BACKGROUNG In 2016, UNICEF in Tajikistan started its new Country Programme 2016-2020. The new CP aims to accelerate progress towards the realisation of the rights of all children in Tajikistan, with a special focus on equity and attention to closing equity gaps at different stages of the life cycle. UNICEF in Tajikistan will spend most of its efforts to achieve results for children by engaging more partners, stakeholders, and youth, including media to address rights issues that affect children at different stages of their life, with a special focus on disadvantaged children.

To achieve its strategic objectives, UNICEF Country Office (CO) in Tajikistan is committed to strengthen engagement with media in Tajikistan and build necessary skills and capacity to improve quality of media coverage related to children in the country based on globally recognized ethical and legal considerations.

In this regard, UNICEF Tajikistan is looking for an individual consultant with a proven experience in media and journalism to contribute towards UNICEF’s media engagement efforts, development of media stories and case studies on programmatic activities, support organization of capacity building workshops for media organizations on children’s issues in a way that enables them to serve the public interest without compromising the rights of children.

PURPOSE:

The purpose of the assignment is to provide technical support to UNICEF’s communications team on partnership with key media organizations, develop stories and case studies for print, assist in media monitoring on key issues related to children, support on preparation and implementation of series of capacity building workshops for representatives of media and other key partners in Tajikistan.

The selected media individual contractor will support the communications team to compile the necessary information in a timely manner by delivering the required tasks.

DESCRIPTION OF THE ASSIGNMENT:

Under the direct supervision of the Communication Officer and in close cooperation with other staff members of the UNICEF Tajikistan Office, the national individual contractor will support the team to develop media stories, strengthen the partnership with key media agencies and assist in organization of capacity building workshops across the country.

The Individual contractor will be responsible for the delivery of the agreed upon objectives and will serve as the contact person during planning and implementation of the following activities:

  • Assistance in implementation of the Communication and Advocacy strategies and plans
  • Cultivating strong relationship with key media organizations and strengthening UNICEF’s engagement with primary media houses

Support in implementation of the UNICEF Country Communication and advocacy plans:

  • Assist in drafting and editing articles, press releases, human interest stories and other advocacy/information materials in all media formats, as appropriate.
  • Prepare background communication and promotional materials for briefing and visits of media and other special interest groups. Assist in the planning, logistic and administrative arrangements for them.
  • Liaising between Communication, Programme and Knowledge Sections as well as donor/partner focal points on planning, drafting, gathering, finalizing and promoting content (such as human-interest stories, photo essays, videos, etc.) on digital and social media platforms in a timely manner, and in suitable languages.

Payment will be done on monthly basis upon provision of report by the Communication Individual contractor and approval by the communication chief.

The Individual contractor will draft monthly workplan and agree with the Communication Chief.

Effective and timely professional assistance are provided in developing, drafting and maintaining contact information, materials and relationships with journalists and media outlets covering all media – print, TV, radio, web.

  • Under the guidance of UNICEF Chief of Communication assist in developing and maintaining close collaboration with mass media, as well as with groups and organizations whose support is essential to the achievement of advocacy and communication objectives.
  • Assist in collaborating with the media through activities such as organizing project site visits, facilitating photo coverage and TV footage and utilizing both web-based and traditional media as appropriate.
  • Assist in drafting and editing articles, press releases, human interest stories and other advocacy/information materials in all media formats, as appropriate.
  • Develop plans and organize events, capacity building initiatives and engagement with primary media partners and government spokespeople.

Provide support during emergency response related to communication

  • Support the crises communication planning and implementation of relevant activities including developing FAQs, questions and answers, media briefs and other communication materials.
  • Assist in organizating media events, workshops and briefings based on agreement with primary stakeholders from the Government and other partners.
  • Assist in capacity building activities related to media of our key partners from media and Government related to ethical reporting, effective engagement with media, misinformation and factchecking.

Note: Due to COIVD-19, the work and deliverables are subject to change. Consultant need to be flexible to adjust to any unforeseen adjustments that might occur during the implementation

Performance indicators for the evaluation of results:

The evaluation of the results will be based on:

  1. Technical and professional competence (quality of the products delivered to UNICEF);
  2. Scope of work (e.g. No. of meetings with the stakeholders);
  3. Quality of work (quality of methodology, draft, and final report);
  4. Quantity of work (completing the tasks indicated in the table above within the set timeframe)

In addition, such indicators as work relations, responsibility, drive for results, and communication will be taken into account during the evaluation of the Individual contractor’s work.

Estimated duration of contract and remuneration: Assignment will be for the duration of 11,5 month and 230 days of work. The Individual Contractor will be required to work from UNICEF Office (subject to COVID-19 work from office regulation).

Location: Dushanbe, Tajikistan with some travels into the field.

Insurances: UNICEF does not provide or arrange life or health insurance coverage for consultants and individual contractors, and consultants and individual contractors are not eligible to participate in the life or health insurance schemes available to United Nations staff members. Consultants and individual contractors are responsible for assuming all costs related to required inoculations, vaccinations and medical examinations. Consultants and individual contractors are fully responsible for arranging, at their own expense, such life, health and other forms of insurance covering the period of their services as they consider appropriate. The responsibility of UNICEF is limited solely to the payment of compensation for service-incurred death, injury or illness as per the provisions detailed below.

Recourse: UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines.

Ethical considerations: Adequate measures should be taken to ensure that the process responds to quality and ethical requirements. The contracted consultant should be sensitive to beliefs, manners, and customs and act with integrity and honesty in their relationships with all stakeholders. It should also protect the anonymity and confidentiality of individual information.

Mandatory trainings: Consultants and individual contractors, regardless of contract duration, must complete the applicable mandatory trainings. The link will be provided during the selection process for the successful candidates.

QUALIFICATION REQUIREMENTS:

Education:

  • University degree in Media, Journalism, Public relations and/or Communications.
  • The individual should be highly proficient in a range of PC/web applications, including but not limited to: MS Word, MS Excel, MS PowerPoint, MS Outlook, and Lotus Notes.

Work Experience:

  • At least 2 years of experience in media and communications with a proven record of developing compelling content for different media platforms and channels.
  • It is preferable that the individual has experience with, or in, multilateral institutions. Knowledge of UNICEF context essential.

Competencies:

  • Excellent communication skill in both English and Tajik languages. Knowledge of Russian language is preferable;
  • Experience in developing compelling content for different audiences;
  • Strong news judgement and solid understanding of issues related to children
  • A strong understanding of UNICEF programmes and policy, including knowledge of youth, participation and partnership goals, as well as sound interpretation and judgment to present these programmes and policies in a compelling way;
  • Previous UNICEF, UN and/or INGO experience in a similar role is highly desirable.

Language:

  • Fluency in English and Tajik (both verbal and written).
  • Knowledge of Russian will be preferable;

  3. Financial quote for the consultancy in TJS per deliverable, stating also the timeframe for completion of deliverable and/or daily rate (as well as travel and subsistence costs, as applicable).

Travel costs and DSA will be covered in accordance with UN rules and regulations. No other remunerations apply. As a general principle, the fees payable to a consultant or individual contractor follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible cost.

Please note that consultants and individual contractors are responsible for assuming costs for obtaining visas and travel insurance.

EVALUATION PROCESS AND METHODS:

Individual consultants/contractors will be evaluated based on a cumulative analysis methodology. The award of the Contract shall be made to the individual contractor whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) having received the highest score out of a weighted set of technical and financial criteria.

During the selection, the ratio between the technical evaluation and commercial offer is 70 to 30.
