Background and Justification:

During the past years, UNICEF staff members have echoed the need for financial advice to enable them to make informed decisions when dealing with their personal finances. This need is exacerbated by the negative fiscal space that the country is currently experiencing especially due to the challenges brought forth by the COVID-19 pandemic.

Financial Intelligence helps us break the cycle of habitual and emotional decision-making that hard-wiring automatically sparks when faced with emotionally charged events. Beginning with one’s principles, values, and beliefs, Financial Intelligence offers a concrete guide to help us achieve better results when dealing with our finances.

How can you make a difference?

Objectives: The objective of the consultancy is to provide staff with the appropriate tools/packages that will enable them to make wise financial and life decisions based on their income and realistic achievements for a better financial future, and thus improving the general well-being of staff members.

Tasks and Desired outcomes:

The consultant will work under the general supervision of the Staff Development Committee Chairperson and in close coordination with the Senior Management Team. The Consultant is expected to focus on the following: i. Develop tools to be used for the training and share with the Staff Development Committee for approval. ii. Understanding the investment landscape and investment options available in Namibia, Region and international markets. iii. Making investment decision and some practical steps, including developing a savings plan and understanding investment risks and de-risking. What are the possible investments to ensure growth and maintaining same life style after retirement. iv. Building Personal Credit. Summary of individual credit risk that affects the availability of personal credit and how much is paid for credit cards, auto loans, mortgages and other kinds of credit. Learn how higher vs. lower scores impact credit approval and costs. v. What to Do When the Monthly Paychecks Stop. Various tools to use to plan for retirement income and their various implications. Potential risks to your retirement income and ways to address those risks. vi. Medical payouts and individual insurance – Various tools outside the medical aid and the benefits thereof.

Deliverables and number of days for deliverables:

1. Developing and submission of the developed tools to be used during training - 3 days 2. Conducting virtual training on financial intelligence - 1 day 3. Writing and submission of final report - 2 days

Upon the completion of the training, the consultant is expected to:

Submit a detailed report on the training. The report should include Introduction, objectives, key discussions from the training, recommendations, all presentations and documents used during the training.

To qualify as an advocate for every child you will have…

  • Required skills, experience and qualifications of the consultant • Degree in Finance and at least minimum 2 years experience in Financial insurance • Fluency in written and spoken English • Experience in organizational training • Ability to express ideas and concepts clearly and concisely • Possesses strong organizational and detail-oriented skills • Knowledge and understanding of the global and regional insurance sector

Administrative issues

Work relationships: The consultant will work under the overall supervision of the Staff Development Chairperson. She/he will have a meeting with the Staff Development Committee members for their inputs on the programme and content of the training prior to the date of training. Inputs will also be sought from the Senior Management Team.

The consultant is expected to organize the training at a venue to be agreed, in consultation with UNICEF. The consultant will not be provided with equipment, office space or other services by UNICEF.

Travel: Since the training will be held in Windhoek, no travel costs are envisaged.

Payment: The consultant will receive a 100% payment upon submission of the final detailed report as described under “Deliverables”.

UNICEF recourse in case of unsatisfactory performance: Payment will only be made for work satisfactorily completed and accepted by UNICEF

Note - UNICEF will cover the printing cost for the information package. All pictures and materials prepared/used will remain the sole property of UNICEF. The final deliverables should be presented in soft copy.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
