How can you make a difference?

Scope of work and expected outputs / deliverables:

  1. Conduct desk review and analyze all the necessary documents, policies, and assessment reports to understand the existing practices of civil registration in union councils in Pakistan especially in Punjab.
  2. Undertake field visits and consultation meetings with key stakeholders such as Local Government Department, NADRA, UNICEF, parents/ caregivers etc..
  3. Drafting the Minimum Services Delivery Standards based on the findings from the field visits and consultations with partners (LG, NADRA, UNFPA, WHO)
  4. Facilitate the provincial level workshop to validate the Minimum Services Delivery Standards for the registration of the vital events specially birth registration.
  5. Finalization of the Minimum Services Delivery Standards after the incorporation of all the feedback received from the stakeholders during the validation workshop.
  6. Presentation of the Minimum Services Delivery Standards to the steering committee for approval and notification.
  7. Development of the training materials and agenda for the TOT.
  8. Conduction of the TOT for Assistant Directors (LG)/administrators of UCs and submission of the final report.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in a public administration.
  • A minimum of 6 of relevant professional experience in the field of CRVS, public administration, with a particular focus in public service delivery and standards, at national or international level.
  • *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • In-depth understanding of how local government department work and how public service delivery systems are designed and operated. Proven significant achievements/publications in the field of public administration or in related fields, with a particular focus in public service delivery and standards
  • Ability to develop comprehensive and evidence-based policies and guidelines
  • Experience in user-centric design work. Demonstrated experiences and skills in facilitating stakeholder/working group consultations and training.
  • Proven significant achievements/publications in the field of public administration or in related fields, with a particular focus in public service delivery and standards
  • Experience in user-centric design work.
  • Demonstrated experiences and skills in facilitating stakeholder/working group consultations and training.
  • Relevant national, regional and international experience will be an added advantage. Excellent writing, editing, and oral communication skills in English and Urdu
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset. Demonstrated experiences and skills in facilitating stakeholder/working group consultations and training.

NOTE:

  • Estimated Duration: 42 days, estimate starting date: 1st September, 2022
  • The consultant will be based in Lahore
  • The consultancy is at a senior level.
  • Applicants are requested to submit a financial quotation indicating daily fee or a lump sum amount for the whole assignment as part of the application against each deliverable.
  • HEC Attested and verified degrees are a pre-requisite for employment at UNICEF. Candidates will be required to present attested and verified degrees.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
