How can you make a difference?

The primary objective of this consultancy is to support PWCCC of Ratana Kiri province in developing a Provincial Action Plan on ECCD, taking into consideration the ECCD national policy and NAP ECCD 2022–2026, the provincial Situation Analysis on women and children and the lessons learned from Kratie province including community consultations and cross-sectoral collaboration approach. The second objective is to develop, through this learning processes, a guidance manual for ECCD operationalization that would serve for the scale up to other provinces; and a brief report about the development process, including lessons learnt, challenges, and recommendations.

To qualify as an advocate for every child you will have…

Qualifications and Experience

  • Ph.D. or Masters’ in educational development, or in Early Child Development, or in Health and Nutrition, or other related fields.
  • Experience working in close collaboration with the government on planning for Early Childhood Development at national and sub-national level. (preferred).
  • Experiences in developing a multi-year action plan for national and sub-national level, specifically on social services related to child development. (preferred).
  • Experiences in organizing and facilitating multi-disciplinary workshops.

Knowledge and Skills

  • Understanding of the cross-sectoral nature of ECD and knowledge in the latest developments in ECD.
  • Knowledge on decentralization and local governance in Cambodia.
  • Sound knowledge and experiences about the development of ECD, including parenting programme development in country and/or in the region.
  • Knowledge of in public financing context is an asset.

Competencies

  • Excellent interpersonal skills, including the ability to work in a multi-sectoral environment and to establish harmonious and effective working relationships.
  • Proven skills in Strategic thinking, strong analytical capacity, and Excellent skills in building partnership and capacity.
  • Demonstrate the capacity to lead the consultation and revision of related national or sub-national action plans.
  • Collaboration with concerned stakeholders to ensure consensus met and projects meet the deadlines.
  • Ability to work independently, including tight timelines.
  • Availability to work in the required period to deliver the contracted deliverables to the defined deadlines.

Languages: Fluency in Khmer and English. The consultant must have the ability to work in Khmer and English, including facilitation skills.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
