BACKGROUNG Public Health Emergency Management System in Tajikistan is under the competence of the Government of the Republic of Tajikistan and includes measures aimed at saving people's lives and protecting their health in emergency situations. In response to COVID-19, the Government of Tajikistan (GoT) set up a National Interagency COVID-19 Task Force, chaired by the Prime Minister of Tajikistan, where all ministries and committees are represented. The Ministry of Health and Social Protection (MoHSPP) has also established a multi-sectoral coordination group, chaired by the Deputy Ministry of MoHSPP. The Tajikistan national COVID-19 country preparedness and response plan is focused on Health sector response with the following ten priority areas. Since the onset of the Covid-19 crisis, UNICEF and other development partners have been supporting the MoHSPP, including securing delivery and timely distribution of PPEs, medical equipment and hygiene-related supplies and data collection and analysis.

Simultaneously, the Donor Coordination Council group on Health (DCC Health) and the UN Crisis Response Group (CRG) were established to streamline the coordination of the crisis response and aligned it with the GoT efforts. In May 2020, UNICEF was requested to initiate a monitoring forum to enable better coordination of the supply-related component of the response. Thus, a platform stats.covid.tj was conceived and developed by UNICEF and partners on the initiative of the DCC Health and CRG to serve several main goals:

  • Track the total volume of Covid-19 supplies delivered as humanitarian aid
  • Improve coordination between the partners in planning delivery and distribution of supplies
  • Match the needs and supply delivery/distribution and ensure there’s enough stock/early warning for stocking out – central level/heath facilities
  • Prevent misinformation and rumour spreading about how the humanitarian aid is distributed and used in the effort to contain the spread of Covid-19 in Tajikistan.

Whereas transparency and accountability still remain the main purpose, the focus and the specific objectives of the monitoring portal have changed alo0ng with the dynamic development of the situation in Tajikistan.

PURPOSE:

The main purpose of this assignment is to assist MoHSPP to set up a system of monitoring Covid-19 health-related supplies (including vaccines) to facilitate open and transparent tracking of donor aid and enable advance planning and decision-making to support GoT response in public heath emergencies.

DESCRIPTION OF THE ASSIGNMENT:

This assignment continues to focus on monitoring of health-related supplies. Specifically, it should provide real-time information (in reports and dashboards) on:

  • pre-positioned stock and availability of the equipment, PPEs and key items to enable timely response to emerging situations
  • delivery and distribution status and details of the supplies.

In order to take into account a dynamic global and national context, the system should remain agile and be able to:

  • timely react to the changes and
  • integrate into the wider digitalization agenda being initiated by the Government of Tajikistan
  • use the tracking platform for evidence-based distribution of medical supplies
  • link to other MoHSPP-run information systems such as DHIS2, HMIS, Open Medis etc.

The platform will be developed taking into account existing discussions around digitalization of the health services in the country and be one of the key blocks of the future systems to be rolled out by the MOHSPP. It will also have functionality to be rapidly deployed during the Public Health Emergencies similar to COVID-19, in the future.

Note: Due to COIVD-19, the work and deliverables are subject to change. Consultant need to be flexible to adjust to any unforeseen adjustments that might occur during the implementation

Payments will be settled based on the invoice and the monthly reports submitted by the consultant, detailing the deliverables and number of working days.

Performance indicators for the evaluation of results:

The evaluation of the results will be based on:

  1. Technical and professional competence (quality of the products delivered to UNICEF);
  2. Scope of work (e.g. No. of meetings with the stakeholders);
  3. Quality of work (quality of methodology, draft, and final report);
  4. Quantity of work (completing the tasks indicated in the table above within the set timeframe)

In addition, such indicators as work relations, responsibility, drive for results, and communication will be taken into account during the evaluation of the Consultant’s work.

QUALIFICATION REQUIREMENTS:

Education:

  • University degree in computer science or a related field.

Work Experience:

  • A minimum of five years of progressively responsible experience in IT. Demonstrated experience in programming; website development, maintenance and troubleshooting. Experience in speed optimization for websites.
  • Experience in the use of new software and other web programming languages and programs including use of HTML, HTML5, CSS, JavaScript, XML, Java, PHP, Dart. Experience with other related applications is an advantage.
  • Experience in PHP frameworks: Yii2 or Laravel; in Cross-Platform or Native Android Development: Flutter, Java; working with CMS: WordPress. Design knowledge: UI/UX mobile or web, Photoshop, Corel Draw.
  • Experience in API development and MySQL.
  • Fundamental digital marketing knowledge.
  • Experience with, or in, multilateral institutions and or international organizations. Knowledge of UNICEF context essential.

Competencies:

  • Proficiency in a range of PC/web applications, including but not limited to: MS Word, MS Excel, MS PowerPoint, MS Outlook. Expertise in the use of IT Management Systems.
  • Expertise in the use of new software and other web programming languages and programmes.
  • Broad knowledge of current web development technologies and design tools in the field, and new software and other web programming languages and programs including use of HTML, XHTML, CSS, XML, XSLT, Macromedia Flash, Java. Excellent knowledge of recent trends in web development, DB software and programming languages.
  • Demonstrated ability to create innovative and visually appealing design.
  • Strong organizational, planning, and analytical skills.
  • Good judgment, initiative, high sense of responsibility, tact and discretion.
  • Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment.

Language:

  • Working knowledge of English, Tajik and/or Russian.

Travel costs and DSA will be covered in accordance with UN rules and regulations. No other remunerations apply. As a general principle, the fees payable to a consultant or individual contractor follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible cost.

Please note that consultants and individual contractors are responsible for assuming costs for obtaining visas and travel insurance.

EVALUATION PROCESS AND METHODS:

Individual consultants/contractors will be evaluated based on a cumulative analysis methodology. The award of the Contract shall be made to the individual contractor whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) having received the highest score out of a weighted set of technical and financial criteria.

During the selection, the ratio between the technical evaluation and commercial offer is 70 to 30.
