Scope of Work: The consultant will support a) the design of an online course on social work for frontline social service workers and universities with a focus on providing support to children with disabilities and the protection of children from violence and b) provide eight supervisions for social service professionals working with children and families (complex cases) within UNICEF supported programmes.

The nature of the course should be self-paced and interactive, comprising of four modules. The course should be developed and designed in consultation with the UNICEF child protection team and resource persons from the National University, national trainers, IT staff and videographers. The course will be hosted on the learning platform of the National University.

By the end of the course, the learners should be able to: • Understand the essential skills for social service workers in direct work with children, families, and communities (soft skills). • Understand, recognize and respond more effectively to situations in which children may be at risk of abuse and neglect, in line with the draft inter-sectoral Standard Operating Procedures on Child Protection, and apply principles of a family strengthening and support approach to enhance work with children and families. • Understand the basics in social work case management and how it supports or guides the delivery of social services to vulnerable children and families (and other populations in need). • Understand and apply the essential principles of a social model of disability and community-based support to prevent family separation, exclusion of children and adults with disabilities and special needs.

The National University has received financial support from UNICEF and will cover costs related to design of the online course and the recording of video-lectures.

Payment:

According to UNICEF policy, the final rate shall follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. Consultants will be asked to stipulate all-inclusive fees, including lump sum travel and subsistence costs, as applicable.

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

The candidates are requested to submit their financial offer consisting of fee for the services to be provided. The Consultant will receive direct payment to his/her indicated bank account in Uzbek Sums based on the UN currency exchange rate.

To qualify as an advocate for every child you will have…

  • Master’s degree in social work.
  • Minimum 10 years of practical social work experience in working with vulnerable children, families and communities
  • Good knowledge of the International Standards of Education and Practice of Social Work
  • Experience in designing learning course modules for pre-service and in-service programs
  • Experience in providing training for faculties and their staff and service providers
  • Experience in providing peer support and supervision for social workers and other allied professionals
  • Good knowledge of cultural and country context
  • Fluency in Russian, Uzbek and English languages
  • Good communication and networking skills

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
