Methodology of the assessment should take into account the likelihood of a full online consultation process in case of continued restrictions due to COVID-19. Duration of contract: December 2020- March 2021 with an estimated maximum number of 45 days ======== This consultancy is under the overall authority of the Director General of UNESCO delegated to Head of the UNESCO Amman Office and the technical oversight of the Head of the Education Unit/Education Programme Specialist. The Individual Consultant will work in coordination with a team of international experts and the UNESCO Amman Project Team, and will report directly to the UNESCO Amman Office Education Programme Specialist. **OVERVIEW OF THE FUNCTIONS OF THE POST** **1 BACKGROUND, OBJECTIVES AND JUSTIFICATION** **1.1 Project Overview** GIZ and UNESCO have initiated collaboration aiming at providing technical assistance to the Jordanian Ministry of Education (MOE) in their efforts towards inclusion in line with the goals and priorities outlined in the National 10-Years Strategy for Inclusive Education. This partnership is in the framework of the GIZ PROMISE Programme. GIZ has developed jointly with the MoE the programme ‘Promoting quality in inclusive education in Jordan’ (PROMISE), funded through the German Federal Ministry of Economic Cooperation and Development (BMZ). ‘PROMISE’ aims at improving equal access to and quality of primary and secondary public schools in Jordan. The programme focuses on school children from KG2 to Grade 10 with particular focus on children with disabilities and is a direct contribution to the national 10 year- Strategy for Inclusive Education (IES) and the Education Strategic Plan 2 2018-2022 (ESP), as well as to SDG 4- Inclusive and equitable quality education, SDG 5- Gender equality and SDG 3- Health. UNESCO will support the following two main components of the PROMISE programme: (1) Policy, National Planning and Management (referred as ‘System Strengthening’ in this project proposal); and (2) Capacity Development. **1.2 Strategic Relevance** Part of the proposed efforts to strengthen the education system will be to conduct a **participatory institutional capacity assessment** within the MoE at different levels, identify potential gaps within the legal framework, and actively use EMIS to plan, monitor and evaluate efforts towards greater inclusion and diversity in education. Long Description All relevant stakeholders linked to the PROMISE programme, from schools to other sub-national and national levels, will participate in the capacity needs assessment of the education system in regards to innovation, and greater inclusion and diversity in education. This is to ensure that the views and perspectives of education practitioners in schools are included, as their views might differ from those generated through the self-assessment of education officials on sub-national and national levels. The more inclusive and participatory the capacity needs assessment is, the greater the ownership of the process will be. This institutional capacity assessment will be closely coordinated with GIZ, the Ministry of Education and the Higher Council for the Rights of Persons with Disabilities. **2. PURPOSE OF THE ASSIGNMENT** UNESCO is looking for a National Consultant to work jointly with a team of international experts coordinating the development and implementation of the institutional capacity needs assessment. Objective: Provide support to the UNESCO team for the identification and analysis of gaps within the education system related to inclusion and diversity in education in view of informing a capacity development strategy on inclusive education for Jordan, based on technical guidance of the international expert. Expected result: Support and inputs are provided to conduct a thorough capacity needs assessment, focusing on the different institutional set up at macro (primarily the Ministry of Education) and meso (Field Education Directorates) level involved in the process of mainstreaming inclusive education at public schools in Jordan. Long Description **3. DUTIES/TASKS AND EXPECTED OUTPUT** The capacity assessment, coordinated by an international team of experts will address different levels of the education sector: the planning, management and executive capacities of the Ministry of Education (MoE), other bodies and ministries concerned with inclusion (Higher Council for the Rights of Persons with Disabilities, Ministry of Social Development, Ministry of Health) and the field directorates. In cooperation with all actors, the project will build the necessary capacities for planning and conducting education work with a focus on the implementation of the IES and its 3-year Action Plan. **Target Group at Macro Level**: Ministry of Education, Ministry of Social Development, Ministry of Health, Higher Council for the Rights of Persons with Disabilities. - Ministry Of Education: Departments of the Managing Directorate for Supervision and Educational Training, Directorate of the Early Childhood, Managing Directorate for the Curricula and Textbooks, Managing Directorate for Queen Rania Center for Information and Educational Technology, Managing Directorate of Education (including Directorate of the Early Childhood, Directorate of Students with Disabilities Programs, and Directorate of Informal Education), and Managing Directorate for Building and International Projects. - Ministry of Social Development: Directorate of Persons with Disabilities Affairs and the National Aid Fund. - Ministry of Health: Directorate of Persons with Disabilities and Psychological Health. Long Description - Higher Council for the Rights of Persons with Disabilities. **Target Group at Meso Level**: Field Education Directorates - 1 field education directorate located in Amman. **Methods**: Literature Review, analysis of organisational charts, legal mandates and IE operational plan, Interview-administered Questionnaires and workshops with the target group (individual level and group level) at Macro and Meso Level, MoE budget for IE. **Deliverables**: (estimated 45 working days) 1. Support the International Expert (s) in undertaking **an initial review of** documents, pre-selected by UNESCO in coordination with partners, relevant to the project implementation and this specific assignment, including but not limited to the UNESCO-GIZ project proposal, the Education Strategic Plan (2018-2022), the 10-Year Strategy for Inclusive Education and the IE action plan. 2. Support the International Expert(s) in developing the **methodology and tools** to: 1. Provide all necessary information to UNESCO and the International Expert(s) in English language about the organisational set up of the MoE, its mandate within IE and its readiness to implement the IES. Key questions to be answered include, but is not limited to: - Which are the concerned departments and what is their role, mandate and mission? - List the departments human resources (people assigned to the respective units, infrastructure, finances etc) to fulfil its mandate? - Identify if personnel’s qualification levels matching their role? - What management structures are in place in the relevant departments? - What inter-departmental linkages are in place? E.g. a steering structure within the MoE? - Are there any linkages with other Ministries (such as MoH and MoSD)? What are the existing steering structures to implement relevant strategies? b. Review the organisational set up of the MoH and the MoSD and its mandate within IE. Key questions include, but are not limited to: - Which are the concerned departments and what is their role in their respective ministries? - What is their mandate and mission? **3. Support** the International Expert(s) in **preparing, coordinating and implementing the methodological concept** with the stakeholders defined as Target Groups above. **4. Support** the International Expert(s) in **preparing, coordinating and conducting face-to-face or online interviews** with other external stakeholders. External actors can include donors, inclusive education experts, administration experts, NGOs and lawyers. **5. Support** the International Expert(s) in **providing an analysis report including a presentation** of the organisational set up review and mandate of the MoE, relevant other Ministries (MoH, MoSD) and the Field Education Directorates. **4. TIMETABLE AND DELIVERABLES** The National Consultant should be available for an estimated maximum number of 45 days: (tentatively) for up to 15 working days before 15th December 2020, up to 10 working days between 15th December 2020 and 10th January 2021, up to 20 working days between 10th January and 5th February, and up to 10 working days between 10th February and 10th March 2021. Exact working days will depend on the advancement of the development of the assessment itself. Flexibility from the national consultant will be required.
