Under the supervision of the Chief of Social Policy and Child Rights Monitoring, the consultant will support the Country Office in the area of Child Rights Monitoring (CRM). providing technical support and assistance in all stages of CRM programming and related advocacy from strategic planning and formulation to delivery of concrete and sustainable results. This encompasses both direct programme work with government and civil society partners as well as linkages and support to teams working on nutrition, education, health, child protection, and water and sanitation, and DRR

.

Activities and Tasks:

  • Regularly monitor and update the implementation tracker for the Sri Lanka Country Office (SLCO) on the UNCRC Concluding Observations 2018.
  • Provide technical support to the Department of Probation and Child Care Services to upgrade and digitalize the GoSL implementation matrix.
  • Provide technical support to the sub-national level monitoring mechanisms to create links and to monitor child rights indicators.
  • Provide technical support to the GoSL to prepare for the submission of the next report in 2023 to the UN Committee on the Rights of the Child.
  • Conduct an analysis of the roles of various government entities designated to monitor child rights and draft policy papers on the same.
  • Conduct an analysis of the work of civil society organizations to monitor and advance child rights and draft a plan to form a civil society coalition.
  • Facilitate consultations on independent child rights monitoring with relevant stakeholders.
  • Provide technical support to the Child and Law committee to incorporate child rights education into the school curriculum.
  • Provide technical support to child rights awareness sessions to be rolled out as part of the child-friendly city initiative (CFCI).
  • Any other tasks assigned by the supervisor related to the areas identified in the background and in the approved workplan of the section.

Work relationships: The completion of the above tasks will be the responsibilities of the consultant. UNICEF will however assist the consultant to meet with different government officials through the provision of letters and referrals. UNICEF Zone Offices will also facilitate visit to agencies/institutions in their respective zones, if necessary.

To qualify as an advocate for every child you will have…

Education: A University Degree in law, human rights, international development or international law (Being admitted to the Bar in Sri Lanka will be a distinct advantage);

Specialist skills/Training:

  • Excellent writing and editing skills (required);
  • Strong communications, public speaking and presentation skills (required);
  • Solid grasp of the legislative/political/human rights situation of Sri Lanka, (required);
  • Strong interpersonal skills and teamwork attitude is required;
  • Experience organizing/coordinating/conducting capacity building programmes (desirable);
  • Experience with data dissemination and engagement through social media (desirable).

Years of experience: Minimum 2 years of professional experience on related field/tasks;

**Languages required****: Fluency in English as well as one of the national languages (Sinhalese or Tamil) is required. Knowledge of another official UN language is considered an asset

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
