How can you make a difference?

Since the global COVID-19 pandemic in 2020, UNICEF Tajikistan has been supporting MoH in implementation of various RCCE and capacity building interventions across the country. UNICEF also supported in coordination and development of Demand plan for introduction and promotion of vaccination in communities. Tajikistan has so far covered almost 77%1 of country target population for first dose while 65% for the 2nd dose of COVID vaccination.

The vaccination is progressing in good pace however there is still a growing concern of vaccine hesitance among certain priority groups while the vaccination drive move toward rural areas of the country. With the new wave of Omicron variant, there is also a need to re-amplify the RCCE efforts to provide communities with the most updated and reliable information and promote preventive measures. The National Deployment and Vaccination Plan (NDVP) has also been revised to introduce booster dose for vulnerable groups and vaccination of children (12-17 years) that will require addition efforts to promote vaccine uptake in the new target groups.

In the same way, sustaining a well coordinated and collective inter-agency working group under UNCRG, additional technical support to preposition the minimum common service activities for the at-risk communities, affected populations, and the people-in-need.

PURPOSE:

Consultant will provide technical and secretariat support to RCCE Working Group and the government (including the MoH) to sustain the minimum capacities in preparedness and response actions for COVID-19 and its vaccination in the country.

Under direct supervision of C4D Specialist, the consultant will be responsible for the following:

• Coordinate, liaise, and monitor collective activities on communication, community engagement, and accountability to affected population with the inter-agency working group and the government;

• Support in the development or reproduction of the communication material (IEC, Videos, PSAs).

• Support in the conduct of training/capacity building activities.

• Support in the conduct of community engagement and accountability to affected populations activities in preparedness and response

Contract estimated duration: 6 months period from Feb. 2022 to Aug. 2022

Performance indicators for the evaluation of results:

The evaluation of the results will be based on:

  1. Relevant technical and professional experience (quality of the products delivered to UNICEF);

  2. Scope of work (e.g. No. of meetings with the stakeholders);

  3. Quality of work (quality of methodology, draft, and final report);

  4. Quantity of work (completing the tasks indicated in the table above within the set timeframe)

In addition, such indicators as work relations, responsibility, drive for results, and communication will be taken into account during the evaluation of the Consultant’s work.

To qualify as an advocate for every child you will have…

Education:

  • Advanced university degree or equivalent experience in Communications, Community Engagement, AAP, Media/Journalism, Sociology, Data Science and/or Knowledge management.
  • A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

Work experience:

  • At least 2 years of proven experience in communications, community engagement, AAP social media monitoring and analysis and/or digital listening in preparedness and response including experience with capacity building, facilitating, social media management, trend monitoring, and influencing as well as experience in the design and implementation of interventions on rumor management/misinformation
  • Excellent writing skills planning and coordination skills, with proven ability to work independently.
  • Previous relevant experience of working with UNICEF is considered as an asset.

    Language:

    Excellent written and verbal communication in English, Tajik and Russian.
