Title: National consultancy to support the implementation of the Child Protection Component of the EU-supported project “Ensuring resilience and preventing instability in the Surkhandarya region of Uzbekistan bordering Afghanistan through enhanced access to inclusive education, social services and legal aid in host communities”

Background:

With financial support of the European Union, UNICEF will implement an 18-month (1 June 2022 to 30 November 2023) project aimed at enhancing access of local host communities and Afghan Persons of Concern in the Surkhandarya region to inclusive education, social and legal aid services and promotion of skills and competency for resilience strengthening among youth.

A key component of the project aims at provision of integrated social services and legal aid through a case management approach to Afghan Persons of Concern (PoC) and host communities in the Surkhandarya region. A key focus will be on capacity-building for enhanced social service delivery and child protection support, targeting representatives of the 15 district/city Committees of Women and Family Affairs, Commissions on Children’s Affairs, and Child Protection Sectors as well as relevant professionals at community level, such as women’s activists, youth leaders, school psychologists, school inspectors-psychologists, and nurses etc. Training programmes will extend to the following topics: social welfare management; social work (social work principles, case management, interpersonal communication and community engagement, supervision); protection of children from violence, abuse, neglect and exploitation, including in emergencies; and children’s rights. In Termez city, Termez district and Muzrabod district, UNICEF will also provide direct support to the social service workforce in assessing the needs of children and families, both from the host communities as well as Afghan PoC, and referring them to relevant social services. Another key focus will be on expanding access to child-friendly and gender-sensitive legal aid, and related capacity-building of legal professionals.

Purpose:

The purpose of the assignment is to support the Child Protection Team in the effective and efficient implementation of the project, including planning, coordinating and monitoring activities related to enhancing the provision of integrated social services and legal aid through a case management approach to Afghan Persons of Concern (PoC) and host communities in the Surkhandarya region.

Tasks & Deliverables:

The consultancy will start on 1 June 2022 and will be completed on 30 November 2022. It is expected that the consultant will perform the following tasks and provide the following deliverables within the given timeframe:

1. Support the Child Protection Team in effective and efficient implementation of the project

1.1 Engage with relevant Government stakeholders at national, regional and district levels, local authorities and NGO partners to ensure optimal coordination of relevant activities - 1 June to 30 November 2022;

1.2 Support implementing partners in developing project proposals, budgets and reports in accordance with the signed Work Plan and UNICEF financial guidelines (including Small-Scale Funding Agreements-SSFAs, Partnership Cooperation Agreements-PCAs) - 1 June to 30 November 2022;

1.3 Monitor timely implementation of relevant project activities by UNICEF’s partners - 1 June to 30 November 2022;

1.4 Monitor and evaluate the effectiveness and relevance of relevant activities in achieving the desired results, and make recommendations for any needed changes in the project design - 1 June to 30 November 2022;

1.5 Ensure proper project documentation, and upload all project related correspondence, reports, etc. on UNICEF’s shared drive - 1 June to 30 November 2022.

2. In collaboration with the Child Protection Team, implementing partners – State Committee for Women and Family Affairs, Barqaror Hayot, and Republican Centre for Social Adaptation for Children –, and event management agencies organize activities for strengthening capacities of the social service workforce in the Surkhandarya region

2.1 Organize a 4-day training to the Regional Child Protection Secretariat and the 15 District/City Child Protection Sectors - Introduction to Social Work - Timely and quality implementation of the training. Project proposal and budget with implementing partners; training agenda, materials, handouts, list of participants, logistics for training, including contract with event management agency where applicable (venue, transportation, translation, interpretation, etc.); training report with recommendations; EU visibility ensured in accordance with the Communication & Visibility (C&V) Plan - June to August 2022;

2.2 Organize a 2-day training to the Regional Child Protection Secretariat and the 15 District/City Child Protection Sectors - Introduction to social welfare management - Timely and quality implementation of the training. Project proposal and budget with implementing partners; training agenda, materials, handouts, list of participants, logistics for training, including contract with event management agency where applicable (venue, transportation, translation, interpretation, etc.); training report with recommendations; EU visibility ensured in accordance with the C&V Plan - June to August 2022;

2.3 Organize a 3-day training to the focal points for family affairs of the Regional and the 15 District/City Committees for Women and Family Affairs - Introduction to Social Work - Timely and quality implementation of the training. Project proposal and budget with implementing partners; training agenda, materials, handouts, list of participants, logistics for training, including contract with event management agency where applicable (venue, transportation, translation, interpretation, etc.); training report with recommendations; EU visibility ensured in accordance with the C&V Plan - June to August 2022;

2.4 Organize a 2-day training to the focal points for family affairs of the Regional and the 15 District/City Committees for Women and Family Affairs - Introduction to social welfare management - Timely and quality implementation of the training. Project proposal and budget with implementing partners; training agenda, materials, handouts, list of participants, logistics for training, including contract with event management agency where applicable (venue, transportation, translation, interpretation, etc.); training report with recommendations; EU visibility ensured in accordance with the C&V Plan - June to August 2022;

2.5 Organize a 3-day training to the focal points for family affairs of the Regional and the 15 District/City Committees for Women and Family Affairs - Introduction to child rights, child protection, child and family welfare, Standard Operating Procedures on Child Protection, including in Emergencies - Timely and quality implementation of the training. Project proposal and budget with implementing partners; training agenda, materials, handouts, list of participants, logistics for training, including contract with event management agency where applicable (venue, transportation, translation, interpretation, etc.); training report with recommendations; EU visibility ensured in accordance with the C&V Plan - September to November 2022;

2.6 Organize a 2-day training to the Regional Child Protection Secretariat and the focal points for family affairs of the 15 District/City Committees for Women and Family Affairs - Supervision in Social Work - Timely and quality implementation of the training. Project proposal and budget with implementing partners; training agenda, materials, handouts, list of participants, logistics for training, including contract with event management agency where applicable (venue, transportation, translation, interpretation, etc.); training report with recommendations; EU visibility ensured in accordance with the C&V Plan - September to November 2022;

2.7 Organize 2-day workshop to key community-based stakeholders (women's activists, youth leaders, nurses, school psychologists, school inspectors-psychologists) from Termez district, Termez city, and Muzrabod district - Introduction to child rights, child protection, child and family welfare, Standard Operating Procedures on Child Protection, including in Emergencies - Timely and quality implementation of the workshop. Project proposal and budget with implementing partners; workshop agenda, materials, handouts, list of participants, logistics for workshop, including contract with event management agency where applicable (venue, transportation, translation, interpretation, etc.); workshop report with recommendations; EU visibility ensured in accordance with the C&V Plan - September to November 2022;

2.8 Organize monthly virtual 3-h workshops to key community-based stakeholders (women's activists, youth leaders, nurses, school psychologists, school inspectors-psychologists) from all 15 districts/cities on topics relevant to community-based integrated social service delivery and child protection support - Timely and quality implementation of workshops. Project proposal and budget with implementing partners; workshop agenda, materials, handouts, list of participants, logistics for workshop, including contract with event management agency where applicable (venue, transportation, translation, interpretation, etc.); workshop reports with recommendations; EU visibility ensured in accordance with the C&V Plan - September to November 2022;

3. In collaboration with the Child Protection Team, implementing partners – Ministry of Justice, Madad, Istiqbolli Avlod, Barqaror Hayot – organize activities for expanding access to child-friendly and gender-sensitive legal aid in the Surkhandarya region

3.1 Development of posters and flyers on children’s rights to protection and where and how to seek support, including legal aid, and dissemination in communities/schools in priority communities - Timely and quality development and dissemination of posters and flyers. Project proposal and budget with implementing partners/ designers; Field monitoring reports; EU visibility ensured in accordance with the C&V plan - June to November 2022;

3.2 Establish a child-friendly online platform to raise awareness of children on their rights and where and how to seek support in case of violation of their rights and offer an online legal aid chat function - Timely and quality establishment of the platform. Project proposal and budget with implementing partners/ designers; Field monitoring reports; EU visibility ensured in accordance with the C&V plan

3.3 Provision of child-friendly and gender-sensitive legal aid in line with international standards and national legislation in the Surkhandarya region

3.4 Capacity building of legal professionals from Madad, Istiqbolli Avlod and the Regional Chamber of Advocates - List of participants, logistics for training, including contract with event management agency where applicable (venue, transportation, translation, interpretation, etc.); EU visibility ensured in accordance with the C&V Plan - June to August 2022.

Timeframe: From 1 June to 30 November 2022 (6 months)

Funding Source and Budget: EU funds (Grant number to be confirmed once funds are received, funds allocation expected June/July 2022)

Payment of Consultancy Fee: The payment will be made on a monthly basis upon receipt of a monthly progress report and invoice. Payment for travel will be made based on estimated travel cost. No Travel Authorization will be raised.

Management: The National Consultant will work under the direct supervision of the UNICEF Child Protection Specialist.

To qualify as an advocate for every child you will have…

  • University degree in social sciences, a degree in social work will be an asset;
  • At least 5 years of professional experience in social work;
  • Knowledge of national legislation related to child rights, child protection, functional responsibilities of state bodies and self-governing bodies dealing with child protection in Uzbekistan;
  • Experience in project management, including monitoring;
  • Good communication and networking skills;
  • Good communication skills in English, Russian and Uzbek;
  • Previous work experience with UN Agencies.

Procedures and working conditions:

This consultancy is home-based with frequent visits/meetings to the UNICEF Office. The consultant is expected to make use of his/her own facilities as may be required by the consultancy (phone, internet connection, etc.). The consultant will need to travel within Uzbekistan as required for the monitoring of project activities. The travel expenses will be paid in accordance with UNICEF’s ‘Duty Travel’ rules and regulations as follows: If UNICEF determines that the Contractor needs to travel in order to perform his or her assignment, that travel shall be specified in the contract and the Contractor’s travel costs shall be set out in the contract. In cases where travel costs have not been set out in the contract, provisions of UNICEF Procedures on Travel apply (see DFAM Policy 5). Travel paid for by UNICEF shall be based on economy class travel, regardless of the length of travel, subject to exceptional approval of business class travel by the Approving Authority (such approval may be granted normally for certified medical reasons).

Reservations:

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if deliverable(s) incomplete, not finalized or for failure to meet deadlines. UNICEF will reserve copyright of all developed materials and own primary data collected through this assignment. The materials cannot be published or disseminated without prior written permission of UNICEF. UNICEF will be free to adapt and modify them in the future. The contractor must respect the confidentiality of the information handled during the assignment. Documents and information provided must be used only for the tasks related to these terms of reference. The United Nations and UNICEF undertake no liability for taxes, duty or other contribution payable by the consultant on payments made under this contract. No statement of earnings will be issued by the United Nations or UNICEF to the consultant. The national consultant is personally responsible for payment of all taxes related to consultancy.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
