In the 1970s UNICEF established presence in Yemen to respond to the urgent needs of children in the poorest country in the Middle East. In 1991, Yemen ratified the Convention on the Rights of the Child and it was enacted immediately. Since then the country has been making steady progress for children until it plunged into a brutal conflict in 2015 but even before that, Yemen needed large amounts of humanitarian assistance. In collaboration with local authorities, non-governmental organizations and community partners, UNICEF is working in all the governorates in Yemen to respond to the needs of children throughout the country with a continuum of services to help children survive and grow to their full potential through the following programmes: Health, Nutrition, Water, Sanitation and Hygiene, Basic Education, and Child protection. The main objective of this consultancy is to enhance the capacity of the Social Protection Consultative Committee (SPCC) members on shock responsive social protection from right-based and life-cycle approach. Some of the broad aspects that need to be covered during the consultancy contract period would be, but not limited to, the following:  - Setting up a capacity building plan to enhance SPCC members knowledge and skills on shock responsive social protection systems in relation to policy, program design and implementation. - Empowering SPCC members with profound knowledge of the SRSP framework including conceptualized factors informing decision making and how to build on existing frameworks and plan for uncertainty. - Enhancing SPCC knowledge and skills to adapt and deploy the social protection criteria (coverage, adequacy, and comprehensiveness, timeliness, cost-effectiveness, accountability, predictability, ownership and sustainability) to better meet people’s needs using a better approach; and  - Providing hands-on training on the SRSP analytical tools and framework.

To qualify as an advocate for every child you will have…Education: A university degree in Economics, Public Policy, Social Sciences, International Relations, Political Science, or other relevant disciplines is required. • Minimum of seven years of relevant professional work experience is required. • Developing country work experience and/or familiarity with emergency is considered a strong asset. • Demonstrates previous experience in coordinating similar platforms for at least 2 years • Strong understanding of the social protection context in Yemen. Previous work in the field social protection policy and programming is highly desired • Previous experience in capacity building and training is required. • Native Arabic speaker with professional fluency skills in English language • Excellent communication skills • Excellent working with people skills • Excellent Planning & Organizing skills • Drive for results • Very good analytical skills
