Background:

Starting from 2017 UNICEF Tajikistan using new integrated approach on Adolescent Competency Framework (ACF) that is in line with national Competency Framework established Adolescent Innovation Labs (AIL) at the Centers for Additional Education (CAE) in targeted districts. The successful implementation resulted positive acceptance of the initiative both by adolescents engaged and the staff of CAEs, and got approval for expansion to four other districts in the country by Ministry of Education and science of Tajikistan. With full support of the Ministry of Education, these innovative curricula for non-formal education will be scaled up and delivered in newly established Innovation Labs, covering several thousand adolescents around Tajikistan. A certain number of new Labs are planned to be established within non-formal education system as part of GenU agenda under the scope of UNICEF/EU and UNCEF/WB partnerships designed to meet the objectives of global initiative.

How can you make a difference?

  • Revise programmes of mentorship in the country based on the learning from current mentor-training and develop tailored mentorship programme to build the mentoring skills of teachers and hired mentors which will be delivered through the Innovation Labs established under the Centers for Additional Education in targeted districts.
  • Facilitate the on-job trainings and provide support to locally recruited mentors and trainers in the regions to ensure the quality delivery of the curricula and functioning of Innovation Labs established under the Centers for additional Education in targeted districts.
  • The consultant will also provide high level technical guidance to and work closely with the RCAE and support the process of development of plan for further roll-out of mentorship programme through additional education system.
  • Also, the Consultant is expected to provide hand holding support to locally recruited Implementing Partners and teachers in provision of refresher ToTs and monitoring visits in the regions to ensure the quality delivery of the Curricula in the Innovation Labs established.

Consultant will also provide additional training for selected mentors across the region to ensure a pool of mentors of quality to support in the future the mentorship program of CAE and other systems.

Reporting to: ADAP Officer, Skills and Innovation

Field Missions/Travel: The consultant will work under the technical guidance of UNICEF ADAP Officer responsible for Skills and Innovation. The consultant will have in-country travels (maximum of 96 days) to provide capacity building and handholding. UNICEF will be responsible for arranging meetings with Government stakeholders for convening consultation events with local Implementing Partners

  • Support in development of script as per the developed curricula for production of digital version of the module as teacher training materials.
  • Development of monitoring forms assessment tools, including pre-post questionnaires and short beneficiary surveys to measure the results of above trainings and services. The tools and evaluation method to be annexes to the module adjusted.
  • Conduct visits to newly established AILs in target directs to provide handholding and refresher trainings to equip participants with knowledge on broader mentorship programme .

Due to COIVD19, the work and deliverables are subject to change. Consultancy need to be flexible to adjust to any unforeseen adjustments that might occur during the implementation.

Upon completion of the deliverables, the following documents shall be developed and submitted to the UNICEF ADAP Section in soft copy:

  • Brief report on consultancy period;
  • Technical recommendations and step-by-step guidelines on mentorship;
  • Ready to use and conceptualized training materials as per the table above (curricula, training tools, assessment tools and digital content)

Performance indicators for the evaluation of results:

The evaluation of the results will be based on:

  1. Technical and professional competence (quality of the products delivered to UNICEF);

  2. Scope of work (e.g. No. of meetings with the stakeholders);

  3. Quality of work (quality of methodology, draft, and final report);

  4. Quantity of work (completing the tasks indicated in the table above within the set timeframe)

In addition, such indicators as work relations, responsibility, drive for results, and communication will be taken into account during the evaluation of the Consultant’s work.

To qualify as an advocate for every child you will have…

Education: University Degree in Business, Finance, Marketing and Economy, Education, and HR.

Work experience:

  • At least 2 years of relevant work experience in the area of providing technical expertise on capacitating and exchange of knowledge in development of learning materials, facilitation and mentoring experience is highly required.
  • Experience of working with young people in the relevant field will be an advantage. Working with UN agencies will be desirable.
  • working experience with, or in, multilateral institutions, as well as working with Centers for Additional Education considered as an asset

Competencies:

  • Experience in developing capacity of adolescents and adults or similar training skills, including facilitation and coordination.
  • Familiarity with context, content and objective of the mentorship.
  • Good understanding ethical principles, good judgment, initiative, high sense of responsibility, tact and discretion.
  • Demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and meeting results.
  • Strong organizational, planning and analytical skills.
  • Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment.

Language: Excellent working knowledge and communication in Tajik and Russian. Knowledge of English is an asset and preferable.

EVALUATION PROCESS AND METHODS:

Individual consultants/contractors will be evaluated based on a cumulative analysis methodology. The award of the Contract shall be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) having received the highest score out of a weighted set of technical and financial criteria.

During the selection, the ratio between the technical evaluation and commercial offer is 80 to 20.
