BACKGROUNG UNICEF CO and partners are supporting the Ministry of Education and Science (MoES) in the development of innovative mechanisms to ensure the continuity of learning for every child and adolescent in the country during COVID 19 pandemic. The immediate action after analysis of connectivity in Tajikistan is to support schools by using TV to connect students and educators for uninterrupted home learning. The effort of reimagining learning outside of the traditional classroom requires a close collaboration between UNICEF and MoES as well as the development of instructional, content, technology and institutional agreements. Therefore, the task is to support in the design and production of a total of 2045 TV lessons as an alternative education delivery system for all subjects. It entails reviewing existing quality resources, best teaching practices, analysis of capacities and context and establishing appropriate monitoring systems for response including data collection and analysis. The first development of TV lessons for grade 9-11 has been completed as part of the immediate response, launched during May-July 2020. As a result, a total of 120 lessons have been developed and broadcasted in national TV with the financial support of the European Union. The remaining 1885 lessons are to be developed covering all grades and subjects of national curriculum.

In Tajikistan, educational institutions including primary schools, high schools, and kindergartens closed their doors in April 2020 following confirmation of the country’s first COVID-19 cases. Over two million school children in Tajikistan were out of school for around one and a half months. Throughout this time, UNICEF Tajikistan, the EU, and the Government of Tajikistan worked behind-the-scenes to produce home learning resources and ensure a safe and enabling learning environment for when children returned to school.

To facilitate the continuation of learning outside the formal school setting amid the pandemic, UNICEF and the MoES worked together to develop a series of TV lessons, that supported students to learn the subjects, based on the general education curricula, and also included guidelines and tools for distance learning for teachers, students and parents. TV lessons connected students and educators, addressing the lack of internet connectivity and remoteness of villages and households in the Republic of Tajikistan.

Currently, as part of the sustainability strategy of the distance learning module, UNICEF is planning to launch the creative studio for in-house video-lessons production by teachers and media center for schoolchildren activate student councils in one school as pilot. The creative studio and media center will be equipped with the video-production and other teaching and learning equipment and software and also have an ergonomic and child-friendly design.

To meet this requirement, UNICEF would like to invite a capable individual, who will provide below services:

1) Development of the list for video-production, software and audio production equipment to be purchased for creative studios with technical specifications;

2) Development of interior design concepts for 2 creative studios and provision of their 3D model visualization;

3) Development of framework for exploitation of the studio and media center;

4) Development of the framework on exploitation of the equipment and software for the assigned ministry’s staff;

5) Development of advocacy materials for usage of the studios and media center;

6) Provision of the training for the assigned staff on maintenance and exploitation of the equipment;

7) Provision of the training for the teachers and students on right exploitation of the equipment and further development of digital resources;

PURPOSE:

The overall objective of hiring a consultant is to support UNICEF Tajikistan and the Ministry of Education and Science of Tajikistan with launching of creative studios for in-house video-lessons production.

DESCRIPTION OF THE ASSIGNMENT:

UNICEF Tajikistan is looking for experienced consultant for provision of consulting services for conceptualization and visualization of creative studios for the Ministry of Education and Science of Tajikistan.

Performance indicators for the evaluation of results:

The evaluation of the delivered results of the companies will be based on:

  • Technical and professional competence in provision of assigned tasks (quality of the services delivered to UNICEF);
  • Scope of work (extent of activities related to the assignment);
  • Quality and timeliness of communication with UNICEF team and the Ministry;

In addition, such indicators as work relations, responsibility, will be taken into account during the evaluation of the companies work.

Estimated duration of contract and remuneration: The assignment will be carried out in 50 working days over a period of 4 months between mid-April 2021 – mid-August 2021.

Insurances: UNICEF does not provide or arrange life or health insurance coverage for consultants and individual contractors, and consultants and individual contractors are not eligible to participate in the life or health insurance schemes available to United Nations staff members. Consultants and individual contractors are responsible for assuming all costs related to required inoculations, vaccinations and medical examinations. Consultants and individual contractors are fully responsible for arranging, at their own expense, such life, health and other forms of insurance covering the period of their services as they consider appropriate. The responsibility of UNICEF is limited solely to the payment of compensation for service-incurred death, injury or illness as per the provisions detailed below.

Recourse: UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines.

Ethical considerations: Adequate measures should be taken to ensure that the process responds to quality and ethical requirements. The contracted consultant should be sensitive to beliefs, manners, and customs and act with integrity and honesty in their relationships with all stakeholders. It should also protect the anonymity and confidentiality of individual information.

Mandatory trainings: Consultants and individual contractors, regardless of contract duration, must complete the applicable mandatory trainings. The link will be provided during the selection process for the successful candidates.

QUALIFICATION REQUIREMENTS:

The successful candidate for this assignment is required to have the following:

  • Minimum of two years of professional experience in the area of expertise he/she is applying;
  • Creative mind, attention and focus on child-friendly principles in design;
  • Willingness to work in a professional manner, including observance of UNICEF procedures.
  • Professional work ethic, integrity, and initiative;
  • Experience working with multiple stakeholders and experience working with UN agencies is an asset;
  • Professional certificates are an asset.

Additional requirements based on areas of expertise:

  • Interior design: advanced skills with 3D modelling tools and software and familiarity with sculpting concepts.

Travel costs and DSA will be covered in accordance with UN rules and regulations. No other remunerations apply. As a general principle, the fees payable to a consultant or individual contractor follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible cost.

EVALUATION PROCESS AND METHODS:

Individual consultants/contractors will be evaluated based on a cumulative analysis methodology. The award of the Contract shall be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) having received the highest score out of a weighted set of technical and financial criteria.

During the selection, the ratio between the technical evaluation and commercial offer is 70 to 30.
