BACKGROUNG Language and communication skills of the staff are critical for the success of UNICEF in its mandated duties. It is therefore a priority to strengthen the general communication and Tajik language skills of international and national staff. UNICEF is seeking to contract a teacher with extensive and proven experience in teaching Tajik language to professionals.

PURPOSE:

The proposed national consultancy will provide Tajik language course to the staff members of UNICEF Tajikistan as part of the learning priority for 2021.

DESCRIPTION OF THE ASSIGNMENT:

The language training will be offered to the current staff as well as those that will join the UNICEF in the future. It is envisaged that the staff be divided into two groups based on their current Tajik proficiency level. The first group for international staff will benefit from a basic Tajik language course tailored to their level and needs, while the second group for national staff will attend targeted lessons in professional Tajik with strong emphasis on writing and presentation skills. The expected number of trainees is max 10 for each group. In the initial phase of this assignment, it is expected that the teacher conducts an individual assessment to determine the level of each staff member and separate the two groups and take full responsibility for:

- Developing a tailored training course for each group;

- Planning and conducting two lessons weekly for the first group through basic Tajik language and communication lessons;

- Planning and conducting one lesson weekly for the second group focusing on professional Tajik, writing and presentation skills;

- Evaluating the progress of individual staff on a quarterly basis to measure progress, identify barriers to learning and recommend action to overcome barriers;

- Identify appropriate learning software for both groups and mentor staff in its use;

- Identify useful online and off-line resources and courses for each group and mentor staff in their use;

- Identify and purchase course material and literature;

- Consistently keep a record of participation of individual staff members and consult UNICEF management in the case of repetitive staff absence;

- Ensure that the lessons are planned and delivered in a highly participative and interactive manner and responsive to the request and suggestions of the students;

- Integrate new staff members that are recruited in 2021;

- Organize Tajik proficiency tests at the beginning and end of the course and verify satisfactory achievement of the trainees;

- Other related tasks based on need and agreement.

The course program is to be developed in close coordination and consultation with the UNICEF. The lessons are to be delivered in the UNICEF office and per below set schedule. The consultant is expected to be flexible in defining the schedule with UNICEF, and when needed deliver the lessons on a different day or time to adjust to the operational needs and priorities of the UNICEF. UNICEF shall inform the consultant of such changes minimum 48 hours in advance.

Performance indicators for the evaluation of results:

The evaluation of the results will be based on:

  1. Technical and professional competence (quality of the products delivered to UNICEF);
  2. Scope of work (e.g. No. of conducted lessons);
  3. Quality of work (quality of methodology, draft, and final report);
  4. Quantity of work (completing the tasks indicated in the table above within the set timeframe)

In addition, such indicators as work relations, responsibility, drive for results, and communication will be taken into account during the evaluation of the Consultant’s work.

Estimated duration of contract and remuneration: The assignment will be carried out in 45 working days over a period of 8 months between April 2021 – November 2021.

Insurances: UNICEF does not provide or arrange life or health insurance coverage for consultants and individual contractors, and consultants and individual contractors are not eligible to participate in the life or health insurance schemes available to United Nations staff members. Consultants and individual contractors are responsible for assuming all costs related to required inoculations, vaccinations and medical examinations. Consultants and individual contractors are fully responsible for arranging, at their own expense, such life, health and other forms of insurance covering the period of their services as they consider appropriate. The responsibility of UNICEF is limited solely to the payment of compensation for service-incurred death, injury or illness as per the provisions detailed below.

Recourse: UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines.

Ethical considerations: Adequate measures should be taken to ensure that the process responds to quality and ethical requirements. The contracted consultant should be sensitive to beliefs, manners, and customs and act with integrity and honesty in their relationships with all stakeholders. It should also protect the anonymity and confidentiality of individual information.

Mandatory trainings: Consultants and individual contractors, regardless of contract duration, must complete the applicable mandatory trainings. The link will be provided during the selection process for the successful candidates.

QUALIFICATION REQUIREMENTS:

Education: Advanced University Degree in linguistic or other related disciplines.

Work Experience: Minimum 5 years of professional experience in teaching Tajik language. Excellent written and spoken Tajik language skills a requirement.

Competencies: Strong professional communication and inter-personal skills and able to transfer knowledge to the UNICEF staff. Flexibility and ability to adjust to change circumstances and needs.

Technical Knowledge: Excellent facilitation, analytical and report writing skills.

Language: Fluency in English, Tajik and Russian languages (written and oral).

REQUIREMENTS:

Travel costs and DSA will be covered in accordance with UN rules and regulations. No other remunerations apply. As a general principle, the fees payable to a consultant or individual contractor follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible cost.

Please note that consultants and individual contractors are responsible for assuming costs for obtaining visas and travel insurance.

EVALUATION PROCESS AND METHODS:

Individual consultants/contractors will be evaluated based on a cumulative analysis methodology. The award of the Contract shall be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) having received the highest score out of a weighted set of technical and financial criteria.

During the selection, the ratio between the technical evaluation and commercial offer is 70 to 30.
