National consultant: Mapping of Child Protection in Emergencies (CPiE) services for Afghan children and developing referral pathways

BACKGROUND

Iran is prone to large-scale natural hazards, in particular earthquakes and floods. It is also one of the countries severely affected by the outbreak of COVID-19. Moreover, in recent months, the humanitarian situation in Afghanistan has deteriorated dramatically, with significant consequences for the most vulnerable among the population. This situation is expected to increase the cross-border movement of Afghans who are seeking protection and asylum in Iran. Therefore, Iran has a great need for highly-prepared Child Protection in Emergencies services, and the development of related emergency preparedness and response standards, protocols, and resource materials. This is in line with UNICEF’s efforts to support the enhancement of national capacities for the provision of timely and quality Child Protection services during emergencies.

OBJECTIVE / SCOPE OF WORK

This consultancy is in line with UNICEF’s efforts to support the enhancement of national capacities for the provision of timely and quality Child Protection services during emergencies and will contribute to the objectives of UNICEF’s support to the provision of CPiE services in the context of the Afghan refugee influx.

This consultancy will contribute to achieving the following key objectives:

a) Conducting a 5W (Who, What, Where, for Whom, When) mapping of Child Protection Services (addressing VAC, GBV, UASC, and related MHPSS) for Afghan children available at national and sub-national levels, the latter namely for Afghans in Tehran, Khorasan Razavi, and Sistan-Balouchistan provinces.

b) Developing Standard Operating Procedures (SOPs) for referral pathways based on the above-mentioned mapping.

METHODOLOGY

While taking due note of the local context, infrastructures, and capacities, the consultant should draw upon lessons learned from similar countries/contexts, as well as global standards for CPiE and MHPSS in Emergencies, e.g. Minimum Standards for Child Protection in Humanitarian Action (CPMS), Child Protection in Emergencies Coordination Handbook, IASC Guidelines on Mental Health and Psychosocial Support in Emergency Settings, during all stages of the consultancy.

The referral pathways derived from this mapping should include the immediate response as well as long-term interventions. All documents will be developed in close consultation with key partners and relevant organizations, to ensure incorporation of the field experiences of these organizations and feasibility/ functionality of the referral pathway.

CONDITIONS OF WORK

The consultant shall use her/his own facilities to manage the work, but, where circumstances demand otherwise, shall be allowed to make use of available UNICEF office space, computer and internet facilities with prior notification and arrangement with the supervisor and UNICEF Admin/ICT. The provision of these facilities by UNICEF shall be subject to their availability.

The Consultant should submit a technical proposal including a plan and a timeline for conducting the consultancy and an overview of the subject to demonstrate his/her knowledge.

  • All the products developed during this consultancy are the intellectual property of UNICEF. The consultant may not share these products without the expressed permission and acknowledgement of UNICEF Iran.
  • Please submit a financial offer along with your proposal, which contains the following information:

• Fee for services to be provided – based on the deliverables in the Terms of Reference

• Wherever possible, indicate the itemized cost of the travel (air tickets etc.) if an international consultation, and daily living costs for your stay in the country.

QUALIFICATIONS, SPECIALIZED EXPERIENCE AND ADDITIONAL COMPETENCIES

The consultant should possess the following qualifications:

• Minimum Master’s degree in social work, emergency and disaster management or related disciplines.

• Minimum 5 years of working experience in the field of Child Protection, including field experience in Child Protection in Emergencies.

• Proven experience in conducting service mapping, including in emergency settings.

• Proven experience in the development of referral pathways, including in emergency settings.

• Previous experience in working with Afghan populations is an asset.

• Previous working experience with UNICEF/UN and relevant national and international organizations involved in emergency response is an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
