TERMS OF REFERENCE

SHORT TITLE OF ASSIGNMENT

Design a creative Annual Report 2020 for UNICEF Cameroon as an effective Advocacy and Donor / Partner dissemination document.

BACKGROUND

Cameroon is a central African country situated at the end of the Gulf of Guinea with a total surface area of 475,440 kilometres. With a natural growth rate at 2.6 per cent, Cameroon's population was estimated at 20.4 million in 2010, of which a little more than half (51 per cent) are women. The national territory is divided into 10 regions, 58 departments and 361 districts (so-called arrondissements) which, through an effort of decentralization that needs to be further strengthened by a greater citizen participation in local governance, are placed under the authority of the governors, prefects and sub-prefects respectively. With respect to health, the territory is divided into of 189 health districts. Cameroon is a multi-ethnic country with more than 250 ethnic groups, including indigenous minorities, who face different levels of discrimination, marginalization and underdevelopment, which add to and exacerbate the impacts of existing profound geographical, age, and gender disparities.

Despite steady gains over three decades, Cameroon is among the 43 countries in the low human development category, ranking 152nd out of 187 countries in the 2014 Human Development Index. The country has experienced a strong population growth over the last decades, as noted in the 2005 Census, which revealed that the population had more than doubled (2.3 times) over 27 years. Although the perspective of an increase of the active population would appear positive for the country, it raises major challenges in terms of access to social services, food, nutrition as well as decent work and employment, to name a few.

This is particularly the case of the Far North region, which concentrates nearly one out of five (17.9 per cent) Cameroonians. The communities of this region are with no doubt the most often and deeply affected by natural and anthropic shocks hitting the country. Most of them lack access to basic social services such as potable water, health care, education. In addition, recurrent emergency issues like disease outbreaks (cholera, polio, measles, meningitis, and malaria), malnutrition, drought and floods, to name a few, are exacerbated by the major influx of refugees and IDPs due to security issues occurring in the neighbouring countries and the border areas of the country. It goes without saying that the multiple burdens they suffer are intertwined with structural issues such as poverty, poor socio-economic development and years of political marginalization, cannot be resolved effectively without being looked at and addressed through a holistic, integrated interdisciplinary lens and collaboration.

Justification:

To mobilize and leverage continued donor support and in order to share the effective use of their funds, sharing of high quality communication materials is very essential.

UNICEF Cameroon would like to produce an illustrated, easy to read and version of the annual report for 2020 for external audiences and partners, including donors and national committees. The document will be useful tool in providing the use of funds and in documenting user friendly way results achieved by UNICEF within the annual program cycle. Due to the need for high quality writing, layout and designing it is necessary to deploy an external consultant.

OBJECTIFS

UNICEF Cameroon in order to mobilize and leverage continued donor support shall communicate an illustrated and easy to read version of the results achieved in 2020, for external audiences and partner. The document will be a useful tool in highlighting the effective use of their funds.

ACTIVITIES, LIVERABLES, ECHEANCIER DES PAIEMENTS

The consultant will work from home liaising with the Resource Mobilization Officer and Partnership, Advocacy and Communication section, and if need be with the program sections via email and phone. The design will be largely based on the suggested design and content example created by PAC section. Inputs will be provided for the Internal Annual report, and will be used and further supplemented if needed. Additionally, reference images and HIS from PAC section, SitReps and other reports will be consulted for the annual report finalization.

Responsabilities

  1. UNICEF Cameroon to cover fees in total.
  2. Consultant editor and designer supplies the final designs in a form which can be used and reproduced further by UNICEF Cameroon.
  3. On assignment completion, the broad edit will be transferred electronically to Brigitte Helali ([email protected]) with complete captions.

Expected results

The final documents will be delivered to CO in electronic format that is appropriate for printing in Cameroon. The document will then be printed and distributed through hardcopy documents and also utilized in its digitized version for UNICEF Cameroon website and other social media platforms.

QUALIFICATIONS, SPECIALIZED EXPERIENCE AND ADDITIONAL COMPETENCIES

Professional editor and designer, experienced working with other UNICEF Offices around the world and international organizations or in an international context; Ability to deliver high quality documents and Annual reports according to the specified quality and technical requirements.

  1. EDUCATION

University degree in Communication, Journalism, Public Relations and International Relations.

  1. WORK EXPERIENCE

Two (2) years progressively responsible of professional work experience in communication, print and broadcast media or interactive digital media.

CONDITIONS OF WORK

The duration of the consultancy is for two (2) months. The selected Consultant will use his own equipment (computer) for the duration of the assignment. He will also provide his own health insurance policy covering the period of his contract as UNICEF does not provide health insurance to consultants. UNICEF will make payment according to the schedules agreed upon at the time of contract signature. UNICEF reserves the right not to honor payment deadlines for any product that does not comply with its quality standards.

NOTE:

The Financial Proposal should contain the following information

  • Fee for services to be provided based on the deliverables in the Terms of Reference
  • Wherever possible, indicate the itemized cost of the travel (air tickets etc.) if an international consultation, and subsistence costs for your stay in the country.

The maximum number of points will be allotted to the lowest Financial Proposal that is evaluated and compared among those technical qualified candidates who have attained a minimum 49 points in the technical evaluation. Other Financial proposals will receive points in inverse proposition to the lowest price.
