Over 767 million of these students were girls. By UNESCO estimates, over 11 million girls – from pre-primary to tertiary education - may have not returned to school in 2020. This alarming number not only threatens decades of progress made towards gender equality, but also puts girls around the world at risk of adolescent pregnancy, early and forced marriage, and violence. For many girls, school is more than just a key to a better future. It’s a lifeline. The global campaign focusing on ‘keeping girls in the picture’ was launched by the Global Education Coalition in late August 2020 to call for efforts to safeguard the progress made on girls’ education, ensure girls’ learning continuity during school closures, and promote girls’ safe return to school once these reopen. It also shed light on the 130 million girls who were already out of school before the pandemic, and called on the international community to urgently work together to guarantee their right to education. Within the framework of the campaign, UNESCO has published the ‘Youth Advocacy Toolkit’ and the ‘Community Radio Toolkit’ to engage and empower young people to take their own initiatives to advocate for ‘keeping girls in the picture’. Learn more about the ‘Keeping girls in the picture’ campaign in this link **ASSIGNMENT** Under the overall authority of the Head of UNESCO Office in Viet Nam and under the coordination of the Education Project Officer, the consultant shall be responsible for the adaptation of the toolkit. Specific tasks under this assignment include as follows: 1\. Review the ‘Youth Advocacy Toolkit’ and the ‘Community Radio Toolkit’, and relevant available Vietnamese documents on communication and advocacy for young people; 2\. Lead and facilitate the consultation with the Vietnamese Ho chi Minh Communist Youth Union, UN Youth Advisory Group and relevant young people groups/networks, including people with disabilities, people from ethnic minorities and LGBTQI+ people, and other stakeholders, for the adaption of the two above-mentioned toolkits; 3\. Based on the results from the consultation process, adapt ‘Youth Advocacy Toolkit’ and the ‘Community Radio Toolkit’ into one community advocacy toolkit for Vietnamese youth; and 4\. Ensure the legal rights of all materials used for and in the adapted material, and the compliance with the UNESCO standards and principles in intellectual property rights, gender equality, inclusion and culturally sensitive approach. Minutes of all consultation meetings with the Vietnamese Ho Chi Minh Central Youth Union, UN Youth Advisory Group, and other relevant stakeholders; and 2\. One toolkit on community advocacy for Vietnamese youth in Vietnamese, which is adapted from the ‘Youth Advocacy Toolkit’ and the ‘Community Radio Toolkit’.
