Under the supervision of the C4D Officer , the consultant will work in close coordination of UNICEF programme sections, government counter parts, Civil Society Organizations and young people, the consultant will be responsible for the scope of work detailed below:

1. Coordinate the overall rollout of U-Report Sri Lanka programme

- Develop and finetune the implementation plan for U-Report Sri Lanka for 2021/2022 including the communication plan

- Ensure smooth stakeholder and partnership management through steering committee meetings, partner discussions & trainings, regular follow ups and ensure their ownership to the platform

- Maintain the correspondence with UNICEF Regional Office in South Asia, U-Report Global Teams and U-Report Consultants in other countries and adapt good case practices

- Keep updated with U-Report global and regional resources, meetings and trainings to ensure the alignment of U-Report Sri Lanka with global and regional priorities

- Carry out day-to-day management and related activities to U-Report back and front ends, Social media channels and partner relationships

- Monitoring of the U-Report implementation plan progress and identify areas of improvement on half-yearly basis.

2. Increase the visibility and recruitments of young people for U-Report Sri Lanka programme

- Map out potential new partners that engage closely with young people and introduce attractive partnership modalities

- In coordination with C4D Officer, actively engage with potential partners (including government and CSOs) and utilize opportunities to increase the reach and recruitments including their ongoing youth and communication campaigns

- In coordination with the Communications Section, develop social media plan & content calendar, facilitate content development, maintain U-Report Sri Lanka social media platforms and conduct promotions to increase visibility and recruitments

- Work together with UNICEF staff to understand how U-Report can be connected to the programmes effectively and timely utilize the upcoming opportunities.

- Identify and implement innovative approaches to increase the visibility of young people in Sri Lanka

3. Design and implement modes of engagement for U-Report (Polls, Information Chatbots, Live Sessions and Community Actions)

- Identify the themes/topics for the modes of engagements considering the feedback from young people, partners, UNICEF programme sections and existing ground contexts

- Develop the content for polls & information chatbots incorporating feedback from UNICEF programme sections, U-Report ethical focal point, partners and young people, and facilitate translation to local languages ensuring ‘youth friendliness’

- In coordination with the IT Officer, design the flows for polls & information chatbots in RapidPro open source platform

- In coordination with the Communication section, facilitate the development of the relevant promotional content to promote these modes through social media, internet and partner networks and conduct the promotions

- Support to rollout U-Report global and regional modes of engagements among U-Reporters in Sri Lanka

- Effectively use live sessions (i.e. broadcasted through U-Report social media platforms) and community actions (i.e. mainly through partner networks) to enrich the experience of U-Reporters

4. Effectively use information & voices shared by young people to inform & influence stakeholders

- Identify and create connections between information, voices and how they are utilized prior to the launch the modes of engagements

- Carry out detail analysis of information based on the demographics as required and share among stakeholders

- Develop relevant content and promote the information & voices received from young people through online and offline communication channels (e.g. social media, U-Report public dashboard, meetings with relevant government authorities, etc.)

- Effectively use the information and voices to inform and adapt the UNICEF and partner strategies, plans, interventions, and decisions

- Communicate back to the U-Reporters on how the information & voices are used and provide relevant information whenever necessary

5. Actively engage with existing U-Reporters through online and offline platforms

- Position U-Report as a ‘trendy’ community engaged & led platform among young people in Sri Lanka

- Maintain continuous engagement of existing U-Reporters through the social media platforms (e.g. U-Report Sri Lanka Facebook Page)

- Work together with partners to identify and create offline engagement opportunities for existing U-Reporters (e.g. U-Reporter workshops, Community actions)

- Generate more opportunities and incentives to ensure existing U-Reporters are engaged and become advocates of the platform

- Evaluate partner usage of U-report and understand incentives and constraints involved between high level users and low-level users

Work relationships:

Under the supervision of the Communication for Development Officer within Programme Effectiveness Section of UNICEF, and working in close collaboration with the youth network, UNICEF programme sections, government and Civil Society Organizations, the consultant will be responsible for co-ordination and project management of U-Report programme.

To qualify as an advocate for every child you will have…

Education:

Bachelor’s Degree in Communication, Journalism, Youth Engagement, International Relations, Social Sciences, or any other relevant field

Years of experience:

  • At least three years of experience in the fields of child and youth engagement, communication, project management, community engagement
  • Excellent understanding and strong networks in child/ youth platforms & partners, community-based channels of influence, community-based communication and development, participatory methodologies
  • Experience in working with government authorities at national and sub national levels, civil society organizations preferably related to child/ youth engagement
  • Excellent understanding on digital landscape in Sri Lanka
  • Experience in digital marketing and digital campaign handling
  • Excellent writing skills
  • Excellent MS Excel skills
  • · Fluency in English, Sinhala/Tamil
  • Experience of working with relevant organisation (UN, NGOs) is an asset but not a prerequisite
  • Experience in social programme development and execution is an asset
  • Current or recent leadership in child/youth movements is an asset
  • Basic knowledge on open source software design is an asset

Competencies:

  • Excellent organisation skills with the ability project manage complex priorities with multiple stakeholders
  • Excellent interpersonal skills with the ability to positively engage with diverse organisations and individuals.
  • High level of initiative and ability to undertake complex tasks while proactively seeking relevant input, cooperation, and guidance from key constituents
  • Knowledge of UNICEF, the UN and Children Rights Issues, including the UNCRC is welcome
  • Strong coordination, negotiation, and synthesis skills, and ability to navigate challenges in completing tasks and deliverables in a timely manner.
  • Ability in conceptualize, plan and execute ideas as well as to transfer knowledge and skills
  • Ability in creative and strategic thinking to translate ideas into practical applications

Languages required:

Fluency in English (written and oral) is required, along with fluency in either Sinhala (written and oral), or Tamil (written and oral).
