Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child, less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges.

UNICEF supports the Government of Pakistan to accelerate progress for children, work to achieve the Sustainable Development Goals (SDGs) and help children realize their rights under the Convention on the Rights of Children. This will be made through, among others things, strong partnerships with provincial authorities, teachers and health professionals, frontline workers and social mobilisers, communities and families, and of course the children and adolescents themselves.

In particular, UNICEF will work so that:

  • Every child survives and thrives -- being in good health, immunized, protected from polio and accessing nutritious food.
  • Every child learns.
  • Every child is protected from violence and exploitation and registered at birth.
  • Every child lives in a safe and clean environment, with access to safe drinking water and adequate sanitation.

How can you make a difference?

The Individual Contractor will be expected to undertake the following scope of work:

1. Manage procurement planning and logistics aspects related to the deployment of COVID-19 vaccine and supplies:

a) Establish and maintain procurement planning and logistics aspects related to the deployment of COVID-19 vaccine and supplies. b) Update costed procurement plan to support funding budgets for COVID-19 supplies and vaccines in line with additional funds mobilized. c) Prepare logistics strategy for delivery and distribution of the COVID-19 supplies and vaccine d) Coordinate with the respective authorities to track and ensure that supplies reach beneficiaries, including relevant logistics information management and documentation of records. e) Conduct data analysis on COVID-19 requirements to inform planning, ordering and procurement and operational budgets for logistics from multiple sources. f) Undertake supply chain analyses at Provincial level to identify gaps and facilitate capacity development initiatives and exchanges of best practices and work with partners and stakeholders to improve performance, reduce costs, stockouts and wastage in national health supply chains.

2. Coordinate shipment planning and in country logistics preparations for COVID-19 vaccine and devices:

a) Prepare and maintain shipment plan in line with the implementation strategy b) Prepare Operational Budget for cold chain requirements and transportation c) Coordinate with Federal EPI on the provision of import permits to allow delivery of vaccines and customs d) clearance at the port of entry, transportation and inspection of the received supplies. e) Strengthen collaboration and partnership with customs and port/airport authorities at national ports of entry on the clearance of UNICEF supplies, in keeping with established protocol. Coordinate import exemptions and customs clearance arrangements. f) Effective collaboration and partnership in logistics with internal and external counterparts is developed and maintained through better coordination, communication, and networking. Effective partnership standby agreement concluded to ensure timely delivery, utilization, and monitoring of quality and movement of supply assistance.

3. Monitoring COVID-19 stock pipelines and reporting:

a) Prepare a COVID-19 distribution plan based on the information received from the counterparts b) Monitor all deliveries (local and international) s and update the shipment monitoring report and share with partners c) Monitor implementation of the distribution plan by the 3rd parties, to identify any constraints, leakages and storage requirements. d) Reconcile the procurement plan against processed orders and identify outstanding quantities to support ordering e) Prepare COVID-19 Stock movement Overview and share with relevant people

Tasks

  • Prepare and maintain shipment plan in line with the implementation strategy
  • Monitoring COVID-19 stock pipelines and reporting
  • Capacity Development for supply chain management of COVID-19 commodities

Deliverables

  • Shipment plan for COVID-19 vaccines, devices and commodities prepared and updated on daily basis
  • Daily operational updates on COVID-19 response commodities
  • Daily updated shipment monitoring report for COVID-19 vaccines and devices
  • Supply chain Capacity development gap analysis and implementation plan for COVID-19 commodities

To qualify as an advocate for every child you will have…

  • 4 years of professional work experience in the relevant area
  • Knowledge of Supply Chain Management preferably in the Government,
  • UN and INGO context Mastery of technical knowledge (product knowledge, specification, international standards) required for Supply Management/Purchasing/Contracting (e.g., vaccine, equipment, medical supplies contracts, customs function, taxation, etc.)
  • Knowledge of relevant Information Technology software for supply chain management and information management including electronic Logistics Management Information System

Note:

  • Estimated Duration: 9 months, estimate starting date: 1st April 2022
  • The consultant will be based in Islamabad
  • The consultancy is at NOB equivalent level.
  • Applicants are requested to submit a financial quotation indicating monthly fee as part of the application against each deliverable.
  • HEC Attested and verified degrees are a pre-requisite for employment at UNICEF. Candidates will be required to present attested and verified degrees.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
