BACKGROUND

Globally, family is known as the fundamental group of society where a child’s growth, well-being and protection should naturally take place. While there is global consensus on this concept, there are children who are deprived of the family environment and/or staying in the family is not in their best interest. The governments should make every effort to, firstly, enable the child to remain in or return to the care of his/her family through family empowerment and supportive programmes. Secondly, ensure that a range of alternative care settings are available to meet the child’s specific needs when staying in the family is not possible. Additionally, systematic efforts should be made during the child’s placement in alternative care to respond to care and protection of the child, his/her family, and the community in an integrated manner. This includes adopting a holistic approach to the child’s health, nutrition, physical and mental development, as well as aftercare and his/her reintegration within the community.

Considering the above, capacity building of social workers/case managers dealing with children in alternative care is essential in ensuring provision of holistic and individualized care services, starting from the child’s placement in alternative care and continuing until he/she leaves that environment.

The State Welfare Organization (SWO), as the main responsible governmental body in charge of providing care and support to children in alternative parental care, is planning to conduct a capacity building event for its social workers on the National Protocol on Care Plans for Children in Family-based Foster Care settings.

OBJECTIVE / SCOPE OF WORK

This consultancy will contribute to achieving the following key objective:

  • Capacity building of SWO experts (master trainers working in Children and Adolescent Office) on implementation of the national protocol on Care Plans;

METHODOLOGY

In line with the above-mentioned objective, the key activities and deliverables of the consultancy are listed below:

  • Development of training materials: the consultant shall develop the educational materials for training of the SWO experts.
  • Capacity building of SWO’s social workers: Conduct capacity building training using both face-to-face and distance training, supervision, and coaching methods.
  • Revise the current protocol based on the feedback received from the participants, if any.

ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE

Activity 1: Develop training materials

DELIVERABLES: Training materials

ESTIMATED TIME: 20 days

PAYMENT: 15 %

Activity 2: Conduct face-to-face training and supervision (distance learning)

DELIVERABLES: Report on training including evaluation of participants

ESTIMATED TIME: 70 days

PAYMENT: 50 %

Activity 3: Revision and finalization of protocol

DELIVERABLES: Revised protocol

ESTIMATED TIME: 20 days

PAYMENT: 35 %

CONDITIONS OF WORK

The consultant shall use her/his own facilities to manage the work, but, where circumstances demand otherwise, shall be allowed to make use of available UNICEF office space, computer and internet facilities with prior notification and arrangement with the supervisor and UNICEF Admin/ICT. The provision of these facilities by UNICEF shall be subject to their availability.

Consultancy fees include the costs of travel, inter alia, flight tickets, accommodation, and any other travel expenses, if any.

NOTE FOR CONSULTANTS AND INDIVIDUAL CONTRACTORS:

The Consultant should submit a technical proposal including a detailed plan of the training, timeline, and list of technical team members.

Please submit a financial offer along with your technical proposal, which contains the following information:

  • Fee for services to be provided – based on the deliverables in the Terms of Reference

  • Wherever possible, indicate the itemized cost of the travel (air tickets etc.)

To qualify as an advocate for every child you will have…

The consultant should possess the following qualifications:

  • Minimum Master’s degree in social work or related disciplines;
  • Minimum three years of working experience in the field of children in alternative care including supervision;

  • Proven experience in conducting capacity-building training;

  • Previous working experience with UNICEF/UN and SWO is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
