National Consultant – Administrative Support Specialist

Purpose

To provide coordination in developing strategic partnerships and maintaining close liaison with relevant regional and national Civil Society Organizations, Governments partners, UN agencies and other key stakeholders as well as in providing substantive inputs to the activity implementation and support the planning, implementation and monitoring in WPS activities and events.

Background

Under the overall supervision of the Programme Analyst, the Project Administrative Assistant supports the Office Operations by performing a variety of standard administrative processes ensuring high quality and accuracy of work. The Project Administrative Assistant promotes a client, quality and results-oriented approach. The Project Administrative Assistant works in close collaboration with the programme and projects staff and the Operations team to ensure consistent service delivery. More specifically, he/she will be under direct support to Project Associate for Governance and WPS unit.

Duration of Assignment and Duty Station

The consultant is expected to be based in UN Women Indonesia Office in Jakarta, Indonesia from 1 March 2021 to 15 January 2022 (10 months). The consultant may be required to travel on a mission as assigned by the hiring unit.

Under the overall supervision of the Programme Analyst, and under direct support to Project Associate for Governance and WPS unit, the consultant will undertake the following:

Provide general administrative and logistical support to the Office in accordance with UN Women rules, regulations, policies, and strategies.

  • Arrange travel and hotel reservations, prepare travel authorizations, process requests for visas, identity cards and other documents, collect information for DSA, as required;
  • Provide administrative support in the preparation documents for payment process for LTA, vendor, consultants, etc.;
  • Provide administrative support to events such as webinar, meetings, conferences, workshops, etc.;
  • Maintain filing system ensuring safekeeping of confidential materials;
  • Provide administrative support to review and finalization of FACE forms;
  • Provide support in monitoring budget;
  • Provide administrative support in the preparation of procurement of services or goods arrangements, support the preparation for Request for Quotations, ITBs or RFPs documents, receipt of quotation, bids or proposal, their preliminary evaluation; and
  • To undertake other tasks as may reasonably be required as informed by UN Women.

Provide administrative support to the implementation of Human Resources services

  • Provide any support related to HR and recruitment process of staff and consultants as required.

Required Skills and Experience

Required Qualifications

  • Completion of secondary education required preferably in a field related to accounting, finance or administration;
  • At least 3 years of progressively responsible experience in administration or programme and project management or support;
  • A prior UN experience of running secretarial and administrative functions;
  • Experience in the use of ATLAS;
  • Experience in the management of FACE Form;
  • Ability to command and use Microsoft and relevant applications, including Word, Excel and PowerPoint Presentation;
  • Demonstrated experience in supporting a team; and
  • Fluency in oral and written English with an emphasis in a strong writing skill.

Evaluation Criteria

Applications will be evaluated based on the cumulative analysis.

  • Technical Qualification (100 points) weight; (80%]
  • Financial Proposal {100 points) weight; [20%]

A two-stage procedure is utilised in evaluating the applications, with the evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 80% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria
