You have:
- A Bachelor's or equivalent degree in Corporate Communication, Integrated Organizational Communication, Journalism, or other related fields.
- Minimum of three years of professional experience in public outreach, communications, or related fields.
- Proven experience in developing public outreach and/or communication strategies.
- Excellent communication, reporting, and presentation skills.
- Demonstrated high level of competency in the human rights-based approach, with a focus on integrating human rights standards and principles.
- Ability to ensure the inclusion of persons with disabilities and other vulnerable groups throughout the assignment.
- Demonstrated thorough knowledge of Liberia’s civil crises, especially between 1979 to 2003.
- Fluency in oral and written English is required.
- Knowledge of French is an asset.

Result of Service
The National Consultant, under the supervision of OWECC, will be expected to deliver the following: 1. Inception Report - A detailed report that outlines the methodology, approach, and work plan for the development of the strategy. It should include timelines, key milestones, an audience/stakeholder engagement plan and relevant draft questionnaires. 2. Detailed Draft Report - A comprehensive draft report to be formally vetted, which will notably include the following: a). The final public outreach and communication strategy. b). Final communication channels and breakdown of the target groups. C). Mapping of transitional justice actors in Liberia. 3. Detailed Final Report - A comprehensive final report based on the decisions from the vetting process, which will notably include the following: a). All additions or subtractions made from the vetting process. b). The final public outreach and communication strategy. C). Final communication channels and breakdown of the target groups. d). Mapping of transitional justice actors in Liberia. e). Proposed detailed implementation plan to activate the proposed strategy and proposed messages that need to be communicated to each target group.

Duties and Responsibilities
The Consultant will be engaged by the OWECC, which will provide day-to-day supervision of the assignment. OHCHR Liberia will ensure quality control to guarantee the delivery of quality results and objectives as set out in these terms of reference. He / She will organize and facilitate consultations specifically targeting all relevant stakeholders, including government institutions, victims’ rights advocacy groups, civil society organizations, national and international partners, and the public to gather feedback to be incorporated in the final document.
Qualifications/special skills
A Bachelors or equivalent degree in Corporate Communication, Integrated Organizational Communication, Journalism, or other related fields in combination with minimum of three years of professional experience in public outreach, communications, or other related fields. Proven experience in developing public outreach and/or communication strategies. Excellent communication, reporting, and presentation skills. Demonstrated high level of competency in the human rights-based approach, with a focus on integrating human rights standards and principles, as well as mainstreaming gender in communication and outreach strategies. Ability to ensure the inclusion of persons with disabilities and other vulnerable groups throughout the assignment. Demonstrated thorough knowledge of Liberia’s civil crises especially between 1979 to 2003.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required.
