where necessary.

Required Skills and Experience

The Offers received will be evaluated using a combined scoring method - where the technical proposal will be weighted 70 points and combined with the price offer which will be weighted 30 points.

The CV will be reviewed using the criteria in the table below. Only offerors who will obtain a minimum of 70% or 49 out of 70 obtainable points will be shortlisted and considered for evaluation of the financial proposal.

Scope of Price Proposal and Schedule of Payment

  1. The Contractor should send the financial proposal based on a lump-sum amount for the delivery of the outputs identified in Section D. The total amount quoted shall include all costs components required to deliver the services identified above, including professional daily fees X number of person-days and any other applicable costs (i.e. communications, supplies, etc.) to be incurred by the Consultant in completing the assignment.
  2. Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the contractor must be ready to submit proof of insurance valid during the contract duration.
  3. The contract price will be a fixed output-based price. Any deviations from the output and timelines will be agreed upon between the Contractor and UNDP.
  4. Payments will be done upon satisfactory completion of the deliverables by target due dates. Outputs will be reviewed and certified by the Outcome Lead, IAT Team, UNDP prior to release of payments as follows:
