Background:

The OSCE Mission to Bosnia and Herzegovina (the Mission) continues to play a vital role in strengthening the country’s ability to foster a sustainable and stable security environment, to strengthen Bosnia and Herzegovina’s governance, and to encourage its consolidation as a democratic society. The Mission supports political and education reform and works to promote and protect human rights of all citizens of BiH.

The Mission has been working with all relevant education authorities in BiH towards improving regulatory framework and practices to ensure inclusive quality education. In line with these objectives, the Mission aims to intensify political attention to education in BiH, and seeks to improve its staff negotiations and advocacy skills to effectively engage a broad group of diverse stakeholders (including education authorities, elected officials, civil society and citizens).

Objective of Assignment:

The Mission is seeking to engage a National Consultant to build the Education Section staff capacities for advanced innovative approaches on advocacy and lobbying strategies.

Duration of Assignment:

This is a consultancy assignment with an expected duration of approximately 4 working days.

Tasks and Responsibilities:

Under the supervision of Training Unit and in co-operation with the EDS staff, the successful candidate will be tasked with the following duties:

  1. Undertaking needs assessment to get familiar with the objective of the training and the participants, to adjust the training to meet the specific needs of the staff in relation to the envisaged project objectives and activities;
  2. In accordance with the preparatory findings/needs assessment, developing a training curriculum, along with working materials, pre and post training reading materials to most effectively utilize the limited training time;
  3. Delivering the training over two-days, preferably in person, if circumstances permit;
  4. Answering questions from the training participants, or subsequently providing guidance to where they can obtain that information;
  5. Adjusting the training to online mode, using ZOOM application;
  6. Preparing a post-training report/participants evaluation against the expected learning outcomes, and proposing recommendations for further learning and self-learning.

Deliverables:

1. Pre training assessment of staff needs (conducted in co-ordination with EDS); 2. Developed training curriculum (learning outcomes, reading and training materials); 3. Delivered a 2-day in-person advocacy, lobbying and communication training to a group of 30 individuals; 4. Post-training report with recommendations on further learning.

Necessary Qualifications:

  • Second-level university degree in political or social sciences;
  • At least 6 years of experience in training on negotiations, advocacy and lobbying methods, including utilizing new tools and technology for analysing and developing strategies for advocacy/lobbying;
  • Extensive knowledge of transition and divided countries, with recent history of conflict and poor democratic standards;
  • Excellent knowledge of the Western Balkans Region, including understanding of political conditions in BiH;
  • Experience in teaching and delivering trainings on topic of negotiations, advocacy, lobbying and communications;
  • Excellent communication, training and presentation skills;
  • Experience in participation in group discussion;
  • Sensitivity toward diverse groups, views and cultural backgrounds;
  • Ability to recognize and acknowledge a variety of points of view;
  • Ability to present contentious topics in an impartial and objective manner;
  • Excellent written and oral communication skills in English and in the local languages;
  • Computer literate with practical experience using Microsoft applications;
  • Knowledge and experience related to education sector BiH is an asset.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.

This position is open to citizens and permanent residents of Bosnia and Herzegovina only.
