Azerbaijan is a young country with over one-third of its population under the age of 24. The well-being of young people is a major determinant of economic and social development and a key indicator of the potential progress of a country.

Azerbaijan recognizes how critical this is for achieving national strategic goals. Since 2002 when the Law on Youth Policy was passed,

Azerbaijan has been increasing its focus on and investment in its young people. The State Youth Programme 2017-2021 laid out the

implementation of the Youth Policy, including main objectives, time-lines, budget, and an action plan that assigns specific activities

to specific Ministries.

Since the State Youth Programme is ending in 2021, the Ministry of Youth and Sports (MoYS) is planning to conduct a review and

assessment of the State Youth Programme and develop a new State Programme for the future years. Meanwhile, UNICEF

Azerbaijan, in cooperation with MoYS and the Youth Foundation, will also conduct an adolescent and youth survey in the second

half of 2021.

How can you make a difference?

Purpose of Activity/Assignment:

The national consultant is expected to carry out an intensive assessment of the State Youth Programme by formulating the assessment framework, developing assessment tools and conducting qualitative assessment based on the State Youth Programme 2017-2021, focusing on inputs and outputs as the results of the implementation. The outcome and impact level results will be assessed using the data collected through the planned adolescent and youth survey and consultation with young people. The consultant will work closely with an international expert in ensuring the design and quality of the assessment. A comprehensive assessment report with respective recommendations on Youth State programme will be developed and delivered by the national consultant in consultation with both the government and UNICEF.

Scope of Work:

1) Undertaking desk review of the existing documents, including but not limited with the State Youth Programme 2017-2021,

the UNICEF Baseline Survey Report (2018), the MoYS youth survey in 2019 and global and regional guidelines, framework

and research methodologies on youth development as well as other references identified by the consultant(s)

2) With the support of the international consultant, define the assessment framework and develop qualitative methodologies,

tools and implementation plan with key stakeholders including relevant line ministries and local executive authorities, international partners, NGO/CSO partners, youth organizations as well as adolescents and young people themselves.

3) Conduct review and information collection activities in close cooperation with all partners and stakeholders. Ensure adolescents and young people’s voices are head.

4) Conduct analysis and assessment and prepare the full report of assessment of implementation of the State Youth programme for 2017-2021

An Inception Report includes:

  • Defined the assessment framework, and methodology for the assessment.
  • An overall work plan for the assessment with a timeframe and requested support.
  • A Technical Note on the assessment to be shared with the Ministry of Youth and Sports and other relevant stakeholders.
  • A proposed assessment report structure with table of contents and key assessment/study questions

30 August, 2021 (5 days)

  1. In consultation with the UNICEF Country Office team, propose an overall framework, methodologies and tools for assessment of implementation of the State Youth Programme for 2017-2021 and, and develop an inception report

5 September,2021 (5 working days)

  1. Develop the tools and materials for qualitative assessment of implementation of the State Youth Programme for 2017-2021.
  • A set of documents of the study tools and materials:
  • Developing list of interviewers/focus group discussions, arrangement of meetings;
  • Assessment questionnaires and instruments for field data collection, focus group discussion and individual interviews

20 September (10 days)

  1. Conduct qualitative research/interviews related to assessment of the State Youth Programme 2017-2021 and analyze results of the assessment

- Interviews/focus groups with relevant stakeholders

15 October,2021 (20 days)

  1. Conduct in-depth analysis for both quantitative and qualitative data and draft the assessment report on implementation of the State Youth Programme assessment and share with the UNICEF Country Office for review and comments

- Draft Assessment Report for the State Youth Programme implementation (not more than 40 pages except annexes)

30 October, 2021 (10 days)

  1. Incorporate comments and revise the draft report and prepare a Power Point presentation
  • Revised draft assessment report;
  • A Power Point presentation for the key findings
  • The results delivered in a validation workshop

10 November, 2021 (3 days)

  1. Finalize and submit the final report

Travel to districts for focus group discussions with adolescents and other stakeholders

This consultancy will be supervised by Youth Adolescent Development Specialist with the overall guidance of deputy Representative and Child rights Monitoring Specialist.

To qualify as an advocate for every child you will have…

  • Advanced university degree in Demography, Statistics, Social Sciences, Epidemiology or any other related technical field is required.

  • Previous minimum of 5 years’ experience of supporting and conducting similar qualitative and quantitative study, surveys and assessment in the related field.

  • Experience in working with government partners.

  • Knowledge and experience on youth-related researches and experience in working with young people directly.

  • Excellent analytical and report writing skills.

  • Familiarity with UNICEF's mission and mandate. Experiences of working with UNICEF/UN and working in the Europe and

    Central Asia region will be an added benefit.

  • Excellent English and Azerbaijani

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
