1. Background UNICEF Libya produces a variety of content and requires the services of a graphic designer to package it in a compelling way for public dissemination and move it to our online platform. The aim of digitising the content produced by UNICEF Libya is to ensure that all audience, whatever their location, find it in a quick, easily, accessible and captivating manner. 2**. Rationale**

UNICEF Libya produces a variety of content that requires the services of a consultant to provide graphic design and ongoing user interface support for a number of digital and offline projects for the UNICEF Libya Country Office team. The consultant will conceptualize, develop and digitise country office’s files to an online platform for internal and external dissemination. In light of this, UNICEF Libya is seeking the services of a graphic designer for a period of 10 months, with a start date of 10th May 2021.

3. Key Tasks and Responsibilities

• Conceptualize and produce Visual/ Audio-Visual communication materials: o The consultant to be engaged in a variety of assets that may include reports, Frameworks, Strategies, Infographics, digital drawings, Geographic maps, PowerPoint presentations, among others. o The communication section will be sharing materials with the graphic designer in a word or raw form. It is crucial that designs for the LCO work are stable, compelling in style, and in conformity with the UNICEF look book o For each assignment, the graphic designer in consultation with the supervisor, will advise on the actual number of days to accomplish the task. • Support UNICEF members in the movement of their respective files to the online platform: Active in more than 190 countries and territories through country programmes and National Committees. We are UNICEF, the United Nations Children’s Fund. o The consultant will work in coordination with the sections under the close supervision of the communication officer to build a strong and reliable online platform. • Production support: Liaise and coordinate the printing production of certain publications and materials • Carry out other tasks as needed under the supervision of the Communication Officer

4. Working arrangements

The consultancy will be home based for 21 days per month, with one day reporting to the office (depending on the situation related to COVID-19), and on such other terms as may be discussed and agreed upon with the Supervisor.

5. Minimum Qualifications and Competencies

• University degree in Graphic Design, Art Design, Visual Designs or related disciplines. A certificate in design and two additional years of experience may be accepted in lieu of a bachelor’s degree. • A minimum of two years of relevant professional experience in graphic design. • Strong graphic design skills particularly in layout, presentations, branding and visualization of systems and complex information and structures. Excellent knowledge of Adobe Creative Suite products, such as InDesign, Illustrator, and Photoshop • Good working knowledge of PowerPoint and other Office platforms and Visual design sensibility that is clean, simple and sharp • Proven ability to deliver under tight deadlines and with flexible attitude and ability to work independently • Proven ability to work as part of a multicultural team and to exercise good judgment under pressure knowledge of the institutions of the UN system; ability to work in an international or multicultural environment. • Previous experience with UNICEF or any UN agencies is an asset. • Proficiency in Arabic and English

6. Deliverables and Payments

Payments will take place against deliverables as per the following table every two months upon submission of the below deliverables:

First payment

• At least 4 Power Point Presentations developed in consultation with the programme sections • At least 4 infographics requested by the programme team • Designing /formatting/designing documents – at least 10 reports/proposals/flash updates • Designing key communication message/updates in an attractive manner at least 5 products • Producing photo libraries, short videos, etc to be presented to the donors • Any other requests related to graphic design requested by the supervisor

Second Payment • At least 4 Power Point Presentations developed in consultation with the programme sections • At least 4 infographics requested by the programme team • Designing /formatting/designing documents – at least 10 reports/proposals/flash updates • Designing key communication message/updates in an attractive manner at least 5 products • Producing photo libraries, short videos, etc to be presented to the donors • Any other requests related to graphic design requested by the supervisor

Third Payment • At least 4 Power Point Presentations developed in consultation with the programme sections • At least 4 infographics requested by the programme team • Designing /formatting/designing documents – at least 10 reports/proposals/flash updates • Designing key communication message/updates in an attractive manner at least 5 products • Producing photo libraries, short videos, etc to be presented to the donors • Any other requests related to graphic design requested by the supervisor

Fourth Payment

7. General conditions

• Under the consultancy agreement, a month is defined as 21 working days, and fees are prorated accordingly. • Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement. • No contract may commence unless the contract is signed by both UNICEF and the consultant. • The consultant will be required to sign the Health statement for consultants/Individual contractors prior to taking up the assignment. • If the presence of the consultant will be may requested in the office, UNICEF will provide a desk and workplace.

8. Application process

The interested candidates will be required to submit their application that consists of the following - The latest updated CV - Financial proposal that includes the following o Consultancy fees for the 10 months period o Contribution to the internet connectivity and mobile communication per month The interested candidates are not expected to budget for the travel, as UNICEF will pay DSA and undertake the travel arrangements in the event that he/she will be requested to travel outside of Libya. The selection will be done based on the technical review (CV and if required interview) and financial proposal review. Only the selected candidates will be contacted. Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
