  1. Purpose of the Consultancy

The consultant will support the WHO country office for the administration, operations support and logistics of the ongoing COVID-19 response work.

  1. Background

WHO Cambodia continues to provide support in the COVID-19 response and other outbreak response to the Royal Government of Cambodia. Donations continue to be received from WHO Headquarters, partners and donors. The local consultant will support both the IMT and WHO Cambodia Office. There is a need for support with administration, operations and logistics. There are anticipated shipments of critical supplies coming to Cambodia. A focal point is needed to closely coordinate with the MOH and local agencies, as well as support the monitoring of incoming and donated supplies in response to COVID-19 and other public health emergencies.

The WCO has been working with government on COVID-19 preparedness and response. The local operations support and logistics consultant will liaise with relevant Ministries, local agencies and partners for incoming and outgoing shipments under the responsibility of the Office of WHO Cambodia.

Method(s) to carry out the activity

Under the direct supervision of Programme Administrative Officer, and Cambodia COVID-19 Incident Manager, the consultant will work full time at the WHO Cambodia Office with following outputs and deliverables. The consultant will be a member of COVID-19 Incident Management Team (IMT).

Output/s

Output 1: Coordinate the supply and distribution/delivery of international shipments with government agencies

Deliverables:

1.1 Monitor and update the shipment tracking database;

1.2 Ensure timely communication of full shipping documents with counterparts;

1.2 Verify, summarize and submit invoice package to the supply/logistics officer for certifications and approvals;

1.3 Monitor and assess quality, quantity and safety of received shipments.

1.4 Process import clearance for shipment of donation to government offices under MOH;

1.5 Liaise with Central Medical Store on incoming shipments donated to MOH and their confirmation of receipt of each delivery;

Output 2: Supply and stockpile monitoring in WCO

Deliverables:

2.1 Support the physical stock count of supplies including emergency supplies for COVID-19

2.2 Track all supplies movements including procurements and distributions

2.3 Support the preparation of supplies to be dispatched including emergencies and outbreaks

2.4 Liaise with local agencies for document clearances

Output 3: Updating of the manuals, checklists, reports and database

Deliverables:

3.1 Support in updating the files, logs and inventories;

3.2 Support in reviewing the manuals, admin checklists and SOPs in country office;

3.3 Ensure accurate and correct reporting of stocks, including movements of supplies for incoming and outgoing stocks;

3.4 Prepare monthly interim reports, ad hoc reports on logistic activities; and

3.5 Comprehensive end of mission report

  1. Specific requirements

- Qualifications required:

Essential: Completion of secondary education or its equivalent.

Desirable: University degree in Business Administration, Finance, Economics, Logistics Management, Health Science or related field.

- Experience required:

Essential: Minimum of 5 years of professional work experience in administration, operations support and logistics management at the national level

Desirable: Experience in logistics and/or administrative support in WHO or other UN agency.

  • Experience in emergency procurement and logistics and supply operations
  • Experience working with import/export and customs administration

- Skills / Technical skills and knowledge:

  • Excellent liaison, communication, and coordination skills; and
  • Ability to work and deliver even under tight timelines.

- Language requirements:

  • Written and spoken fluency in English is essential
  • Fluency in Khmer is desired

The consultant will be assigned to WHO Cambodia Office in Phnom Penh, Cambodia on full-time basis.

The selected Consultant will be expected to provide a medical certificate of fitness for work.

  1. Travel

The Consultant is expected to travel only when required within Cambodia will be covered according to WHO rules.

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
