Activities and Tasks:

In consultation and agreement with the WASH Specialist/CSD Manager and in close collaboration with the Ministry of Water Supply, Ministry of Education, Ministry of Health, Urban Settlement Development Authority and local partners, the consultant will engage in following specific tasks in a timely manner as per UNICEF rules and regulations:

Inception Phase

Conduct a scoping mission and together with UNICEF and the government stakeholders and related partners, submit a detailed inception report covering the following;

Implementation Phase

  1. Identify key activities, projects and programmes undertaken to address the COVID-19 that incorporates WASH interventions including Risk and Behavioural Change Communications
  2. Collect, assess, review and analyse the project documents, donor reports, progress review reports, results of rapid assessments UNICEF strategic documents, project/event briefs, and event reports that progress, successes, challenges, failures, better practices and lessons learned.
  3. Analyse the data an information collected on the areas of the projects include; WASH supply, WASH services (schools/preschools/HCF, Public places), WASH in health care facilities, Urban WASH, sector coordination and strengthening, waste management, hygiene promotion and Infection Prevention and Control.
  4. Coordinate with implementing partners to collect data and information, conduct interviews, document the process of implementation and successes, failures and challenges at output and outcome levels.
  5. Arrange field visits to interview beneficiaries and partners, develop case stories and review the implementation process and projects achievements.
  6. Undertake analysis and documentation of the WASH responses for the prevention of COVID-19 and to prevent in above mentioned areas
  7. Analyse how the WASH responses link with SDG targets in WASH sector and link with cross cutting areas such as environment, climate change, gender, DRR, disability and inclusion.

Final report phase

  1. Document challenges, best practices, lessons learnt and any changes or modifications made during the implementation
  2. Organise validation meeting with the key stakeholders
  3. Report draft submission
  4. final report submission subsequent to incorporation of the comments received.

Work relationships :

The consultant will work in close consultation with UNICEF officers and coordinate with the relevant officials from the Ministry of Water Supply, State ministry of rural water supply, Ministry of Education, Ministry of Health, Urban Settlement Development Authority, Children’s Secretariat, ECCD authorities at the provincial level, Local Authorities and local partners for data collection through interviews.

Duration - 3 months (tentative start date: 28 December 2020)

To qualify as an advocate for every child you will have…

The applicant consultant should demonstrate experience of conducting similar activities in the past. The minimum qualification of the consultant are as follows;

  • Education: Advanced university degree in Water Management, DRR, Development Studies, public health or other related discipline

  • Specialist skills: Proven skills in assessments, studies, evaluation and research, analytical work and report writing. Demonstration of experience is required.

  • Years of experience: At least 8 to 10 years of experience in water, sanitation, hygiene, emergency, DRR, waste management programme planning, implementation, developing strategies/policies/plan of actions and relevant work experience in the field. The successful candidate should demonstrate sample(s) of previous similar work/reports.
  • Competencies: Excellent communication, facilitation, analytical and report writing skills. Working experience with UN, governments and other partners/stakeholders at national and sub-national levels
  • Languages required: Excellent language skills in English, and high level of competency in Sinhala or Tamil.

  • Technical skills:

  1. Substantial technical experience of Water, Sanitation, Hygiene, waste management, and emergency including health emergences in Sri Lanka.
  2. Proven record of experience in desk review and documentation of programme development and implementation capturing essential key elements
  3. Broad understanding of the functionality and the role of relevant government agencies that work in the areas of water , sanitation and hygiene at central and local levels.
  4. Broad understanding of collaborative working with the officers at central level and at provincial and divisional levels
  5. Ability to work in consultation with multiple stakeholders with proper understanding of their scope of functionality and recent changes in the government structure and relevant policies.
  6. Broad understanding of WASH responding approaches during emergencies including health emergencies and locally and globally available guidelines, strategies and standards.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
