Purpose of Activity/Assignment:

The goal of this assignment is to provide technical and programme implementation support to the Ministry of Health efforts to achieve the golden certification of elimination of mother-to-child transmission of HIV.

Objectives:

1. Provide support to the coordination of the PMTCT programme at the MoH. 2. Identify bottlenecks, efficiencies, potential risks, and opportunities in the implementation of the PMTCT programme and advise MoH technical teams accordingly. 3. Undertake programme quality assurance of service delivery. 4. Provide technical support to the strengthening of the PMTCT data collection, analysis, and dissemination efforts. The consultant will report to the UNICEF Chief Adolescent Development.

The consultant will also regularly interact with the National AIDS and Health Promotion Agency (NAHPA), line ministries and in-country stakeholders as relevant, and engage with corresponding technical working groups.

Qualification: A degree in Public health, medicine, paediatrics, general nursing and/or midwifery, epidemiology, strategic information, or related fields.

Desirable: degree or specialized training in public health, PMTCT, infant feeding, cohort monitoring and reporting, and/or nurse prescribing and dispensing.

Experience: At least 5 years of professional experience at the national level in the HIV response and programming, with a focus on PMTCT, sexual and reproductive health and rights, maternal and child health, and/or strategic information on health.

Knowledge/Expertise/Skills required: The consultant must exhibit UNICEF core values of care, respect, integrity, trust, and accountability. In addition, the consultant must work well in teams, be able to anticipate potential bottlenecks and proposer innovative ways to overcome challenges, follow direction and/or lead processes as requested, exhibit diligence and responsibility in the management of information, and be respectful of diversity.

Language requirements: Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
