For every child, Turkmenistan demonstrates strong political will in improving child health and development.In 2014, the Government of Turkmenistan approved a National Strategy of Mother, Newborn, Child and Adolescent Health (MNCAH) for 2015-2019. The new ECD Strategy and its Action Plan and Monitoring Framework for 2020-2025 was endorses recently. The document sets objectives and a scale of activities, where development of the cadre and establishment of service delivery standards and procedures within the health care system and for trans-sectoral referrals stands as a crucial necessity. In line with the action plan for 2016-2021 on introduction of developmental pediatrics and early intervention, the MoHMI initiated development of the services in ECD demonstration areas. Cadre development is a core component for the ECD Strategy and its Action Plan and Monitoring Framework for 2020-2025. The Action Plan envisions revision of the current curriculum and enabling development of the new cadre with up-to-date knowledge in early childhood development, early identification of developmental difficulties and required support.

How can you make a difference?

Specific Tasks

1.Conduct a meeting with representatives of under- and postgraduate Pediatrics and Family Medicine departments to discuss the purpose of assignment and set up a timeline.

2.Review the syllabus of under- and postgraduate Pediatrics and Family Medicine departments to understand its concordance with international recommendations and number of hours dedicated to ECD and EI by each department.

3.Develop recommendations on each department’s teaching curriculum on enhancing current curriculum with required content/teaching hours.

4.Draft a report and present results of the review and recommendations at the round-table with TSMU management and representatives of under- and postgraduate Pediatrics and Family Medicine departments.

5. Finalize the report and submit to UNICEF for further follow up action

The consultancy will cover the period of October 25th, 2020 to February 20th, 2021 and will be deliverable based. The consultant is expected to work from home and with his own computer/equipment with occasional visits to the office. The assignment will be implemented in two phases.

To qualify as an advocate for every child you will have…

•Qualifications and Skills Required

•Completion of University degree in medicine, pediatrics background is highly desired.

•Proven teaching experience in area of ECD, developmental pediatrics and early interventions;

•Teaching experience at the higher medical education setting/Medical University is an asset

•Knowledge of global and national policies, development frameworks in ECD, developmental pediatrics and provision of early detection and early intervention services;

•Knowledge of the Guide for Monitoring of Child Development Package (GMCD) and experience in its use in daily practice, knowledge of the electronic GMCD is an asset;

•Excellent analytical thinking, training, report writing and communication skills.

•The consultant(s) should be fluent in spoken and written Turkmen and Russian languages.

Financial Proposal

Candidates are expected to submit a lump sum financial proposal to complete the entire assignment based on the terms of reference. The lump sum should cover deliverables indicated above for the period of October 25, 2020-February 20, 2021.

Each proposal will be assessed first on its technical merits and subsequently on its price. In making the final decision, UNICEF considers both technical and financial aspects to ensure best value for money. The Evaluation Team first reviews the technical aspects of the offer (on the basis of the qualifications described above), followed by review of the financial offers of the technically compliant candidates. The proposal obtaining the highest overall score after adding the scores for the technical and financial proposals together, that offers the best value for money will be recommended for award of the contract.

A cumulative analysis will be used to evaluate and award proposals. The evaluation criteria associated with this TOR is split between technical and financial as follows: 75% Technical, 25% Financial, 100 % Total.

Work arrangements

Day to day supervision and guidance will be provided by UNICEF Turkmenistan Health Officer. UNICEF will regularly communicate with the National Consultant and provide UNICEF and UN requirements, guidance on specific questions, feedback on performance and all other necessary support to achieve objectives of the consultancy.

General Terms and Conditions

UNICEF reserves the right to terminate the Agreement. In case of partially satisfactory performance, such as serious delays causing the negative impact on meeting the programme objectives, low quality or insufficient depth and/or scope of the assignment completion, UNICEF is entitled to decrease the payment by the range from 30% to 50% of the contract value as decided jointly by the Contract Supervisor and Operations Manager.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
