Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child, less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges.

UNICEF supports the Government of Pakistan to accelerate progress for children, work to achieve the Sustainable Development Goals (SDGs) and help children realize their rights under the Convention on the Rights of Children. This will be made through, among others things, strong partnerships with provincial authorities, teachers and health professionals, frontline workers and social mobilisers, communities and families, and of course the children and adolescents themselves.

In particular, UNICEF will work so that:

  • Every child survives and thrives -- being in good health, immunized, protected from polio and accessing nutritious food.
  • Every child learns.
  • Every child is protected from violence and exploitation and registered at birth.
  • Every child lives in a safe and clean environment, with access to safe drinking water and adequate sanitation.

How can you make a difference?

UNICEF Pakistan seeks services of a gender expert to provide technical support to the Planning Commission and MoPDI in terms of stakeholder’s consultations with the provincial governments to review the draft gender road map and solicit their inputs to contextualize it according to the local needs. Moreover, it will also include the drafting of the proposed gender related activity matrix with inputs from the consultations and to finalize the Letter of Intent between UNICEF and MoPDSI for further collaboration and partnership as per mutual agreements. The Gender Road Map for Pakistan will set the ground to address the gaps that exists between girls and boys and women's and men's opportunities and capabilities and will also facilitate acceleration of the progress made in reducing gender disparities in the past few decades.

This assignment is home based with travel to 4 Provinces and the consultant will be required to work on four major areas namely, provincial coordination for the stakeholders consultations on the Gender Road Map and finalization of the Gender Road map incorporating feedback, finalization of the NEC investment case for gender and draft activity matrix to go with the LOI with UNICEF.

The proposed deliverables include:

  • Technically supporting stakeholder consultations including provincial and federal meets
  • Incorporation and finalization of gender roadmap (draft already in place)
  • Finalization of NEC investment case on gender in close consultation with office of Member Social Sector (draft already in place)
  • Development of a national development framework which clarifies federal and provincial constitutional mandates on the subject
  • Draft activity matrix for 2022 with inputs coming from consultations and finalized with UNICEF and Member office (Ref:LOI for the partnership)

Tasks

  • Provide Technical Support to stakeholder consultations, provincial meets, and bilateral meets to facilitate the drafting and finalization of the Gender Road Map
  • Conduction of 4 provincial consultations
  • Incorporation and finalization of gender roadmap & development of a national development framework which clarifies federal and provincial constitutional mandates on the subject
  • Conduct consultation with the provincial line departments and incorporate inputs for the development of a framework
  • In close consultation with office of Member Social Sector, finalize the draft NEC investment case on gender (draft already in place)
  • Consolidate inputs received through Consultations with UNICEF and member office to finalize the Draft activity matrix for 2022

Deliverables

  • Planning documents for the workshops to be developed including 4 provincial and 1 federal workshop
  • 4 Proceeding reports from the consultations
  • One report of federal level consultation with representation from ICT, AJK and GB.
  • Submission of a finalized Gender Road Map along with the National Development Framework
  • Submission of finalized Investment Case
  • Submission of detailed Activity matrix

To qualify as an advocate for every child you will have…

  • An advance University degree in gender, international development, human rights, psychology, sociology, international law or other social science field is required. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • 6 years of post-graduate experience in the development sector in on Gender and GBV programming with minimum of 5 years of experience with donors and development partners on Gender and GBV across programme areas
  • Prior experience of working with UN system agency or organization and/or Government Departments is an advantage.
  • Previous experience of undertaking similar work, i.e. conducting researches, development of gender and gender based-violence strategies and frameworks, gender analysis, child protection and child rights;
  • Ability to work independently and with a team to respond to feedback in a timely and professional manner.
  • Excellent organizational skills, attention to detail, and ability to contribute to a team.
  • High level of communication/interpersonal skills & experience in working effectively in a multi-cultural environment.
  • Sensitivity to diverse opinions and difficulties arising from differing social and cultural perceptions.
  • Fluency in written and spoken English language is required; and
  • Good coordination and collaboration skills will be an asset.

NOTE:

  • Estimated Duration: 60 days, estimate starting date: 15th January 2022
  • The consultant will be based in Islamabad
  • The consultancy is at NOC equivalent level.
  • Applicants are requested to submit a financial quotation indicating monthly fee as part of the application against each deliverable.
  • HEC Attested and verified degrees are a pre-requisite for employment at UNICEF. Candidates will be required to present attested and verified degrees.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
