You have:
- Holds relevant higher university degree like in medicine, psychology, social work, sociology, public health or other similar fields
- Has expertise in substance dependence, its consequences and harms
- Has expertise in the treatment and recovery of drug use disorders
- Has thorough knowledge of social and psychological issues of children and youth
- Has thorough knowledge of case management
- Has thorough knowledge of psychosocial interventions
- Has thorough knowledge of gender-sensitive programme design
- Has proven experience of working in the field of juvenile delinquency and the juvenile justice system
- Has proven experience of working with families from disadvantaged backgrounds
- Has proven experience of working with traumatised children and youth
- Has proven experience in carrying out needs and situation assessments
- Has proven experience in qualitative research
- Has proven experience in drafting reports/studies in English
- Is in full command of spoken and written Farsi
- Displays full command in English scientific/academic reading and writing

Background
The Islamic Republic of Iran (IRI) is heavily burdened by the problem of drug use, characterized by one of the world’s highest rates of opiate use and a significant prevalence of Amphetamine-Type Stimulants (ATS) use notably methamphetamine (with the street name of “Shisheh” in Farsi). Cannabis use has also risen in recent years. The number of people with an opioid use problem in IRI is estimated by Iranian officials at 2,800,000. The Government, UNODC and civil society have introduced many promising programmes to address drug use and HIV transmission, but the challenge of drugs and HIV in IRI is still far from contained.
The present activity is approved under the work plan of the UNODC Project IRN/Z78 – “Drug Use Prevention, Treatment, Rehabilitation, and HIV Care” and is part of a series of activities under a joint action of UN Iran graciously funded by the European Union Directorate-General for International Cooperation and Development (EU-DEVCO) Output 1: Evidence-based and tailor-made drug use prevention, treatment, rehabilitation and social reintegration programmes, tools, and guidelines for children and adolescents are adapted, improved, and piloted; as the first step under the Activity 1.2- Improve protection, psychosocial and drug prevention interventions for children in juvenile correction and rehabilitation and aftercare centres (Joint activity of UNODC and UNICEF in Iran) ; where UNODC has committed to: “Design and implement at least one psychosocial and protection intervention for children in Juvenile Correction and Rehabilitation Centres” while UNICEF is to design and implement at least one life skills training programme for children and adolescents in these centres. The activity aims at assessing needs for improving psychosocial health of young people involved in the juvenile justice system with special emphasis on the treatment of substance use and other mental health disorders towards rehabilitation and reintegration.

The consultant is expected to achieve the following results and associated outputs:
I. Conducts a needs assessment which,
a. Commences with a comprehensive review of literature and good practices in the juvenile justice system
b. Contains a section depicting the methodology
c. Covers existing responses and gaps (considering staffing, training and capacity development) in following areas using both information collected from the target populations as well as from providers
II. Compiles a comprehensive analysis of findings and concrete recommendations serving a road map for devising suggested psychosocial interventions that encompasses:
a. Training and capacity development outline contents and activities
b. Following stages of case management
