Background Tajikistan has high malnutrition rate in the Central Asia. Despite improvements over the last decade, undernutrition in Tajikistan remains a significant public health problem. In response, major efforts have been made by the Government and various donors through implementation of nutrition specific interventions such as promotion of exclusive breastfeeding, timely introduction of complementary feeding, salt iodization, management of acute malnutrition, and Vitamin A and micronutrient powder distribution. However, the 2017 Demographic and Health Survey (DHS) identified that 21 percent of children under 5 years old are stunted, 6 percent are wasted, and 8 percent are underweight.

According to the 2016 Tajikistan Micronutrient Status Survey, the national median urinary iodine concentration (MUIC) for children 6-59 months and women of reproductive age (87.5 µg/L and 75 µg/L, respectively) was below the threshold value of 100 µg/L. For both groups, iodine concentration had fallen substantially since 2009. 41% of children were found to be anemic with around two in five children suffering from vitamin A deficiency (37.0%). Major efforts have been made by the Government and various donors in responding to the problem of malnutrition in the country. In 2019, the Government of Tajikistan approved a law on food fortification to address the micronutrient deficiencies among population, particularly among women and children in Tajikistan. In the framework of the implementation of the law, Ministry of Health and Social Protection initiated to develop a national programme and implementation plan on prevention of micronutrient deficiencies among population, particularly women and children. UNICEF committed to supporting the Ministry of Health and Social Protection of Population to development of the programme and the implementation plan.

In order to accelerate this process, UNICEF seeks a national expert to provide support to the MoHSPP technical working group for the development of the programme on prevention of micronutrient deficiencies among population, particularly women and children.

PURPOSE:

The proposed consultancy aims to provide technical support to the multisectoral technical working group set up by the Ministry of Health and Social Protection in finalizing of the national program on prevention of the micronutrient deficiencies among population, particularly women and children in Tajikistan.

DESCRIPTION OF THE ASSIGNMENT:

The new proposed consultancy tasks will be mainly:

1. To complete consultations with the technical committee and other relevant partners including the new identified stakeholders

2. Providing technical advice to the key line ministries in reviewing and finalization of the programme and implementation plan.

3. Prepare and provide the final document for approval

4. Prepare a completion report for the completed tasks.

The consultant will work closely with UNICEF Tajikistan, the multisectoral technical working group of MoHSPP and other relevant partners to perform the assignments.

Performance indicators for the evaluation of results:

The evaluation of the results will be based on:

  1. Technical and professional competence (quality of the products delivered to UNICEF);
  2. Scope of work (e.g. No. of meetings with the stakeholders);
  3. Quality of work (quality of methodology, draft, and final report);
  4. Quantity of work (completing the tasks indicated in the table above within the set timeframe)

In addition, such indicators as work relations, responsibility, drive for results, and communication will be taken into account during the evaluation of the Consultant’s work.

Estimated duration of contract and remuneration: The assignment will be carried out in 60 working days within the period of 3 months (1 April 2021 – 30 June 2021).

Insurances: UNICEF does not provide or arrange life or health insurance coverage for consultants and individual contractors, and consultants and individual contractors are not eligible to participate in the life or health insurance schemes available to United Nations staff members. Consultants and individual contractors are responsible for assuming all costs related to required inoculations, vaccinations and medical examinations. Consultants and individual contractors are fully responsible for arranging, at their own expense, such life, health and other forms of insurance covering the period of their services as they consider appropriate. The responsibility of UNICEF is limited solely to the payment of compensation for service-incurred death, injury or illness as per the provisions detailed below.

Recourse: UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines.

Ethical considerations: Adequate measures should be taken to ensure that the process responds to quality and ethical requirements. The contracted consultant should be sensitive to beliefs, manners, and customs and act with integrity and honesty in their relationships with all stakeholders. It should also protect the anonymity and confidentiality of individual information.

Mandatory trainings: Consultants and individual contractors, regardless of contract duration, must complete the applicable mandatory trainings. The link will be provided during the selection process for the successful candidates.

QUALIFICATION REQUIREMENTS:

1) Education - Advanced University Degree in Nutrition, Public Health, Food Fortification or other related disciplines.

2) Work experience - At least 5 to 8 years of experience in developing strategy preferably in the field of Child Health, nutrition, and public health.

3) Competencies - Solid knowledge and work experience with grounded understanding of Government processes and procedures and in national programming for health, nutrition, public health, and other child survival and development areas. Excellent facilitation, analytical and report writing skills.

4) Language - Fluency in Tajik and Russian languages.

  2. A technical proposal with the proposed methodology/approach and work plan to managing the project, showing understanding of tasks.
  3. Financial quote for the consultancy in TJS per deliverable, stating also the timeframe for completion of deliverable and/or daily rate (as well as travel and subsistence costs, as applicable).
  4. Examples of previous, relevant work related to the deliverables.
  5. At least two references

Travel costs and DSA will be covered in accordance with UN rules and regulations. No other remunerations apply. EVALUATION PROCESS AND METHODS:

Individual consultants/contractors will be evaluated based on a cumulative analysis methodology. The award of the Contract shall be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) having received the highest score out of a weighted set of technical and financial criteria.

During the selection, the ratio between the technical evaluation and commercial offer is 70 to 30.
