Background and Justification

The Programme Specialist (Children with Disabilities) has a visual impairment and experiences barriers in the physical and working environment, e.g. walking around the office and reading documents.

Scope of Work

Goal and objective:

Under the supervision of the Programme Specialist (Children with Disabilities), the consultant will provide personal assistance to the Programme Specialist to support her to function independently and in a barrier-free environment.

Activities and Tasks:

  • Guiding and being aware of giving verbal information to a visually impaired person about the environment when indoors and out travelling.
  • Assistance with correspondence and any other reading and writing tasks, which may be required to support a blind person at work. e.g., reading information on walls, print outs, including signage etc.
  • Converting materials in inaccessible formats to alternative accessible formats.
  • Assist in preparation of Power Points Presentations, editing, formatting.
  • Assist preparation and conduct of activities, including photocopy and distribution of materials, writing on Flip charts, taking pictures.
  • Copy to computer files/info from Flip Charts of Trainings/Workshops.
  • Support the Program Specialist in overcoming barriers related to technologies with a view to facilitate full and effective inclusion of the staff at the workplace.
  • Continuously update the contact database and calendar of the Programme Specialist.
  • Accompanying the Programme Specialist to meetings, both national and international events.
  • Undertake related activities to be assigned by the Programme Specialist.

Work relationships:

The Assistant will be solely engaging with the Programme Specialist and not other partners or stakeholders.

Payment Schedule

Monthly payment upon satisfactory completion of deliverables.

Desired competencies, technical background and experience

1. Completion of secondary education is required, preferably supplemented by technical or university courses related to the field of work.

2. A minimum of 4 years of relevant administrative or clerical work experience is required.

3. Fluency in English

4. Ability to travel in and out of the country

5. In-depth understanding of entire MS Office suite.

6. Ability to organize a daily workload by priorities.

7. Must be able to meet deadlines in a fast-paced quickly changing environment.

8. A proactive approach to problem-solving with strong decision-making skills.

9. Professional level verbal and written communication skills.

10. Experience of work with persons with disabilities, particularly persons with visual impairments, is desirable;

Administrative Issues

The consultant will be required to work on-site. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.

The selected candidate is solely responsible to ensure that the visa (if applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.

Conditions

  1. Office space but not equipment will be provided.

  2. Official travel is by most economical fare and reimbursement as per UNICEF policy.

  3. As per UNICEF DFAM policy, payment made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advances purchases, for example for supplies or travel, may be necessary.

  4. Individuals engaged under a consultancy or individual contract will not be considered ‘staff members’ under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

Risks

A possible risk for this consultancy is if the consultant for any reason cannot provide the assistance required, which may negatively affect the performance of the Programme Specialist with a disability. In case of this risk, UNICEF will revert to a roaster of assistants and invite the second candidate to step in. In case a second candidate is not available UNICEF will work with the Programme Specialist with a disability to arrange other support
