In the 1970s UNICEF established presence in Yemen to respond to the urgent needs of children in the poorest country in the Middle East. In 1991, Yemen ratified the Convention on the Rights of the Child and it was enacted immediately. Since then the country has been making steady progress for children until it plunged into a brutal conflict in 2015 but even before that, Yemen needed large amounts of humanitarian assistance.

In collaboration with local authorities, non-governmental organizations and community partners, UNICEF is working in all the governorates in Yemen to respond to the needs of children throughout the country with a continuum of services to help children survive and grow to their full potential through the following programmes: Health, Nutrition, Water, Sanitation and Hygiene, Basic Education, and Child protection.

How can you make a difference?

With the technical guidance of the Chief, Communication for Development, the Covid-19 vaccine (COVAX) demand-generation consultant will support advocacy, communication and social mobilization for awareness raising and demand generation in introducing the new COVID 19 vaccine in Yemen.

Your main duties will be as per the following:

  • Lead development and execution of an ACSM/SBCC strategy including Crisis Communication plan for COVAX introduction in Yemen
  • In collaboration with key partners, guide the design, testing and revision of communication and messaging content
  • In collaboration with partners, lead conduct of training of community volunteers including religious and traditional leaders as well as key influencers to disseminate messages and engage communities.
  • Support C4D teams to liaise with MOPHP and GHO level personnel and partners to ensure coordinated advocacy, communication and social mobilization activities at the community level
  • In coordination with partners, review real-time ACSM/SBCC data and guide revision of messages and interventions as required to achieve project objectives
  • Lead conduct of qualitative studies to generate social data as well as assess the reach and effectiveness of messages
  • Support development/inclusion of the advocacy, communication and social mobilization (ACSM) component of the Covid-19 vaccine introduction strategy document, including details for activities, implementation, monitoring plans and estimated budgets for the ACSM/SBCC strategy.
  • Assess the communication and media landscape and other community networks available and recommend engagement plans as part of advocacy and social mobilization approaches.
  • Guide regular review of communication materials (print, visual and audio) and messages, ensuring appropriate adaptation of global messages and products based on an assessment of community knowledge and attitudes, as well as the local context of audience groups.
  • Undertake an in-depth review of potential refusals of the Covid-19 vaccine and issues of mistrust to be addressed.
  • Support field offices and governorates in developing detailed budgeted communication and social mobilization micro plans.
  • Participate in technical meetings and events related to the Covid-19 vaccine and vaccine demand generation.
  • Follow up on key actions related to ACSM/SBCC for Covid-19 Vaccine introduction, provide regular feedback on activities, challenges and bottlenecks with suggested steps for improvement.
  • In collaboration with the C4D team support data capture as well as documentation of best practices and success stories.

To qualify as an advocate for every child you will have…

  • University degree in communications, public health management, social sciences, or a related field
  • Master’s degree will be considered as an asset.
  • At least 5 years of experience in relevant areas especially in vaccination acceptance and uptake in similar context as well as in strategic communication processes for behavior change and development and working in emergency settings.
  • Knowledge and experience in health education and behavioral change communication is required
  • Demonstrated understanding of current developments in the field of communication for development theory and research, behavioral and social sciences, participatory planning and processes, media, strategic communication planning, behavior analysis, formative research and evaluation of communication interventions.
  • Experience in developing and implementing behavioral change communications, focusing on creating demand for community and facility-based health services
  • Knowledge of national immunization programs and health systems
  • Previous experience in new vaccine introduction and vaccination of wider age group in Yemen setting is an added advantage.
  • Technical knowledge of quantitative, qualitative and participatory research methodologies and analysis desirable.
  • Project management experience
  • Demonstrated record of working with MoPHP and community-level stakeholders
  • Experience in inter-disciplinary approaches in strategic communication with knowledge of UN and/or UNICEF’s work
  • Fluency in English and Arabic is required.
