How can you make a difference?

This national consultancy is aimed at identifying the entry points, i.e. existing institutional setting, infrastructure, spaces and institutions of formal and non-formal education, civil society and private sector as well as working (sustainable) programmes supported by the public and private institutions for skills-building of adolescents, including foundational skills, life-skills, advanced transferable (21st century) skills and job-specific skills. Skills-building is understood for the purpose of this consultancy in its broad meaning, including skills focusing on foundational skills related to basic numeracy and literacy, life-skills, advanced transferable skills, digital skills and job-specific/employability skills. The tasks will be fulfilled in close consultation with UNICEF and its partners, including MoES.

The consultant will work under direct supervision of the Education Specialist (Adolescent programme).

Background:

Adolescent girls and boys are amongst the most vulnerable population groups in Uganda because of limited life-skills and vocational training opportunities, lack of employment and an absence of services that are tailored to their needs. Being in the third largest refugee-hosting country in the world and the largest in Africa, refugee and host community children and adolescents, which compose 63% of the refugee population – nearly 842,000 persons – remain as the most disadvantaged groups in need of support. UNICEF is working to give adolescents and youth a second chance in the second decade of their lives by unlocking their potential to have continuity of learning, participate fully in all aspects of life and to be empowered with skills for a successful transition from school to work life.

For adolescent and young boys and girls to thrive, they need to be provided with services and opportunities that cater to their needs in this important period of transition, while recognizing their diversity and challenging existing social norms and harmful practices that inhibit their agency and potential. UNICEF in collaboration with the Government and other partners takes efforts towards seeing every adolescent girl and boy, including the most marginalized, empowered for a successful transition from school to a productive, active life. To achieve this aim, the programme will work to provide opportunities for adolescents and youth through a multiple pathway approach, which takes them from improved completion of primary and secondary education to successful transition to employment.

KEY TASKS:

The consultant will work on the following tasks;

  • Develop an inception report with detailed methodology and work-plan.
  • To map existing public/state-sponsored infrastructure in formal and non-formal education and training, dissagregated based on the context across refugee-hosting, non-refugee hosting, rural and urban settings, where skills are provided to adolescents in five areas – 1. foundation skills related to basic numeracy and literacy, 2. life-skills, 3. transferable skills and 4. Digital skills 5. employability skills
  • To map existing non-public, private sector and community based infrastructure, dissagregated based on the context across refugee-hosting, non-refugee hosting, rural and urban settings, where skills are provided to adolescents in five areas – 1. foundation skills related to basic numeracy and literacy, 2. life-skills, 3. transferable skills and 4. Digital skills 5. employability skills.
  • To define existing institutions and infrastructure (inlcuding non-physical spaces) within the formal and non-formal education sector, private sector and at community level that are suitable for skills-building and where skills can be potentially provided to adolescents in any of five areas – 1. foundation skills related to basic numeracy and literacy, 2. life-skills, 3. transferable skills and 4. Digital skills 5. employability skills.
  • To visually map the identified institutions, infrastructure and spaces for each of five area of skills with focus on both the national level and selected districts of the UNICEF country programme (the list of 29 districts will be provided at the inception phase of the consultancy).
  • To identify key skills-building programmes delivered in the identified infrastructure and institutions with the focus on 1. foundation skills related to basic numeracy and literacy, 2. life-skills, 3. transferable skills and 4. Digital skills.
  • To make presentation to UNICEF team and MoES on the results of the mapping exercise.
  • To revise the developed mapping report based on the comments received in written and during presentations and submit the final Mapping report on entry points for skills-building of adolescent girls and boys in Uganda.

To qualify as an advocate for every child you will have…

The selected national consultant should have:

  • Education: Advanced University degree in social sciences, education, anthropology, development studies and other relevant areas;
  • Work Experience: At least 5 years of work experience in the area of education, adolescent development and participation. Proved good record of conducting research, mapping exercises, documentation and simila analyses;
  • Competencies: Excellent analytical thinking and strategic planning skills, good writing skills, oral communication skills and facilitation skills as well as ability to work under commitment and tight timeframe.
  • Technical Knowledge: A very good understanding of the primary, secondary, TVET and non-formal education system and curricula in Uganda. Broad understanding of inclusive education, good orientation and experience at national scale. A clear understanding of the entire framework of the educational system in Uganda. Good knowledge of education and adolescents programme at UNICEF.
  • Language: Fluency in English.

Application Procedure/Call for Proposals

Interested candidates are required to submit a technical proposal on how they intend to approach the work. The proposal should include a timeline, and methodology, based on the Terms of Reference. The proposal must also include detailed CV of the consultant, as well as a financial proposal, clearly indicating daily rate for professional fees. The financial proposal must be all-inclusive of all costs (consultancy fees and where applicable air fares, airport transfers, daily living expenses). This is an international level consultancy and competitive market rates should apply.

Evaluation of Candidate:

The consultant will be competitively selected from a list of applicants based on their past experience of doing similar work (extensive experience in writing donor reports, in compiling and editing annual reports for various UNICEF offices).
