How can you make a difference?

Background

The UNICEF Cambodia office started a new Country Programme in 2019 which will last until end of 2023. Since 2019 the Child Protection team went through a number of transitions within the team (a new team structure, new team members, change of Chief of Section) but also within the office and in terms of the broader context (COVID-19 impact on the programme and the staff, change of country office management and initial reflection on adjustments of the programme as part of the 2020 mid-year and annual review). Also, In the second part of 2022 UNICEF Cambodia is starting the process of developing the new Country Program (2024-2028). Therefore, some strategic reflections on how the programme should be adjusted based on the current context and on how the team can be further empowered in delivering a quality programme are very timely.

Purpose

# CP section is looking to hire a short-term consultant to support the Section with the organization of a section retreat and to facilitate part of it.

# The facilitator will work with the Chief of Section and HR Manager throughout the assignment detailed below to ensure that the organization of the section retreat applies the art of methodologies, promote the use of participation and other innovative approaches that effectively stimulated discussions and sharing of ideas as well as ensuring the final product (report) reflects the key strategic outcomes of the exercise.

Objectives of the consultancy:

The overall objective is to support the team to be more resilient and adapted to change in which staff work with a team spirit, each one filling the expected role and achieving long-term organizational goals. Additionally, staff members will be equipped with practical knowledge and skills on emotional intelligence, change management, and building resilience and how to work in a diverse team. Finally, the retreat will provide an opportunity to reflect as a team to the achievements of the child protection program to date and identify key areas to focus and to accelerate in the next country program cycle.

At the end of the Staff Retreat Day, each of Child Protection team staff will be able to:

  • Understand the role of emotional intelligence in building healthy relationships
  • Understand prerogatives of collaboration in teamwork and the benefits and how to stimulate members of the team to achieve higher levels of productivity
  • Explore Whole brain Thinking (the HBDI) and explore the impact of different thinking styles on
  • Improve skills and knowledge in change management and how to build resilience
  • Have a common vision of the priorities and challenges to be addressed in the next country program

Work Assignment

The consultant will support the organization of and facilitate the staff retreat of the Child Protection team and perform the following specific tasks:

  1. Conduct preparatory discussions with the UNICEF Chief of Child Protection and the HR Manager to better understand the background and the purpose of the section retreat
  2. Based on the preparatory discussions, develop a draft agenda for the retreat and relevant exercises for staff teambuilding and skills building
  3. Facilitate the retreat

Qualifications and Experience

  • Advanced University Degree in Human Resources, People Management, Performance Management, and Coaching and/or equivalent level of experience or training in human resource development; coaching and training;
  • Advanced skills and demonstrated experience team building, group facilitation on stress management and time management (minimum of 8 years);
  • Demonstrated experience in working in a cross-cultural environment and ideally having worked in the Asia-Pacific Region.
  • Familiarity and prior experience with the UN system, or with the international development/ humanitarian/ emergency community highly desirable.
  • The ability to deliver the service with an excellent command of English and Khmer, both written and oral;
  • Flexible nature and ability to adapt to changing directions/thinking that may occur during the Workshop;
  • Excellent interpersonal skills.

Languages

  • Proficient in English language.
  • Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
