Purpose of the assignment: In a context of soaring inflation, heightened income insecurity and scarce availability of essential products, such as food, fuel, fertilizers and medicines, more and more families are unable to meet their basic needs. The current crisis, coming on the heels of the COVID-19 pandemic, is likely to be borne by the most vulnerable population groups and disproportionately affects children, with the severe risk of long-term scarring due to heightened levels of malnutrition, long periods of school closures, and serious child protection concerns. In line with previous government commitments and in alignment with other development partners, UNICEF aims to provide nutrition-sensitive cash transfers to mothers/caretakers of 110,000 children from 5 months up to the age of 24 months in the most vulnerable districts, defined in terms of the prevalence of severe wasting among children aged 0 to 5. UNICEF with the support of local authorities and service provider is expecting to manage as part of the registration activity more than 220,000 personal data, thus the organization is strengthening its Beneficiaries Data Management team to ensure the proper technical support and the collection of the data with the expected quality

Duty station - Colombo

Duration of the consultancy: 2 months

Scope of Work: Under the general guidance of the supervisor and in close collaboration with the Humanitarian Cash Transfer Specialist/Social Policy Specialist, the incumbent is responsible for delivering timely beneficiary data management services while upholding UNICEF data protection policies.

1. Data Collection/ Registration • Support the organization of the data collection for the registration in the targeted district • Provide technical support and training if needed to enumerators, partners and service provider involved in the data collection • Ensure the quality of the data collected

2. Data Processing and Analysis • Consolidate different data sources such as programme registrations, beneficiary surveys, transaction data and other monitoring data (i.e: market monitoring, grievance and feedback data, etc.) for the purpose of data analysis and data comparison, including longitudinal comparisons • Perform statistical analysis for report writing, including data analysis tables and visual representation of findings • Detect individual record flagged as error upon import in HOPE and perform adequate correction based on programmatic instructions • Spot check and ensure quality of data stored in HOPE and in other digital platform for the case of programmatic non personal data

3. Grievances data oversight, Reporting and Third-Party Monitoring • Support Sri Lanka office in drafting programme monitoring report when required • Coordinate partners grievances management work by supporting the documentation of grievances management in HOPE system

Minimum Qualifications required: Education: Bachelor’s degree in computer science and/ or information technology.

Knowledge/Expertise/Skills required Experience: 2 years of professional work experience in data management. Knowledge and skills: • Experience in beneficiary data system • Experience in business operation environments • High motivation, and dedication to deliver results within strict timeframes.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
