Result of Service

The consultant will be expected to: • Submit to OHCHR monthly reports outlining progress and gaps in the process of incorporation and application of human rights principles and standards – including related to gender equality - to the work of the Police in Ethiopia. • Submit written comments to at least ten legal frameworks governing the work of the Police in Ethiopia – such as policies, laws and Standard Operating Procedures – in view of addressing human rights gaps. • Support at least one national police training institution in undertaking a human rights audit of modules of its curriculum. • Conduct at least six trainings (and/or ToTs) targeting police officials throughout the consultancy. • Submit training and/or mission reports following activities across Ethiopia. • Provide a final report with a detailed analysis of the status of incorporation and application of human rights principles and standards to the work of the Police in Ethiopia.

Duties and Responsibilities

Under the supervision of the OHCHR-EARO Deputy Country Representative or his delegated official, the consultant will be expected to perform the following tasks: • Build and sustain a close working relationship with relevant police institutions at the national level to ensure the implementation of the Joint Investigation Report recommendations related to police work. • Provide technical assistance to police officials at national and regional levels, including on case mentoring, training, capacity building, and supporting police operations to enhance the integration of human rights standards, including gender equality. • Review existing legal frameworks governing the work of the Police in Ethiopia – including policies, laws and Standard Operating Procedures • Assess curricula used by national police training institutions to assess compliance with relevant international human rights standards and principles applicable to policing, including gender equality, and provide written and oral advice to ensure all policies comply with international human rights standards and principles applicable to policing. • Support national police training institutions to develop training materials in line with international human rights standards and principles applicable to policing. • Provide support to OHCHR colleagues across Ethiopia to mainstream human rights into OHCHR’s engagements with the police at the field level – including gender perspectives. • Disseminate the relevant documents from human rights mechanisms (e.g., Concluding Observations of the Committee against Torture) among police officials and support implementation strategies. • Organize and coordinate training and/or training of trainers (ToTs) with the relevant police officials at national and/or subnational levels on human-rights-related issues. • Liaise with the concerned United Nations Country Team members (UNDP, UNODC, UNICEF, etc) and other relevant stakeholders (ICRC) on policing-related issues in Ethiopia, e.g., human rights in the humanitarian context and SGBV-CRSV. • Attend meetings and prepare oral presentations upon need. • Draft various documents, including written briefings, notes to file, minutes, workshop reports, updates, etc. • Conduct research on the practical application of human rights standards and principles to policing in other African countries, as well as best practices and lessons learned relevant to the Ethiopian context. • Upon request, collocate or embed with the Ethiopian Police for first-hand mentoring and better experience sharing. • Conduct field missions upon need. • Perform other duties as required.

Qualifications/special skills

An advanced University degree (Master’s degree or equivalent) in the field of law, human rights, gender studies or advanced education from a recognised national police or other law enforcement institute. At least ten years of professional experience related to international human rights standards in general – including gender equality and policing in particular: • Work experience in mentoring, training and supporting national agencies in charge of policing is required. • Proven experience organising and delivering trainings on human rights to national institutions, namely the police sector. • Work experience in reviewing curricula of police training institutions from a human rights perspective and/or developing training materials is required. • Work experience at an international level in the field of law enforcement is required . • Proven knowledge of or familiarity with UN-accredited Police training methodologies and certifications. • The consultant must have computer literacy and the ability to effectively use office technology equipment, IT tools, the Internet, and email. • The consultant must be willing to travel within the country if needs emerge. • Ability to process and synthesize large amounts of data into readable and concise formats against tight deadlines.

Languages

• Fluency in written and spoken English is required. • Knowledge of Amharic is required. • Knowledge one or more additional local languages as an asset
