BACKGROUNG Over the course of the past few years, the government of Tajikistan has been making significant efforts to move towards a knowledge-based economy with the introduction of a competence based education system to increase the quality and relevance of learning experiences for the labour market needs. The Ministry of Education and Science (MoES) have been working to revise the curricula of general secondary and vocational education to ensure that adolescents are able to gain the skills and competencies required for a successful transition from school to work.

Despite ongoing reforms and increased access, the Republic of Tajikistan is facing the challenge to prepare children and adolescents for life, work and active citizenship. At the current rate, a child entering first grade in Tajikistan has a 67 percent chance of successfully completing upper secondary education. The situation analysis conducted in 2019 has highlighted how on the 2018-2019 academic year, the transition rate to the 10th grade for boys was 80.4%, and for girls 77.1%.

On March 12, 2020, WHO has declared COVID-19 a pandemic, calling all countries to take action to contain and mitigate the impact of the outbreak. Since then confirmed cases of COVID-19 reported worldwide, spreading across 200 countries/areas or territories with cases, including over 3400 cases reported in Tajikistan as of May, 2020. Within this context, the likelihood of prolonged school closure and disruption of regular operation remains high, and the COVID-19 pandemic is likely to have a long-lasting impact on education and psychosocial wellbeing of children, calling for immediate action.

UNICEF Tajikistan and partners have been supporting educational institutions on a multi-pronged response to ensure the continuity of learning for every child and adolescent in the country during COVID 19 pandemic. Interventions focus on upgrading the capacity of education system, teachers and personnel to minimize the short-term and long-term negative impact of COVID-19 on education sector, while ensuring that children are kept safe and continue learning in case of national or localized school closure. The ongoing response includes the following components:

  • Interactive Mobile Platform with on-line and off-line functionality
  • TV lessons targeting core subjects and grades and ages at preschool and school levels
  • Learning support material and digital devices
  • Practical resources and materials to empower caregivers to support early learning at home and strengthen parent-child interactions, as well as parental conference.
  • Practical resources and materials to support early childhood educators to enhance teaching and early learning in classrooms and collaborative space.

As part of this response a series of TV lessons for all school grades will be produced and made available for the short and long term use. These TV lessons will be broadcasted via two state channels “Bahoriston” and “Safina” for student’s self and ongoing learning.

Furthermore, 40 interactive video series with early childhood educational content will be produced with participation and demonstration of best ECE practices by skillful national ECE practitioners, focusing on parental capacity building in supporting their children during homebased learning and development. ECE activities of the proposed educational content will reflect and contribute into development of the five most important domains of a child during ages 3 – 6 (7) years old as advised in the National Early Learning and Development Standards (ELDS).

PURPOSE:

The main purpose is to provide technical and professional videography support to school subject teachers and methodologists and preschool teachers to be able to film planned 100 TV lessons creatively at first stage. Additionally, the consultant will be assigned to adapt and optimize the developed resources for different grades to specific platforms.

Performance indicators for the evaluation of results:

The evaluation of the results will be based on:

  1. Technical and professional competence in video production (quality of the product delivered to UNICEF);
  2. Scope of work (extent of activities related to the product);
  3. Quality and timeliness of communication with UNICEF and stakeholders as well as with team working of video lessons;
  4. Quality of work (quality of content and creative design of video lessons to attract children’s engagement and learning);
  5. Quantity and timeliness of work (completing the assignments that given additionally to video lessons production team);

In addition, such indicators as work relations, responsibility, drive for results, and communication will be taken into account during the evaluation of the Consultant’s work.

QUALIFICATION REQUIREMENTS:

Education:

  • Advanced university degree in programming, software engineering, computer science, or related degree or any related discipline. Strong knowledge of web development (JavaScript, PHP7, Python3, HTML/CSS/JavaScript, mobile development (Android/Kotlin), administration of servers, development of interactive e-resources adaptations and IT troubleshooting techniques.

Work Experience:

  • Minimum of 5 years of previous experience of work with INGOs or UN agencies.
  • Technical capacity and base (studio, video equipment, professional PC, etc)

Competencies:

  • Proven technical expertise and track record of developing child friendly educational content for mobile phone and web applications. Strong experience in multimedia production, especially video-production;
  • Demonstrated Technical and creative expertise in filming of the lessons. The applicants must have a proven track record of high-quality delivery of similar projects, indicating how filming challenges have been met in different circumstances nationally and examples of innovative solutions to contribute to process.
  • Excellent communication and organizational skills;
  • Creativity, innovation and design thinking skills are the major criteria;
  • Mathematical aptitude, problem-solving skills, programming languages, excellent organizational and time management skills, accuracy, and attention to details. Strong analytical and conceptual thinking. Strong communication skills to communicate with software developers and management.

Language:

  • Excellent written and verbal communication in English
  • Knowledge of Russian and/or Tajik an asset.

Travel costs and DSA will be covered in accordance with UN rules and regulations. No other remunerations apply. As a general principle, the fees payable to a consultant or individual contractor follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible cost.

Please note that consultants and individual contractors are responsible for assuming costs for obtaining visas and travel insurance.

EVALUATION PROCESS AND METHODS:

Individual consultants/contractors will be evaluated based on a cumulative analysis methodology. The award of the Contract shall be made to the individual contractor whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) having received the highest score out of a weighted set of technical and financial criteria.

During the selection, the ratio between the technical evaluation and commercial offer is 70 to 30.
