In June 2022, the Ministry of Social Affairs, in collaboration with UNICEF and with technical support from the consultancy firm Child Frontiers, embarked on a process to develop a new vision on social welfare services for children and families in Lebanon. The vision will outline the purpose of MOSA and what it wants to achieve in relation to vulnerable children and their families. It will articulate the role that MOSA will play, and the services they will provide in supporting vulnerable children and families.

This process comes at a very critical time where due to massive political, economic and social upheaval in recent years, which created new needs amongst vulnerable children and families and new pressures on MOSA services. The process of developing the vision was based on evidence collected on the impact of the crises and the care and protection of children, as well as a series of workshops engaging MOSA staff from different departments and divisions both at national and local level to review evidence and examine the needs of children and their families, as well as the strengths and weaknesses of the existing system.

The first draft of the Vision on Social Services Document is currently being reviewed by a drafting committee established by the Ministry of Social Affairs.

UNICEF is seeking the services of an individual consultant to provide technical editing services to the Arabic version of the Vision Document to make it more concise and easier for the readers.

Specifically, the incumbent will undertake:

1. Review the Arabic version of the Draft Vision Document and provide recommendations in terms of:

  • Editing in terms of writing style and formatting
  • Consistency in language across the document as well as proper referencing of data, evidence, etc.
  • Checking spelling, acronyms and other abbreviations

2. Undertake additional bilateral meetings or propose group meetings with relevant staff from UNICEF and MOSA to clarify concepts, etc.

3. Edit and amend the Arabic version of the Vision Documents based on approved recommendations by UNICEF and MOSA.

  • A first University Degree in in languages, social studies, journalism, or related disciplines.
  • At least 5 years of professional experience of at least five years in writing and content development for government, international organizations or media.
  • Extensive work experience in writing policy papers, in drafting/editing technical documents on development of social welfare issues in ARABIC is required.

Applicants shall submit an all-inclusive financial proposal.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.

UNICEF does not charge any fee during any stage of the recruitment process.
